I. Introductions and Agenda
Penn opened the meeting covering the agenda, meeting schedule, and documentation process.
After consensus on the agenda, there was review of future meetings and agreement to have a face-to-face meeting. The next conference call will occur on June 7, 2001 from 12:00 p.m. to 2:00 p.m. ET. Since the NANC meeting is not being held Wednesday, Penn took a poll of participants who could meet Wednesday, June 20th, in the morning. It was agreed to have a face-to-face at USTA, on June 20, 8:30 a.m. to 11:30 a.m. in the large conference room. USTA is located at the McPherson’s Square Metro stop, on the Orange and Blue lines, the address is 1401 H Street, N.W., Suite 600, in Washington, D.C. 20005.
Penn noted that there will be a delay of NANP Expansion Report, since review of an additional NANP expansion option will be added at the behest of the FCC. It was noted that INC has not determined the extent of the delay of the NANP Expansion Report; and the INC moderator Norm Epstein noted that the general type of expansion plan may still be considered by this group.
Website update – page off the NANC Chair website devoted to NENO documents. Contributors will forward to co-chairs Penn and Rose, then they will forward to John Manning.
Process Discussion: Contributions will be numbered, to establish a document log. Contributor(s) should put their name on the document. Each new version with proposed changes to the template for an optimization measure should be submitted to the group via email; this revised contribution should include the revisions on the template from the last meeting. The proposed changes will be discussed on the next call, and those changes agreed to by the group are made by the editor who will send out the revised template within a week after the call. This will then become the new baseline text. Contributions should be made 5 calendar days in advance of any NENO conference call or meeting. Also: The subject line of the e-mail should include a note of Contribution attachment.

The Nortel contribution to the INC on D-Digit dialing may be assigned a contribution number later pending Penn’s discussion with Dave Bench.
Group agreed to review the Basic Description of each proposal.
Discussion regarding NENO 1 included request for definition of rate center; recognition of rate center, rate area, and rate zones being perhaps the same, and the issue of whether multiple NPAs are included, and if so, what additional impacts should be included in this Contribution.
Discussion regarding NENO 3 included clarification of Transparent Numbers; it assumes that a clearly defined, larger than rate center, calling area is established. It assumes all carriers would have the same larger calling areas; Karen said it could be state-wide area, if agreed upon. Numbering resources would be spread out over larger area; management of resources would have to occur across this larger area. It would follow an existing area codes boundaries; don’t change the way things are rated and billed, but would provide information to prevent toll discrimination in other ways. A single geographic NPA could have different local calling areas, but it wouldn’t affect the way they assign their numbers. It would be customer impacting if a different carrier has a different billing arrangement as to what includes a local area. (PORC-Portability Outside the Rate Center of Telcordia)
Discussion regarding NENO 4 as to the Basic Description agreed that it was pretty inclusive, except that codes in the range of 000 through 199 are not part of the North American Numbering Plan. Also, it was noted that for D digit release to occur, those internal network numbers that are contained in this range need to be cleared. SBC noted this latter point is captured under “Availability”.
It was asked if there should be a list of “Issues to be Considered with Respect to your Proposal” containing critical considerations such as impacts to International Dialing, both inside and outside the NANP, or impacts to Emergency Services. FCC may have a list of these types of issues that can be assembled for a check against each Contribution. Participants are encouraged to send additional items to Penn, for inclusion in a list to be considered against contributions.
Discussion regarding NENO 5 that has a combination of Optimization measures. Some input was provided that “Expanded Overlays” are called “Multiple Overlays” by the industry. It was agreed that this type of measure has occurred in Atlanta, Georgia. Nancy said the remaining four are not as intricate, and the states are willing to accept contributions to these items.
