DRAFT Minutes of Essington Parish Council Meeting held on Monday 14th March 2016 at 7-00pm

The Chairman Councillor David J Clifft welcomed Members to this month’s meeting,
PUBLIC PARTICIPATION
Residents asked for an update on the proposed DX site and commented about the ongoing works on the site. The Chairman commented
that the Company had not attained planning permission but were allowed to carry out site investigations with the landowners permission.
The Company have submitted a revised application reducing sizes and phasing in their operation. Highways Department are still awaiting
a reply to points raised with the Company. A public meeting has been arranged for the residents on Wednesday 6th April @ 7.00pm
in the main hall of Essington Community Centre.

PCSO Scott Moyse commented on the new style of crime report, Members commented on the Neighbourhood Watch reports that are
passed to them & raised concerns about the efficiency of the service. He also commented on the increase in crime in our Parish &
surrounding areas where burglary of dwellings & other buildings, thefts from vehicles have all increased. He went to comment that the
police are asking all local Parish Councils to donate home security items, these will be passed on to residents to secure homes & sheds.

2.Declaration of Interests of MembeRS – Councillor Ken Pace signed the register in respect of item 9.
3.Minutes of the last meeting on the 8th february 2016

4. Matters Arising (from last meetings minutes) – None
5.COUNTY COUNCILLORS REPORT – None submitted. The Council stated that they are totally unsatisfied with the non-existence
service provided by Staffordshire County Council, the County Council is responsibility for all highways related maintenance,
including potholes, footpaths, ditches, drains and lack of maintenance causing flooding, in all Wards of this Parish. The Council
agreed to write the Chief Executive & the Leader of the Council expressing their grave concern.
6. POLICE – Funding – As discussed in public participation Councillor Chris Steel proposed a donation of £250 to be spent on home
security items and distributed accordingly by PCSO Scott Moyse, second by Councillor Bryn Whitehouse and carried.
7. ESSINGTON COMMUNITY CENTRE PROPOSED REFURBISHMENT
· Phase 10 – The Chairman confirmed that the work to front car park is now complete and that roof works would commence as
soon as weather permits.
8.CORRESPONDENCE – A thank you letter from Wolverhampton Vocational Training Centre for the surplus equipment that was
given.

The statement was proposed by Councillor Beryl Tarbuck seconded by Councillor Mandy Cole and carried, Councillor Chris Steel voted against.

11. SNEYD LANE Flooding - Councillor Mandy Cole commented that Environmental Services are going to carry out a survey of the area to determine a proposal to install a new ditch which would carry the excess water to the main drainage.

13. BROAD LANE FOOTPATHS – Councillor Beryl Tarbuck commented that no work had been carried out. Members discussed the problem and agreed to ask Gavin Williamson MP to attend a site meeting.
14. OPEN SPACE LAND SJ96760348 –.The clerk confirmed that an acknowledgement had been received from Land Registry.
15. BROWNSHORE PLAYGROUP – Members discussed various points to be included in the lease document, which will be
forwarded to our solicitor for amendment and then passed to playgroup for approval & signature.
16. DRAINS UPPER SNEYD ROAD –HIGH HILL – No work carried out.
17. FUNDRAISING deferred until the next meeting.
18. POOLS LICENCE from1st April 2016 proposed by Councillor Bryn Whitehouse seconded by Councillor Pete Lever and
carried. 2016/17 Fishing permits are now on sale from the Parish Office.
19. STAFF – Caretaker completion of 6 month probationary period – Full contract proposed by the Chairman seconded by
Councillor Pete Lever and carried.
20. QUEENS 90th BIRTHDAY 12th June 2016 – Councillor Bryn Whitehouse spoke of lighting the beacon on the Queens day,
Members discussed the event, the clerk will confirm the date whether April or June ,and also contact Staffs CC about the
footpath and stiles.

21.DISTRICT COUNCILLORS REPORT –Councillors David Clifft J P & Peter Lever commented on their monthly meetings and visits throughout the parish, Members discussed various issues.
