Position Summary:

Reporting to the Executive Vice President (EVP) and serving as an integral member of the extended executive management team (EEMT), the Vice President of Operations (VP) will be responsible for the management and administration of MSI’s full project portfolio. The VP will also develop and implement policies and procedures supporting project operations. S/he will supervise the entire project management team, currently numbering approximately 75 staff.

Responsibilities:

  • Provide overall corporate oversight to MSI projects, ensuring appropriate systems and compliance.
  • Minimize corporate risk and maximize returns for project and field operations.
  • Contribute to the development of MSI’s strategic goals and objectives as a member of the EEMT.
  • Represent the organization externally as a member of corporate leadership.
  • Maintain continuous lines of communication, keeping the EVP informed of all critical issues, and facilitating open cooperation between operations and other divisions.
  • Support development and facilitate implementation of an appropriate system of policies, internal controls, compensation, recordkeeping, and procedures for project management.
  • Review and recommend delegations of authority for operations and field staff.
  • Establish and monitor corporate oversight of staff performance and development goals, assign accountabilities, set objectives, establish priorities, and conduct annual performance appraisals.
  • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.
  • Provide training and development opportunities and serve in mentoring role for his/her direct reports.
  • Oversee, direct, prioritize, and organize the work of project management and related project administrative operations including the selection, hiring, and development of home office and field project team members.
  • Oversee corporate security both in the US and internationally in close coordination with the Director of Global Security and executive management.
  • Oversee the travel department.
  • Other related duties as required.

Qualifications:

  • Minimum of 20 years of experience in international program management and/or contract management and delivery functions.
  • Bachelor’s Degree in business administration, international development, or related field required, Master’s Degree preferred. Experience may be considered in place of subject area degree.
  • Minimum 5 years of experience in a senior management role.
  • Demonstrable experience in: USAID project management, contracting, grants and cost-share, ADS, FAR, AIDAR and other USG regulations. Experience with and knowledge of the Federal Travel Regulations a plus.
  • Experience with other USG/non-USG contracting a plus, such as DOD and DFAR, World Bank, Department of State, etc.
  • Minimum 5 years overseas experience. Field experience on a development project is crucial.
  • Superior management skills; ability to influence and engage direct and indirect reports and peers.
  • Strong mentoring, coaching experience to a team with diverse levels of expertise.
  • Knowledge of project management procedures for planning and implementing international development projects.
  • Proven track record of success facilitating progressive organizational change and development within an organization.
  • Excellent judgment and creative problem solving skills including negotiation and conflict resolution.
  • Energetic, flexible, collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical operational initiatives.
  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management and staff.
