GENTEXT/REMARKS/ 1. SECNAV HAS DIRECTED THE COMMANDANT OF THE MARINE CORPS TO CONDUCT A SEXUAL ASSAULT STUDY (SAS). THIS STUDY WILL ASSESS FUNCTIONALITY AND EFFECTIVENESS OF THE SEXUAL ASSAULT PREVENTION AND RESPONSE (SAPR) PROGRAM AND DETERMINE THE SCOPE OF SEXUAL ASSAULTS WITHIN THE MARINE CORPS. REF (A) AND (B) RELATE.
2. THE IGMC IS TASKED TO CONDUCT THIS REVIEW AND TOTAL COOPERATION IS REQUIRED BY ALL COMMANDS, BOTH ACTIVE AND RESERVE DURING THIS PROCESS. IN ORDER TO OBTAIN THE REQUIRED DATA, A COMPREHENSIVE REVIEW OF ALL AREAS OF RESPONSIBILITY AS OUTLINED IN REF (C) WILL BE CONDUCTED IN TWO PHASES.
3. AS OUTLINED IN REF (C) AND (D), SEXUAL ASSAULT IS DEFINED AS RAPE (ARTICLE 120, UCMJ), NONCONSENSUAL SODOMY (ARTICLE 125, UCMJ), INDECENT ASSAULT (ARTICLE 120, UCMJ), OR AN ATTEMPT TO COMMIT ANY OF THESE OFFENSES.
4. PHASE ONE WILL BE A SEXUAL ASSAULT SURVEY.
4.A. THE SEXUAL ASSAULT SURVEY CAN BE ACCESSED DIRECTLY AT ACCESS CAN ALSO BE OBTAINED THROUGH THE OFFICIAL MARINE CORPS WEBPAGE AT
4.B. ALTHOUGH PARTICIPATION IS VOLUNTARY, IT IS OPEN TO ALL MARINES, ACTIVE DUTY AND RESERVE, AND NAVY PERSONNEL ASSIGNED TO MARINE CORPS UNITS. ALL ARE ENCOURAGED TO COMPLETE THIS SURVEY.
4.C. COMMANDERS AND SENIOR LEADERS' ARE HIGHLY ENCOURAGED TO ASSIST IN THE CONDUCT OF THIS SURVEY BY ENSURING THAT ALL MARINES ARE NOTIFIED OF THE POLL AND PROVIDING ASSISTANCE FOR ON-LINE ACCESS AS NECESSARY.
4.D. COMMON ACCESS CARDS (CAC) WILL NOT BE REQUIRED TO ACCESS THE SURVEY. WHILE MARINES AND SAILORS MUST PROVIDE IDENTIFYING INFORMATION TO VALIDATE THEMSELVES AS A MARINE OR SAILOR ASSIGNED TO MARINE UNITS, ALL IDENTIFIABLE INFORMATION WILL BE REMOVED ONCE THE SURVEY IS COMPLETED.
5. PHASE TWO WILL BE THE DATA COLLECTION PHASE.
5.A. DURING THIS PHASE, THE IGMC SAS TEAM MEMBERS WILL VISIT MAJOR SUBORDINATE COMMANDS, SUBORDINATE COMMANDS, INDIVIDUAL UNITS, TRAINING COMMANDS, AND SCHOOLS TO CONDUCT FOCUS GROUP DISCUSSION AND INDIVIDUAL INTERVIEWS.
5.B. THE FOCUS GROUPS WILL CONSIST OF BOTH OFFICER AND ENLISTED PERSONNEL (MARINE AND NAVY), SEPARATED INTO SMALL GROUPS OF JUNIOR ENLISTED, NCO'S, SNCO'S, COMPANY GRADE OFFICERS (INCLUDING WO-CWO3'S), AND FIELD GRADE OFFICERS (INCLUDING CWO4'S AND CWO5'S).
5.C. INDIVIDUAL INTERVIEWS WILL BE CONDUCTED WITH COMMANDERS, XOS, SENIOR ENLISTED ADVISORS, COMMAND STAFF, MEDICAL OFFICIALS, CHAPLAINS, SAPR PROGRAM MANAGEMENT, NCIS, AND CID.
