A CONCURRENT RESOLUTION
APPLAUDING THE OUTSTANDING LEADERSHIP OF RANDOLPH D. SMOAK, JR., M.D., OF ORANGEBURG COUNTY IN HIS ROLE AS CHAIRMAN OF THE AMERICAN MEDICAL ASSOCIATION BOARD OF TRUSTEES AND RECOGNIZING HIS MANY YEARS OF SERVICE TO THE MEDICAL PROFESSION AND TO THE CITIZENS OF THIS NATION AND THIS STATE.
Whereas, Randolph D. Smoak, Jr., MD, a surgeon from Orangeburg, South Carolina, was elected Chair of the American Medical Association (AMA) Board of Trustees in June 1998, after having served as the AMA’s ViceChair from 1997 to 1998 and SecretaryTreasurer from 1995 to 1997; and
Whereas, he has been a member of the Board of Trustees since 1992 and on its Executive Committee since 1994; and
Whereas, Dr. Smoak currently chairs the American Medical Accreditation Program Governing Body; and, as lead spokesman for AMA’s antismoking campaign, he represents the AMA on the Department of Health and Human Services Interagency Committee on Smoking and Health; and
Whereas, he continues in his third year of service as an AMA commissioner to the Joint Commission on Accreditation of Healthcare Organizations and his fifth year as AMA’s official representative to the National Health Council; and
Whereas, Dr. Smoak’s dedication to organized medicine has been evident also through his years of service on the state level: since being elected to the South Carolina Medical Association Board of Trustees in 1972, he has served in virtually every leadership position, including President of the South Carolina Medical Association, Chair of the Members Insurance Trust and President of the South Carolina Medical Care Foundation; and
Whereas, Dr. Smoak is a founding member of the South Carolina Oncology Society and is currently serving as Governor from South Carolina to the American College of Surgeons. He is also an active member of the Southeastern Surgical Congress, the Southern Society of Clinical Surgeons, the Society of Head and Neck Surgeons, the South Carolina Surgical Society and the South Carolina Chapter of the American College of Surgeons; and
Whereas, the Bamberg, South Carolina, native received his Bachelor of Science degree from the University of South Carolina and his MD degree from the Medical University of South Carolina in Charleston and served his internship at Grady Memorial Hospital in Atlanta, Georgia, completing his residency training at the Medical University of South Carolina; and
Whereas, Dr. Smoak completed a senior surgical oncology fellowship at the University of Texas MD Anderson Hospital and Tumor Institute in Houston, Texas, before returning to his home state to establish a surgical practice in Orangeburg; and
Whereas, Dr. Smoak is a fellow of the American College of Surgeons and a diplomat of the American Board of Surgery; and
Whereas, he is a clinical professor of surgery at the Medical University of South Carolina and clinical associate professor of surgery at the University South Carolina School of Medicine and the past chair of the Department of Surgery, Chief of Staff, and Trustee at the Orangeburg Regional Medical Center; and
Whereas, Dr. Smoak also has served the citizens of this state and of Orangeburg County as President, South Carolina Division of the American Cancer Society; Lt. Governor, Kiwanis Club; Director, Orangeburg County Chamber of Commerce; Director, Orangeburg Chapter of the American Red Cross; member, Cancer Advisory Committee of the South Carolina Department of Health and Environmental Control; and Chair, Statewide Health Coordinating Council; and
Whereas, Dr. Smoak and his wife, Saundra, have four daughters and reside in Orangeburg, South Carolina. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly hereby applaud the outstanding leadership of Randolph D. Smoak, Jr., M.D., of Orangeburg County in his role as Chairman of the American Medical Association Board of Trustees and recognize his many years of service to the medical profession and to the citizens of this nation and this State.
Be it further resolved that a copy of this resolution be forwarded to Dr. Smoak.
