Revision of Pay for Craftworkers, General Operative and related grades due underSustaining Progress - July and December 2004

I am directed by the Minister for Education and Science to refer to the application in the Education Sector of pay increases under section 19.18 of Sustaining Progress, with effect from 1st July and 1st December 2004. Sanction is hereby conveyed for the increase to be applied to the basic pay of the grades of staff whose salary scales accompany this circular letter.

The payment of the 2% increases from 1st July and from 1st December 2004 are dependent, in the case of each organisation and grade, on verification of co-operation with flexibility and ongoing change, satisfactory implementation of an agenda for modernisation, maintenance of stable industrial relations and absence of industrial action in respect of any matters covered by the Sustaining Progress Agreement. In this context the Education Sector Performance Verification Group (ESPVG) has carried out an assessment of progress in respect of Craftworkers and General Operative and related grades in the IOT sector. On the basis of the assessments carried out the ESPVG has recommended to the Secretary General that payment of the relevant increases due on 1st July and 1st December 2004 are warranted in regard of the relevant grades with the exception of the General Operative and related grades in Limerick Institute of Technology, where further clarification has been sought before a decision is given. A further letter will be issued in this regard in due course.

Revision of Pay

Subject to the provisions of this sanction an increase of 2% due under Section 19.18 of Sustaining Progress is being applied with effect from 1st July and 1st December 2004 to the basic pay of the categories of staff whose pay scales are attached herewith.

Allowances

Allowances in the nature of pay payable for staff to whom this circular letter applies may be increased by 2% with effect from 1st July and 1st December 2004.

Part-time staff

The pay of part-time staff may be revised, in accordance with normal arrangements, by reference to the pay of wholetime staff to which they are related for pay purposes.

General

The final payment of Benchmarking increases and future payments under Sustaining Progress are dependent on verification of satisfactory achievement of targets to be achieved in relation to ongoing change and flexibility.

Pensions

Sanction is hereby also conveyed for the application of the 2% increase payable from 1st July and 1st December 2004 to pensioners on the same terms and conditions as apply to serving employees.
