- For contractors who want to stay apprised of the status of the DC PLUG initiative, what is the best source of information?
- The DC PLUG website (dcpluginfo.com) is the best place for contractors to gather information on the DC PLUG initiative
- You can also follow the FC1116 proceedings at the DC PSC’s website (dcpsc.org – look for “Hot Topics” section on right side of homepage)
- When can we expect an update on the schedule for all of the projects?
- We will file an updated project schedule with the DC PSC by the end of 2015. That schedule will reflect an estimated bond issuance date of October 1, 2016.
- What type of work will be contracted for DC PLUG?
- There are numerous types of contracting opportunities—civil engineeringdesign, civil construction (installation of conduit and manholes), electrical engineeringdesign, high voltage electrical construction (pulling cable, setting transformers), construction management (a.k.a., QA/QC) and overhead electric equipment removal.
- Does Pepco plan to hire a Program Manager for DC PLUG?
- No, Pepco will manage the program with its own internal resources
- Does Pepco plan to hire a Construction Management firm for DC PLUG?
- No, Pepco will manage construction of the electric distribution portion of the underground feeders using its own internal resources. However, Pepco may hire firms to provide QA/QC for civil construction.
- The IFB for the civil construction of Feeder 308 was released as a 100% set-aside for CBEs. Do you know at this time whether future feeders will be CBE set-asides or open to the market?
- At this time, we do not know for certain whether future feeders will be set-asides for CBEs.
- What does it mean that construction is not tied to the bond issuance?
- Any work that is performed using Pepco funds or DDOT Capital Improvement Plan funds are not tied to the timing of the bond issuance. For example, for Feeder 308 civil construction DDOT will use funds from its Capital Improvement Plan, which is not related to bond issuance.
- Can a contractor win more than 1 bid for DC PLUG projects at the same time?
- Yes.
- Could you speak to what, if any, opportunities there will be for non-CBE prime contractors in the DC PLUG initiative?
- The Electric Company Infrastructure Improvement Financing Act of 2014 sets an ambitious goal for using District businesses for DC PLUG work, where qualified. CBE participation will be taken into account for bids on DC PLUG work. We strongly encourage non-CBE firms to make relationships with CBE firms in order to be able to demonstrate a strong commitment to CBE participation in future DC PLUG bids.
- Is Pepco's surcharge impacted by the GSA challenge?
- No, Pepco's surcharge is not; however, DC PLUG initiative design and construction activities will be limited until DDOT is able to issue the bonds.
