The following map is a preliminary map. This have been provided by the event coordinator for the American Diabetes Association. The ride begins in Woodland Park at the Meadow Wood Sports Complex, and proceeds up CO Hwy 67 towards Deckers, then travels in a loop up through Buffalo Creek, Foxton, Longview and back to Deckers, then back to Woodland Park. The route enters three counties (Teller, Jefferson and Douglas Counties).

American Diabetes Association Southern Colorado Tour de Cure, May 14, 2011

This plan describes amateur radio operations in support of Southern Colorado Tour de Cure.

Summary of the Event:

The ADA Tour De Cure consists of four separate bicycle ride events of varying difficulty and length in Teller County, north of Woodland Park, and into parts of Douglas and Jefferson Counties. Amateur radio operators will provide essential safety and logistical communications for the event. The 50-Mile Ride and 86-Mile Ride passes through terrain where cellular phone coverage does not exist, and amateur radio will be the only means of communication. About 300 bicyclists are expected.

Operators will provide communications from the start/finish location in Woodland Park, at the rest stops along the route, and with the SAG vehicles along the route.

Event Location:

Starting at Woodland Park Meadow Wood Sports Complex, there will be four levels of bicycle rides proceeding up to various distances north along Colorado Hwy 67. Parts of the course will go through Teller, Douglas and Jefferson counties. The Mountain Bike Ride travels east from Meadow Wood Sports Complex, through parts of Woodland Park and into forested area, and up to Rampart Range Road and back.

Objectives:

Establish communications at rest stops along the course, at the start/finish line in Woodland Park, and provide operators to shadow key personnel. Provide ride-along communicators in certain vehicles.

Objectives:

·  Provide safety and logistical communications between Tour officials, rest stop staff, SAG vehicles, and other locations as required. Cell phone coverage is non-existent in some areas of the course.

·  Keep Tour de Cure personnel informed of all pertinent information regarding both the location you’re assigned to, and any important information that affects the overall event.

·  Practice operating skills for radio programming, go-bag, setup and operations from a field location with no external power sources and no shelter.

Timeline of Events:

All stations announce arrival at assigned location. Announce when operational.

0400 Someone will likely be monitoring the repeaters by this time. Approximate time when some people will start to leave for their designated assignment. No formal net in progress yet.

MWSC-left onto Evergreen Heights for 0.8 miles. Left onto Hwy 67 for .06 miles turn right to Kelly rd. Head at stop sign (2.2 miles) turn left onto CR22 (Rampart Range Rd). Stay to left at Loy Crate Rd & Rampart Rd for 3.9 miles take left fork to Indian Creek for 5 miles keep left at fork for 5.2 miles keep left at fork. Rest stop on left at barricade sign (5.6 miles)

Meadow Wood Sports Complex, 2000 Evergreen Heights Drive (0.8 miles west of intersection CO Hwy 67 & Evergreen Hts. Evergreen Hts is the first light N of US 24 on CO Hwy 67. The street sign might say County Rd since County Rd goes East and Evergreen Hts goes West at the same intersection.)

There are no special parking passes or assignments. Check in with the rest stop captain if you are unsure where to park. If operating from your vehicle, try to park near enough to where the staff will be located.

Operating Frequencies and Modes:

See attached ICS-205 Communications Plan for operational exercise frequencies.

The primary repeater for this event will be the Colorado EmComm 447.525 UHF repeater located north of the route. Its coverage encompasses the entire route. Most of the route is covered at full quieting coverage; parts of the loop around Deckers and the North Platte River, especially the very northern part between Buffalo Creek and Foxton, will have poorer coverage and will require you to have higher power (at least 30-40 watts) and a gain antenna. For mobile stations a typical dual band antenna with 4 – 5 dB gain should be adequate.

We will also have two other repeaters available for our use with coverage primarily in the Woodland Park area. The MARC repeater does provide coverage for a lot of the route between Woodland Park and Deckers. The KAØWUC repeater is also available. Both of these repeaters can be used for side discussions or just to move off of the primary repeater if the system gets busy.

The Gold Wing motorcyclists will be riding the course and will be communicating with each other using CB radio. It would be advantageous to be able to communicate with them when they are within range of a rest stop. If you have a CB radio please bring it along. If you don’t have one, we may be able to get a loaner for the some rest stops.

Equipment Requirements:

The equipment essential to support each location:

·  A copy of this plan.

·  Complete mobile or transportable station, to include power source, UHF transceiver capable of 35W or more, VHF transceiver capable of 35W or more, antennas for each band or dual-band antenna, mast for antenna, or mag-mount antenna for vehicle operation, headphones or earphone, microphone, coaxial cable, power cable, necessary power adapters for cigarette lighters, battery clips, PowerPole connectors as needed for your station.

·  No VOX operation!

·  Power source or batteries to last a minimum of 15 hours. Plan for NO POWER AVAILABLE at any of the sites other than what you bring! However, the Meadow Wood Sports Complex is expecting to have 120 VAC power available until 1600 hrs. What is not clear is the method of availability. It’s not clear if it will be inside a building or brought out via extension cords.

·  Hand-held radios optional, but strongly encouraged. Some of the locations that are along CO Hwy 67 between Woodland Park and Deckers may have full-quieting coverage with HTs, but don’t depend on ONLY an HT as your primary radio.

·  Batteries for your HT for a minimum of 15 hours.

·  Radio manuals for all the equipment you are bringing.

·  GPS receiver optional, but strongly encouraged. This will be useful especially in the loop north of Deckers where the GPS coordinates are provided, but the landmarks are not clearly identified. However, you will probably find the rest stop staff easily enough if the site is already set up when you arrive. Look for the blue tents.

·  Clipboard with notebook or legal pad, pens, pencils

·  Multiple copies of message forms (ICS-213) and radio logging forms (ICS-133).

·  Teller County, Jefferson County and Douglas County maps, or a single map that covers primarily the Deckers area.

·  Chairs and a table “should” be provided at the rest stops, but you are urged to bring your own.

Personal:

·  Appropriate clothing – Although it will be mid-May, mornings could be around freezing temperatures. Expect rain, and possibly snow at this time of the year. Be prepared for cold but hope for warm temperatures.

·  If you are an ARES member, ARES shirts are preferred. Volunteer T-shirts may be provided. If you have neither, then wear something that identifies you as communications such as a club member badge or an orange vest.

·  Green/white emergency communications reflective signs, if available.

·  Food will be provided, but unsure what time the drivers will make their rounds. Recommend all operators bring your own supply of food, water, snacks, etc.

·  All medications necessary for a 15-hour period

·  Voice Net Protocols:

·  We will use the net protocol described on the ARES Operations Manual, Appendix N. Review it carefully.

·  You’re communicating over a wide-area repeater, and most hams with EmComm experience, either RACES or ARES, are familiar with this repeater system. Keep your traffic factual, non-inflammatory, show professionalism, and do not engage in traffic that would shed a poor light on the Amateur Radio Emergency Service.

·  We will have a net control station on the primary frequency, but not on the administrative or alternative repeaters. If you need to change repeaters, advise net control when you leave, and when you return.

·  Always advise net control any time you have to leave your radio. Advise net control when you return. Try to avoid any situation that would cause your station to be unanswered if net control tries to contact you. Keep your volume turned up to a good listening level. Make sure your frequency hasn’t changed accidentally. If your radio allows it, lock the VFO so it can’t be changed inadvertently.
