12/03 to 5/2005, SENIOR MILITARY ANALYST, COMBINED MEDIA PROCESSING CENTER – BAGHDAD (CMPC), IRAQ SURVEYGROUP (ISG), MPRI CORP, Baghdad, Iraq:The largest Document Exploitation effort since the NuremburgTrails following WWII. Responsible for preparing Intelligence Information Reports (IIR) on captured Iraqi documents during Operation Iraqi Freedom and processed by CMPC-B. Due to my demonstrated abilities I was detailed to other organizations/activities.
- Report Writer, JIDC (CampSlayer) – Prepared IIR’s for CampSlayer’s Joint Interrogation and Debriefing Center (JIDC) Detainee Interrogator’s, responsible for the High Value Detainees at CampCropper (the Deck of Cards 55). Using there notes or initial IIR, prepared the final IIR submitted to submission into the National Ground Intelligence Center’s Human Intelligence (HUMINT) Management System NEXT GENERATION (HMSng) Database.
- Quality Assurance Coordinator - Responsible for the quality of the Translations and Intelligence Information Reports (IIR) prepared from the 3,000,000(+) documents captured from the previous Iraqi regime and collaborating corporations uploaded into the National Harmony Database. Designed/implemented various review protocols that identified Systemic Problems in the Document Exploitation (DOCEX) process. Verified the Quality editing of 12 Quality Control personnel, to ensure Gist and Translation conform to standards established for the Defense Intelligence Agency’s National Harmony Database.
Quality Control Editor – Reviewed Intelligence Information Reports (IIR) by the Document Reporting Element’s (DRE-B) Report Writers for completeness, syntax, and format prior to submission into the National Ground Intelligence Center’s HUMINT Management System Next Generation (HMSng) Database.
Collection Management – Assisted the DRE-B Collection Manager by identifying those Harmony files that require further exploitation and were worthy of an IIR. Developed database application tools to assist in the management of the IIR’s in-process and tools to aide in the preparations of the IIR. The tools included the Proactive Document Reporting System Management, Intelligence Functional Code Search, Collection Requirement Search, Keyword Search, and Hot Document Search. These tools were network based and made available to the ISG and Multi-National Force–Iraq (MNF-I) Analyst.
Training Officer - Prepared and conducted job/mission specific training for the IIR Report Writers, Quality Control Editors, and Linguists. Established the first training program that identified and trained linguist for Document Exploitation. Conducted general training of DOCEX personnel for Microsoft’s Explorer, Word, and Excel. Developed an implemented an OJT Training Program for 190(+) personnel, in 23 duty positions working in 6 departments.
Technical Writer – Prepared the Standing Operating Procedures implemented for use at CMPC in the areas of Report Writing, Training, Quality Control and Document Exploitation.
Lessons Learned Coordinator, CMPC – Coordinated the collection efforts for the first lessons learned to the ISG for their inclusion into the DIA’s submission. Conducted “Town Hall Meetings” with every section on every shift, resulting in excess of 100 submissions.
5/01 to 12/03, INDEPENDENT CONSULTANT, ROBERTSON-HOWARD CONSULTANTS: Providing Project and Logistics management assistance. Designed (patent pending) a Protective Blast Panel to protect personnel and equipment from high explosives and direct fire from weapons up to 50 caliber. Estimate the cost to design a relational database application, and then perform a Cost-Benefit Analysis to move a mainframe DB2 database to a Server Based SQL database. Designed new application in pseudo code to estimate programming time. Specializing in the Deployment/Execution of technical projects, last summer deployed a Fiber Optic Fast Ethernet LAN, connecting 9 city and county offices to a central Geographic Information System (GIS) and the Internet, using IEEE standards 802.1q and 802.3 (to include 802.3z).Consultative services include assessment, integration, implementation and deployment of custom Project Management tools integrating Project Management techniques with Integrated Logistic Support and Systems Management principles. Provides staff instruction on the phases of a project, traps to avoid, and the decision science needed to ensure the successful completion of a project. 2/99 to 10/00, EXECUTIVE VICE PRESIDENT - AMMUNITION MATERIAL MANAGEMENT, 320TH ORDNANCE BATTALION, LINCOLN, NE: Number two management position in a new Ordnance Battalion, totaling over 400 reservists. Responsible to hire and train the primary staff officers in the battalion headquarters, and over see the mission operations during train up and execution of major training exercises. Conducted Organizational Analysis of poor performing subordinate units to improve unit morale and operational efficiency. Responsible for direct support maintenance of all Divisional Land Combat Surface to Surface missile systems. Managed 2.5 million-dollar test system and 14 technicians performing maintenance on all components of the Lance, TOW, Dragon, and Shillelagh missile systems. Senior LCSS repair technician to diagnose and repair LCSS malfunctions. Achievements: Designed and conducted a Systems Analysis of the LCSS in conjunction with the area Logistics Assistance Office.
