Call Regular Meeting to Order: 6:31 p.m.
- Agenda
Steve made the motion and Jackie seconded to approve the agenda Motion carried.
- Consent Agenda
- Approve Minutes of regular Meeting on March 14, 2018
- Approve Payables and Financials
Jackie made motion and Wendy seconded to approve the consent agenda. Motion Carried.
- Water Issues
- Water System Update—Greg Simionesent an email to the Council to have understanding of EDU questions. Bates may want clarification of the design of the plans from Mike Woodworth. Terry is concerned that the issue is with CDH. No one knows of any infrastructure plans. Janet Juroch explained her meeting with Woodworth about educating for the bond election. She will prepare a information brochure based on question and answers of their meeting.
- Water Master Report—Terry Tucker – Explained roof collapse on water tank that happened in the last couple of months. The tank company may cover this roof failure and Vickie is looking at possible insurance coverage for that failure. It is about a $20,000 fix to pay out of pocket. Tank could be out of operation for two days for fix when they decide to do it. Water could still be available through a diversion to meet needs for those two shutdown days. May be an engineering flaw. Tank was put in 2015. Terry is to look at an emergency grant.
- Scheduled Delegations
- Garden Valley Center for the Arts Report – none This month is the local Bunny show.
- Crouch/Garden Valley Museum Board Report–Spring Fling sponsors – getting ready for the event with the museum planning to be open more.
- Garden Valley Visitor Information Center –slow to get more information building in the center

- Spring Fling
- Eric McGilp question on lot splits from attorney. Sub division ordinance Chapter two not specific. Still a question on the ordinance split.
- Unscheduled Delegations - None
- Council Work Session
- Resolve the issue with the roads and come up with a plan road repairs and for snow removal. Powell knows there has been talk…Things are unique here. No one wants to give roads up. The fight for the roads not worth it. Member MacAninch does not care who owns the roads but says they need to be taken care of. How do we put pressure to fill pot holes? Attorney Pantera can do a plan with regards to periodic maintenance of the roads. Member Hinson recommended allocating the road budget money to help with that. Check budget means. There could be implications of improving the road on someone’s property. Attorney Pantera will look into ingress and egress access and bring ideas to the next meeting. Member Bates concerned of liability issues. Language would need to include covering the liabilities.
- Discussion on what is next with water improvements if bond fails.Attorney Pantera said we could pursue a judicial confirmation. Cities can do bond recommendations through judicial confirmations. Other option is to run the election again in November.
- Should Fire Chief be involved with building permit process? Not required according to Attorney Pantera. Ask the inspector Tony Young’s certifications to inspect fire codes or if he even looks at that.
- Should City of Crouch and the Fire Department consider installing a permanent pump into the Middlefork for the purpose of firefighting with ability to be used for fire suppression in our downtown area? Get along with fire department is first both ways. This was asked because of the water being used from fire department without the city knowing hyrdrants were used for non-fire related times. Expect courtesy from fire department to inform use for fun uses or non-fire related. Attorney Pantera says that is a good proposal but cooperation is at question. Member Bates would like to see more collaboration with the fire dept. She said that hydrants would be good in the infrastructure development to have them nearer in downtown for quick fire suppression.
- Increasing water tank capacity - $80,000 cost. Something down the road that city could do and will need to increase capacity eventually. Looking at grants if the bond passes.
- Discussion of fees – Do at budget time. Fees are to cover expenses and not to raise extra money. Are fees covering costs to do business?
- City Hall office hours- put on June agenda to discuss before the workshop meeting in July. Look at budget numbers and costs of extra hours being open or additional admin services.
- Long Term: Could we annex entire area considered to be “Garden Valley” and call it Garden Valley, doing away with the Crouch name? Then possibly erecting some kind of monument in honor of Billy Crouch? Some on the Council are wanting to keep the Crouch name for historical reasons. In the past, annexation was met with major opposition. They don’t want to make the changes because of that strong opposition. Powell, Kraupp and Hinson are totally opposed to make those changes. Bates would like to see a statue of Billy Crouch at the museum. Crouch is sixty acres.
Everyone agreed it would be a hard sell to the community but also realize the community is growing and changing.
- Miscellaneous and Routine Matters. What is happening to the sign information, concrete blocks at Two Rivers and Bortles lot split information needs to be discussed with Mayor Powell and brought forward to the next meeting.
- Wendy Bates informed the Council that May will be her last meeting. She will prepare her formal resignation for the next meeting.
