Item.3. Matters Arising.
A. / Dolforgan Hall Bridge.
Cllr. I.J.Jones confirmed a site meeting for the 9th. February 2013 to be attended by Cllrs:
D. Hughes. P. Pryce, I. Jones and the Contractor (M&S). Worked still scheduled to commence Spring 2013.
B. / Kerry Cemetery.
On behalf of the sub-committee, Cllr. D. Hughes detailed proposed plans for the extension. Discussion followed over the siting of hedging. Cllr. Collis proposed, seconded by Cllr. Pryce that a Project Management company should be employed to oversee the development of the cemery.All in favour. Clerk to approach Ian Pryce Property Services inviting them to tender and to seek basic advice on how to continue.
On behalf on the Council, Cllr. Collis thanked the sub-committee for their work.
C. / Odd Job/Length man Scheme.
Clerk reported no information received for the proposed directory. Cllr. David Jones requested clerk to contact Dr.Del Morgan of One Voice Wales to make further enquiries about possible grants for employing a “Caretaker” for the Villages.
D. / Dolfor Inappropriate Parking.Resolved.
E. / Speeding Traffic in Kerry.
Clerk to confirm with Chris Lloyd (CSP- Transportation & Development Enablement) that Kerry has been placed on the rota for interactive LED speed signs.

Clerk to contact Julian Edwards (Development Manager) at PCC requesting update.
G. / Additional Planning Meetings/ AGM date
The 29th. May 2013 at Dolfor Community Centre was confirmed as the date and venue for the 2013 AGM. The AGM to precede the scheduled Council meeting.
Clerk to continue to seek extensions to planning consultation periods and to call additional Planning Meeting only when needed.
H. / Brynllywarch Hall School.
Pupils of the school are to carryout maintenance work to steps and footpath.
I. / Montgomeryshire Local Council Forum.( Suggested door to door survey/Tourists survey relating to: Tan 8. Wind Farms, Pylon, Hub and Transport.)
After di After discussion Council voted not to carry out this survey as we do not have the resources or man po manpower t to carry out this project effectively. Clerk to write to Welshpool Town Clerk to pass on pass on council's views.

Letter from Kate Edwards (Planning officer PCC)
Additional information and revised description to planning application P/2012/0863. Sawmill Pool, Kerry.
Council was made aware of the additional information and letters from Dr.Andy Hughes and Charlotte Owen (Biodiversity Officer, Environment Agency) were read aloud. These letters informed council that the proposed liner is “sensible as it will prevent all leakage through the embankment and prevent piping failure.” “With regard to trees on the embankment no new trees should be planted and all existing trees should be managed by trimming and pollarding.”
Charlotte Owen states; “During the site surveys no evidence of Otter was found at the site itself. No possible Otter holts were found either. The trail camera recorded no evidence of Otter. Nearby on the Nant Mehehli stream, plentiful fresh evidence was found of Otter, with regular sprainting sites, especially at the weir where the former mill leat left the stream and passed to the pool.” “The development site is considered to be of low ecological value for the Otters in its present state, as a drained down pool, but when refilled and stocked with fish it will once again become attractive to them and they will make use of its available habitats”. Discussion followed and the clerk was asked to send a letter to the planning officer confirming KCC support to this application. This letter was later superseded by a further letter to clarify Council’s views stating; “Council wish to re-confirm their support for the original application”. The Chairman of KCC has requested this application be placed on the agenda for the meeting of the 27th. February 2013 to allow further discussion.

. Henk Kuipers emailed:
“I am still waiting for a response from PCC planning services regarding possible development in Sarn, as discussed earlier. I keep reminding the planning officer”.
He has asked for the following information to be bought to your attention:
PCC will be seeking Community Council’s views on their Local Development Plan early in 2013. Henk sees this as a unique opportunity to give fed back at the early stages of planning to planning officers. He offers his help in providing evidence or advice in this matter and will happily attend your Council meeting.

Item 9. Any Other Business.
Dolfor. / Ambulance response times are regularly reported as failing and Council felt that the centralization of A&E departments was a contributing factor. This was highlighted following a recent accident in Dolfor where the patient would have to be taken to Wolverhampton Hospital for treatment, thus monopolising that ambulance for the whole of the crew’s shift. Cllr. I. Jones asked for the clerk to write to the Community Health Council expressing Council’s views.
The clerk was asked to report to Highways that the red reflectors on the Glascoed Bend need repair and the Water grids on the A483 have sunk below road surface level.
Sarn. / Cllr. M. Collis requested a letter to be sent to the Postmaster of Newtown post office and Post Office Counters Ltd. highlighting the continuing inefficient and unreliable service provided by the mobile Post Office on a Thursday. Monday’s service is adequate but despite phoning Newtown Post Office on the Thursday to confirm service, the van repeatedly fails to turn up.
Cllr. P. Dyer. Reported to Mr Cox at PCC Highways dept. that the salt bin at the top of the hill had been removed. Mr Cox replaced and filled a bin as a matter of urgency. Cllr. Dyer askes for a letter complimenting Mr Cox and his team on the excellent and professional service they provide especially at this time of year when they are stretched to full capacity. Council joined Cllr. Dyer in his views.
Kerry. / County Cllr. K. Roberts-Jones reported that items continue to go missing from the cemetery. Clerk was asked to post notices on both cemetery gates bringing this to public attention and giving the Cllr’s phone number inviting people to report any suspicious activity.
Clerk to report to Highways repairs needed to the road surface at the top of Vestre Hill and at Cefn-Befa Kerry.
There being no other business the meeting closed at 9.45pm.
