· Fit with Scouting (values, oath, law, Guide to Safe Scouting, etc.)
· Practicality (availability of merit badge counselors, uniqueness, existence of standardized “rules” and oversight organization, safety risk considerations)
· Fun and engaging (depth and breadth of appeal, age appropriateness)
· Resource requirements (cost to Scouts/units, camp implications)

PURPOSE OF A MERIT BADGE
A merit badge provides a Scout with additional opportunities for learning, personal growth, physical development, career awareness, citizenship, and life skills development.
REVIEW PROCESS
· After receipt of the information on this form, a task force of volunteers will look at the proposal and bring forward any executional or conceptual considerations that may be unique to Scouting’s mission or history.
· At the same time, proposals are submitted to a youth interest survey to gain feedback.
· After these pieces come together, a recommendation with backup is forwarded to our Program Content Committee of volunteers from around the country for their endorsement.
· This review happens three times per year. If approved, the proposal moves into development.
· The goal of the Innovation Team is to “clear” (final determination of whether the proposal will be adopted, deferred, or recommended to be combined with another award) within 120 days of receipt.
· Awards recommended for combination with another award are referred to Council Solutions.
