CHILD NUTRITION PROGRAM 8.40
I. The Talladega City Board of Education shall provide nutritious and adequate meals to all students at a minimal cost. The school principal, in conjunction with the Child Nutrition Program Director, is responsible for ensuring the Child Nutrition Program is operated in compliance with federal, state and local laws and regulations as well as policies of the Board.
II. It is an objective of the Talladega City School System that all students have the opportunity to participate in the school lunch program. The Child Nutrition Program Director shall determine, in accordance with federal regulations, those students eligible for free or reduced price lunches.
III. The Talladega City Board of Education Child Nutrition Program (CNP) lunchrooms shall incorporate food safety practices as outlined under Hazard and Critical Control Point (HACCP) guidelines, Standard Operating Procedures (SOPs) shall be developed for handling, storage, preparation, and serving of all foods.
IV. The Superintendent is instructed to develop all policies and procedures in compliance with state regulations.
A. Adult Meals: Cafeteria programs require that adults who are served meals provide payment according to a Board-approved schedule:
1. Child Nutrition Program Employees – Persons who are employed in Talladega City Schools who are assigned to work directly with the Child Nutrition Program and are paid one hundred percent (100%) from program funds are entitled to, free of charge, a meal for breakfast and a meal for lunch. To qualify for the free meal program, CNP personnel should be employed in the food preparation site.
2. Other School Personnel – All other employees, including teachers, principals, janitors, maintenance personnel and others must pay the Board-approved price for breakfast and lunch. The price for meals shall be at least the price of a paying student, plus the total of commodity and federal cash assistance for each meal. The Board shall publish the exact price of adult meals, after approval each year, in the cafeteria.
3. Adult Visitor Meals – Non-program adults and all other adults, such as visiting dignitaries, state employees, parents, etc., are to pay the price established by the Board for visitor’s meals.
B. Student Meals: Talladega City Schools shall base prices for student meals on the requirements established by USDA, the State Department of Education, and the Talladega City Board of Education. The prices for student meals shall be based on the following regulations:
- Free and Reduced Paying Students – Students who are determined to be eligible for free or reduced-price meals may receive meals without charge (free) or at a reduced rate.
- Regular Paying Students – Prices for regular paying students (those who do not meet the standards for free or reduced priced meals) shall be based on the price, which is established by the Board. Prices shall be published at the beginning of each school year in the local newspaper and by other appropriate means to parents, students, and the public.
- Student Visitor Meals – If visiting students are from within the system, the host school must serve meals free or at a reduced price to all students certified for such meals. Other students who are visitors must purchase their meals at established school prices. Students visiting from other school food authorities may be charged student prices, unless documentation of free or reduced-price status is provided.
