PURPOSE
This post will ensure a timely, effective and efficient financial support and advisory service is provided to the Milton Keynes Service Partnership as required by the Business and Corporate Development Manager and Partnership Director.This post will be expected to operate in an advisory capacity to the MKSP. This will apply to both the direct delivery of partnership objectives and in a wider context of service improvement and enhancement.
This post will make a significant contribution to the MKSP including improving the service direction; the development and enhancement of processes; improving procedures and enabling the delivery of MKSP’s ambitions and aspirations.
This role is required to provide accounting and transactional support to the MKSP, ensuring that financial governance and management is robustly implemented and effective. This role will assist in ensuring full compliance with Financial Regulations, Finance Procedure Rules and Statutory Guidance applicable to the Partnership.
As part of the Milton Keynes Service Partnership, this post will also be required to assist in the development and delivery of processes and outcomes on the behalf the wider MKSP client base.

PRINCIPAL ACCOUNTABILITIES
This post will ensure a timely, effective and efficient financial support and advisory service is provided to the Milton Keynes Service Partnership as required by the Business and Corporate Development Manager and Partnership Director.This will include:
· Ensuring key financial processes (such as budget development, regular forecasting and reporting and year end statutory accounting) are delivered in a timely manner to a good quality standard.
· To provide supervision and direction to staff (where applicable) to ensure outcomes are delivered in a timely manner to the expected standard.
· To effectively performance manage staff (where applicable). Incorporates objective setting, regular appraisals and addressing performance issues where appropriate and participate fully in staff and management development.
· To assist in ensuring professional accounting standards are maintained and external audit and internal audit requirements are delivered.
· To assist in improving the financial governance framework, financial processes and support cultural change to drive and deliver more efficient and consistent service outcomes.
· To deliver an excellent service and to ensure that the service is a good example of a proactive, flexible and value for money finance function.
· To deliver individual projects as required by the Business and Corporate Development Manager and the Partnership Director.
· To ensure effective-cross team communications and resource sharing as required to meet the goals of the Milton Keynes Service Partnership.
· To take responsibility for the development, health, safety and wellbeing of employees.
· Supporting MKSP to develop trading opportunities and secure appropriate financial controls.
PERSON SPECIFICATION
Qualifications / Qualified CIMA, ACCA or ACA AccountantKnowledge / Experience / Knowledge and experience of providing advice to services within a large organisation.
Knowledge and experience of financial reporting from Budget setting through to production of the Statement of Accounts;
Experience of delivery in both process and culture change in the context of a finance service;
Ability to successfully influence others to deliver expected outcomes.
Ability to identify and implement improvement to deliver quality services;
An understanding of delivering to Service Level Agreements for a customer base;
Effective in the management of priorities with good delegation skills;
Ability to be proactive and work on own initiative.
Technical / Business Skills / Ability / Knowledge of accounting requirements applicable to both the public and private sector including International Financial Reporting Standards;
To be proactive in identifying solutions to issues and opportunities in supporting the client base;
Ability to deliver results on time, against a background of conflicting priorities;
Ability to write reports which can be understood by non finance people;
Excellent communication skills enabling the post holder to communicate effectively across all spheres of operation to deliver to the range of required outcomes;
Ability to establish best practice through on going process review;
Ability to work flexibly to support the needs of MKSP and other clients;
Strong knowledge and experience of using SAP;
Excellent IT skills.
