Notice of Availability of Grant Funds

Personal Assistance Service Program (PASP)

Take notice that, in compliance with N.J.A.C. 10:140, the Division of Disability Services

(DDS) hereby announces the availability of the following grant program funds:

Name of program: Personal Assistance Services Program (PASP)

Purpose: This notice announces the availability of grants designed to contract with an educational institution, governmental entities, a public agency or a private for-profit/non-profit agency to coordinate and deliver the statewide training program for personal assistants and consumers as currently established under the Personal Assistance Services Program.

Amount of funding available: Approximately $150,000 is available for this program for the calendar year January 1, 2011 to December 31, 2011.

Successful vendors may be renewed by the Division for additional 12 month periods provided that mutually determined contract commitments and performance outcomes are met by the provider.

Organizations that may apply: The following eligibility criteria shall apply.

1. In order to be eligible for consideration for this Request For Proposal, applicants must be a for profit or not-for-profit corporation, governmental entities and educational institutions duly registered to conduct business within the State of New Jersey.

2. The applicant(s) must demonstrate the ability to meet all rules and regulations for any DDS program element of service proposed by the applicant(s).

3. The applicant(s) must comply with the terms and conditions of the Department of Human Services’ contracting rules and regulations as set forth in the Standard Language Document, the Contract Reimbursement Manual (CRM), and the Contract Policy and Information Manual (CPIM).

4. Any fiscally viable corporation, as noted above, which meets the qualifications of the Department of Human Services’ Contract Policy and Information Manual, N.J.A.C. 10:30, may apply. Qualifications needed by an applicant to be considered: Educational institutions, governmental entities, public agencies, or private, for-profit/non-profit agencies or throughout the State of New Jersey interested in applying as the single agency to coordinate and deliver the established statewide training program for personal assistants and consumers under the Personal Assistance Services Program may submit proposals under this announcement. An eligible applicant will meet all the following criteria:

A. The applicant must comply with the Department of Human Services contracting rules and regulations that appear in the Standard Contract Language, the Department’s Contract Reimbursement Manual and Contract Policy and Information Manual.

B. The applicant and staff must demonstrate a strong commitment to the philosophy of independent living for persons with disabilities, and must have experience in working with and on behalf of persons with disabilities in such areas as education, employment training, peer counseling and support, advocacy, information and referral, housing, etc., in order to maximize their abilities and independence, while minimizing their disabilities.

C. The applicant must not discriminate in providing training to consumers based on age, race, creed, national origin, sex, handicap or financial status.

D. The applicant must be prepared to initiate the delivery of the established curriculum for consumer and personal assistants training within 30 days following the date the contract is executed with DDS.

E. Proposals must be feasible within budgetary parameters and should include a proposed means to evaluate the program’s effectiveness.

F. The applicant(s) awarded grant funds must provide Quarterly Evaluation Analysis Reports, Quarterly Expenditure Reports and Final Expenditure Reports to the PASP Program Administrator and DDS Contract Administrator.

Applicants must also attend a Mandatory Bidder’s Conference on January 7, 2011 at 10:00 a. m. at the Department of Human Services, 222 South Warren Street, Trenton, NJ. Attendance at the Bidder’s Conference is mandatory. Proposals from applicants who did not attend the conference will be disqualified.

Deadline by which all applications must be submitted: Applications must be received by the Division of Disability Services by 4:00 p.m., Friday, February 4, 2011. No fax or electronic submissions will be accepted.

Date by which applicants will be notified of acceptance or rejection: No later than Friday, March 4, 2011.
