part ii: project JustiFication

A.  Description of the consistency of the project with:

A.1.1 the GEF focal area strategies:

The GEF identifies the need for enhanced regional partnerships under five cross-cutting capacity building objectives. This project will address two important capacity needs at the regional and national levels in enabling countries to meet their convention obligations. At the broad level, this project will enable Pacific Island Countries (PICs) to strengthen their capacities to comply with convention obligations, however, it will specifically target institutional barriers which inhibit the extent to which countries in the region can effectively and efficiently access financing available under a variety of convention financial mechanisms. In doing so, it will address the lack of technical expertise to develop and implement institutional policies and procedures, which are consistent with international best practice and compliant with the standards and requirements for accessing sources of multilateral financing.
This project specifically targets (i) Objective 2 (B): Generating, Accessing and Using Information and Knowledge; (ii) Objective 3 (C): Strengthening Capacities to Develop Policy and Legislation development for achieving global benefits; (iii) Objective 3 (D): Strengthening Capacities to manage and implement Global Convention Guidelines; and (iv) Objective 4 (E): Enhancing Capacities to Monitor and Evaluate Environmental Impacts and Trends. This project will produce a strategic foundation of national and regional capacities to support the subsequent design and implementation of a broader set of national initiatives to be financed by the GEF and other sources through direct access by national and regional institutions.
The project aims to improve the extent to which regional and national entities are able to access finance under the Conventions (for which the GEF is a financial mechanism) by strengthening capacities to meet environmental and fiduciary safeguards required for this access. As such, the project will improve, and contribute to, cross-institutional coordination and strengthen capacities to develop implementation of safeguards for environmental management, fiduciary compliance and institutional efficiency.
Experience with implementation of regional GEF projects in the Pacific Islands region has shown that there is a need for enhanced project management, monitoring and evaluation functions. As these are often lacking at the national level, a regionally based project management unit based at SPREP, but separated from the technical line divisions, has been identified as a required asset for the region by the Frankfurt School.
Specifically, the project is consistent with the GEF Focal Area Strategies under the following headings:
Focal Area Objective 2 (B) identifies the need for capacity development projects to target improvement of management information and decision support systems for the global environment. This project aims to make a significant contribution in the South Pacific region to the harmonization of information systems and, overall, the improved use of information and knowledge at both the regional and national levels. In particular, the project will target the strengthening of technical skills in areas such as project management, institutional compliance and data collection.
Focal Area Objective 3 (C) provides a rationale for enhancing institutional capacities to plan, develop policies and legislative frameworks for effective implementation of global conventions. In the Pacific region, institutional capacities at both national and regional levels are currently a significant limiting obstacle for the implementation of global environment conventions. To date, the extent to which PICs as a whole have accessed finance allocated under various multilateral financing mechanisms (e.g. GEF, Adaptation Fund) has fallen well short of what is possible. To a significant extent, this may be explained in structural terms with a lack of synergy and regional coordination at the macro level, but also due to a lack of a strategic approach to building institutional capacities over the long term. At the organizational level, the project aims to focus on improved synergy and regional coordination in compliance with multilateral environmental agreements by developing institutional capacity to create economies of scale in project implementation. This has been identified as being of prominent importance in the Pacific Region as a whole.
Focal Area Objective 4 (D) provides a mandate within the GEF Focal areas for projects which strengthen capacities to implement and manage global convention guidelines. In particular it emphasizes the improvement of cross-institutional coordination and strengthened capacities to implement shared Rio Convention obligations and strengthening sustainable financing mechanisms in support of the global environment. This project will contribute to these overall objectives by enhancing the instrumental role institutions play in catalyzing coordination of environmental policy and programmes. Additionally, however, a significant part of the project will involve improving the associated governance structures that surround both reporting under the Conventions and in accessing financing. As has been highlighted previously, in addition to difficulties in ‘traditional’ reporting under the Conventions, the region also faces compliance barriers to access funding from both institutional capacity and human resource standpoints. In developing a regional mechanism for improving capacity, the project will focus on critical financial and systemic aspects of countries’ capacities to meet their obligations under the Conventions, with a particular focus on establishing robust processes for the design and implementation of management responses to global environmental objectives.
Focal Area Objective 5 (E) promotes enhancement of capacities to monitor and evaluate environmental impacts and strengthening of individual and organizational capacities for improved management information and decision support systems for the global environment. In the context of the proposed project, this is viewed as an overarching objective which will be contributed to via a number of outputs. These include, inter alia, the development of mechanisms which enable compliance at the regional and national level with fiduciary standards, environmental and social safeguards, and project design and development. To date, the region has to a significant extent developed these in an ad hoc way according to specific strategic areas. Whilst progress has been made, the region continues to lack an efficient, compliant and effective infrastructure to enhance Convention objectives.
