Introduction

This handbook has been prepared to support Professional Development activities that are operated within Registered Training Organisations (RTOs) and geared toward supporting the implementation of the Certificate IV in Plumbing and Services.

The Certificate IV in Plumbing and Services is a component of the BCP03 Plumbing and Services Training Package and it has an important role to play in the licensing of plumbers across Australia.

The Construction and Property Services Industry Skills Council (CPSISC) has developed resources to support RTO-based Professional Development and this handbook is part of a suite of resources that you may access or be referred to during your Professional Development program. You may also access:

No two RTOs, however, are alike and you may find that the facilitator of your Professional Development program emphasises particular issues, policy or practices that are specific to your institution while referring to the more general information contained in this handbook.

BCP40106 Certificate IV in Plumbing and Services

The Certificate IV in Plumbing and Services is the national Training Package qualification that was endorsed late in 2006 to support the units required to meet the needs of the plumbing regulators while also reflecting the broader skill development requirements of experienced operators.

To complete the requirements for the Certificate IV in Plumbing and Services competency must be demonstrated in 15 units of competency. The single qualification has been designed with four streams in the following areas:

·  fire services

·  air conditioning and mechanical services

·  plumbing services – management stream

·  plumbing services – operations stream.

The qualification, shown below in full, is composed of four components:

·  units that are core or common to all streams

·  units that are core to a particular stream or streams

·  units that are electives for a particular stream

·  units that are electives for all streams.

RTOs must ensure that in using the packaging rules to construct a qualification for a candidate that the units are selected appropriately from these four components and that the licensing requirements in the relevant State or Territory are also met.

The qualification packaging rules

The qualification packaging rules, and the units available for each stream, are shown below as they appear in the Training Package.

The Certificate IV qualification comprises:

·  core units of competency consisting of:

•  units that are core units common to all streams

•  units that are shared core units (for fire services and mechanical streams)

•  units that are core units specific to a particular stream:

- core (plumbing services – management stream)

- core (plumbing services – operations stream)

·  elective units of competency consisting of:

•  units that are elective units common to all streams

•  units that are elective units specific to a particular stream, such as:

- fire services

- air conditioning and mechanical services

- plumbing services – management stream

- plumbing services – operations stream

The Certificate IV packaging arrangement is designed to meet the needs of:

·  experienced fire operators with responsibility for project design and supervision (fire services stream)

·  experienced service operators with responsibility for project design and supervision (air conditioning and mechanical services stream)

·  plumbers who manage a plumbing business (plumbing services – management stream)

·  specialist plumbing services tradespeople and operators seeking to deepen their technical skills (plumbing services – operations stream).

Fire services stream

To achieve this qualification the candidate must demonstrate competency in 15 units.

·  All four common core units must be completed.

·  All four shared core units (air conditioning and mechanical services stream and fire services) must be completed.

·  A minimum of seven elective units must be completed, ensuring that any licensing requirements are addressed. Of these seven electives:

•  at least four must be selected from the pool of elective units in the fire services stream

•  two of the seven units may be selected from another relevant endorsed Training Package or from the core or elective units of another stream within the Certificate IV in Plumbing and Services, with the units selected maintaining both the integrity of the AQF level and the industry context of the qualification

•  one of the seven units may be drawn from Certificate III or Diploma levels in BCP03

•  no more than three units may be selected from the pool of elective units common to all streams.

Air conditioning and mechanical services stream

To achieve this qualification the candidate must demonstrate competency in 15 units.

·  All four common core units must be completed.

·  All four shared core units (air conditioning and mechanical services stream and fire services) must be completed.

·  A minimum of seven elective units must be completed, ensuring that any licensing requirements are addressed. Of these seven electives:

•  at least four must be selected from the pool of elective units in the air conditioning and mechanical services stream

•  two of the seven units may be selected from another relevant endorsed Training Package or from the core or elective units of another stream within the Certificate IV in Plumbing and Services, with the units selected maintaining both the integrity of the AQF level and the industry context of the qualification

•  one of the seven units may be drawn from Certificate III or Diploma levels in BCP03

•  no more than three units may be selected from the pool of elective units common to all streams.

Plumbing services – management stream

To achieve this qualification the candidate must demonstrate competency in 15 units.

·  All four common core units must be completed.

·  All six core units (plumbing services – management stream) must be completed.

·  A minimum of five elective units must be completed, ensuring that any licensing requirements are addressed. Of these five electives:

•  up to five units may be selected from the pool of elective units in the plumbing services – management stream

•  two of the five units may be selected from another relevant endorsed Training Package or from the core or elective units of another stream within the Certificate IV in Plumbing and Services, with the units selected maintaining both the integrity of the AQF level and the industry context of the qualification

•  one of the five units may be drawn from Certificate III or Diploma levels in BCP03

•  no more than three units may be selected from the pool of elective units common to all streams.

Plumbing services – operations stream

This stream has a prerequisite that requires the completion of a relevant Certificate III trade qualification, or equivalent. Such as:

•  BCP30103 Certificate III in Plumbing

•  BCP30203 Certificate III in Plumbing (Mechanical Services)

•  BCP30303 Certificate III in Roof Plumbing

•  BCP30403 Certificate III in Gas Fitting

•  BCP30503 Certificate III in Fire Protection.

To achieve this qualification the candidate must demonstrate competency in 15 units.

·  All four common core units must be completed.

·  All eight core units (plumbing services – operations stream) must be completed.

·  A minimum of three elective units must be completed, ensuring that any licensing requirements are addressed. Of these three electives:

•  up to three units may be selected from the pool of elective units in the plumbing services – operations stream

•  two of the three units may be selected from another relevant endorsed Training Package or from the core or elective units of another stream within the Certificate IV in Plumbing and Services, with the units selected maintaining both the integrity of the AQF level and the industry context of the qualification

•  one of the three units may be drawn from Certificate III or Diploma levels in BCP03

•  no more than three units may be selected from the pool of elective units common to all streams.

Meeting the Requirements of the Plumbing Regulators

The Training Package makes quite clear that each RTO, when packaging a qualification, must ensure that the training requirements that underpin the licensing specified by the relevant plumbing regulator in the State or Territory are fully met.
