COUNCIL MEETING

Minutes of January 8, 2013

Opening

The City Council of the City of Fairview, Kentucky met on Tuesday, January 8, 2013 at 7:30 p.m. in the City of Fairview City Building with Mayor Harry Sprott presiding.

The Pledge of Allegiance was said.

Mayor Sprott called the meeting to Order and continued with roll call.

Roll Call was called and the following Council Members registered present:

Bev Willman

Brenda Hobbs

Billy Fay

Fred Wilson

The City Administrator, Rodney Melton was not present.

The City Attorney, Jed Deters was also present.

Mayor Sprott called for a motion to approve the minutes of the regular meeting held on Tuesday, December 11, 2012. Council Member Bev Willmanso moved, with second by Council Member, Fred Wilson. Vote was taken and motion was carried.

Financial Report

City Clerk, Melissa Turner reported the following regarding city bank accounts:

She announced that both of the US Bank accounts have been closed and the balances have been deposited into the correct Huntington Bank accounts. The amounts are reflected on the following report.

Beginning Balance as of December 7, 2012 = $7,685.08

Customer Deposits through January 8, 2013 = $2,785.80

Telecommunication & Coal Check Deposits $62.75

Shauna Adams Garnishment Payments = $419.14

Transfer from US Bank Account = $72,935.65

Checks / Bills Electronically Paid = $1,466.70

Beginning Balance as of opening date December 7, 2012 = $.00

Road Funds Transfer (back pay) = $5,572.59

Road Funds = $327.29

Transfer from US Bank = $24,392.19

Ending Balance as of January 8, 2013 = $30,292.07

She announced that a bank statement from Huntington Bank was been given to each council member for reference (attached hereto).

She did announce that some of the payments are being paid bill via online banking as referenced on the bank statement provided.

She did ask that the council review the documentation regarding the CDAR’s and decide what the city would like to do in the future.

City of Administrator Report

The City Administrator was not present to give a report.

The Mayor did state that he contacted Mr. Wolinszak regarding costs to prepare more detailed drawings prior to getting the bids. Several options were given and read. The Mayor also spoke with Buddy Martin with Kaiser Heating & Cooling and he did advise the Mayor that a bid could be given with the current drawings. The council decided to go ahead with the current drawings as are and the first plan of Rodney Melton as the General Contractor.

Old Business

  • The Mayorindicated that he signed the contract for the Grant to cover the codification. He stated that the firm doing the work would like the city ordinances along with any additions. He suggested and council agreed that they would have a special session to go over the NKAP packet and codification for the city prior to the finalization being forwarded.
  • Mayor Sprott did ask the City Attorney about the tax bills being sent once a year rather than twice a year and Mr. Deters recommended that they review the ordinance and decide what the council would like to do and to reflect this in the codification prior to finalization.
  • The Mayor approached the City Attorney regarding the speed limit through the city and was told this was a state road and any request and/or change would need to go through the State for approval. It was suggested that the Mayor prepare a request and forward to the state for consideration.
  • The Mayor indicated that he hasn’t heard anything from Clabes Automotive with regards to the application. He will continue to try to make contact.

New Business

  • Bavarian Waste sent a letter indicating effective January 9, 2013 they will now be doing early pick-up and would like residents to put the trash out either the evening prior or early the morning of pick-up.
  • The Mayor said the city received a letter fromKenton County Planning Commission regardingFlood Plain Regulations / FEMA Letter. After discussion with the City Attorney, Mr. Deters is going to prepare a response for review at the next city council meeting.
  • The Mayor suggested to the council that a yearly budget be reviewed with regards to the income of the city versus the expenses. The City Clerk will prepare the numbers for the February council meeting for review.

The Mayor then opened the floor to any citizens.
