Preamble
- The Training & Information Program [TIP] is an Ex-Service Organisation [ESO] and Department of Veterans Affairs [DVA] cooperative program to provide compensation and welfare training for the ESO volunteer, authorised practitioners who provide support to Serving & Ex-serving members of the Australian Defence Force, Serving & Ex-serving Cadets/Cadet Instructors/Officer of Cadets of the Australian Cadet Forces, Mariners, Allies and eligible civilians and their dependants.
National management
- The Training & Information Program [TIP] has a national management group consisting of DVA Management Officers and the Committee of TIP Chairs which meets twice yearly and during the annual TIP National Conference, The day to day management is provided through the TIP National Chairman [ESO], The Director, Grants, Bursaries and TIP [DVA], TIP National Coordinator [DVA], The Manager [ESO], National Training Consistency Project [NTCP], The Coordinator [ESO] National Training Managers Group [NTMG] and the Chairperson [ESO] National TIP Welfare Committee.
State management
- Each State has a Training Consultative Group [TCG] consisting of Ex-Service Practitioners and DVA manager level members who are responsible for the governance of the TIP Program. The Day to day management is provided by the State Chairman [ESO], Deputy State Chairman [ESO], TIP State Coordinator [DVA], The State Training Manager [ESO] and the TIP welfare coordinator [ESO]
- The Deputy Commissioner [DVA] has an oversight role
TIP 10 Year plan
- In 2009 the National TIP Conference approved a 10 Year plan for the management of TIP into the future and adopted the TIP National Training Consistency Project [NTCP] and the introduction of Online [eLearning] training.
TIP National Training Consistency Project [NTCP]
- The NTCP is designed to develop and produce TIP National Training Course Packages that are to be used across Australia and facilitated by the TIP National Training Managers Group and the TIP National Welfare Committee. During 2012, a number of training packages were rolled-out to the States and are being introduced as training allows this will continue during 2014.
Online [eLearning] courses
- At the start of 2012, online courses including MRCA [Level 1 & 2] course, Welfare [Level 1 & 2] course and a MRCA Enhancement course have been introduced with more to come.
- Due to the change of contractor, through DVA management, there has been a suspension of the eLearning training until the issue caused by the change of contract have been resolved. During 2014 it is TIP intention to return all on-line training to the program
The Training Platform
- The role of the Training & information Program [TIP] is to provide a Training Platform that includes courses in compensation and welfare support for serving and ex-serving members of the Australian Defence Force who represent Ex-Service Organisations as ‘authorised practitioners’, usually volunteers, to assist the wider serving and ex-serving community.
- The role of the Ex-service Organisations is to provide compensation and welfare support through their ‘authorised practitioners’ who must be TIP Trained and authorised. TIP training is a requirement to assist the ESO’s with Veteran Indemnity Training Association [VITA] insurance.

Who can attend TIP training?
- TIP National policy describes the following who can attend TIP training:-
- Volunteers, appointed by a bona-fide Ex-Service Organisation as a representative ‘authorised practitioner’ to assist and support:-
Veterans,
Allies
Serving & Ex-Serving members of the Australian Defence Force [ADF], both Permanent & Reserve.
Serving & Ex-Serving cadets, Officer of Cadets and Cadet Instructors of the Australian Cadet Force [ACF]
Declared civilians
Australian Federal Police [with UN, eligible, Service]
And their dependants
- Paid practitioners representing an Ex-Service Organisation as an ‘authorised practitioner’.
- Members of the Australian Defence Force [ADF] involved in Compensation and welfare support roles
Nomination procedure
- The nomination procedure to attend TIP [Victoria] courses or training includes:-
- All nominations must be submitted on the ‘Nomination Form’ attached as ANNEX A
- All the details on the nomination form must be completed
- The sponsor ESO name and contact must be included
- The Nomination Form must be endorsed by an ESO/ADF Office Bearer which automatically gives the nominee ‘authorised practitioner’ status.

Pre-course procedure
- The following pre-course procedure is published to assist nominees in making appropriate arrangements
- Six to eight weeks prior to the scheduled course, TIP [Victoria] management will review the number of nominations received and decide if the course will proceed.
- A welcome to the course or cancellation notice will be dispatched to all nominees with course detail included.
- It is most important that any nominees withdrawing from a course let Angela Ravan know immediately

- If the nominees Ex-Service Organisation has Patriotic Fund account, under the Victorian Veterans Committee then funding for travel and accommodation while attending TIP courses is available
