Purpose of Position:

To carry out a variety of engineering projects and/or assignments in regional and/or head office locations related to the development, evaluation, demonstration and transfer of engineering technology to the agriculture and food industry. To perform engineering tasks selected to train and develop knowledge and skills.

Duties/Responsibilities:

1) In this position, incumbents will gain progressive project experience by working with a multi-disciplinary team that provides a technology transfer role in Ontario:

a) Provides engineering support/assistance for the development, evaluation, demonstration, and transfer of engineering technology to the agriculture and food industry so it can improve its efficiency, competitiveness and sustainability while ensuring a safe and healthy rural environment. This process includes assisting with: conducting applied research, devising testing methodologies and techniques, developing functional specifications and verifying their adoption. Implementation methods will include technology application, cost/benefit analysis, optimization techniques, quality assurance, safety and environmental assurance.

b) Assists in the review, assessment and preparation of designs and plans of systems, taking into consideration the human/livestock/poultry environmental and social implications of the product or process.

c) Assists in the evaluation of existing research to determine the need for new research and development. Provides engineering/technical support for conducting applied research projects, and assists with preparing reports, technical papers and disseminating information on the results.

d) Provides engineering / technical support to ministry personnel.

e) Assists in the development of articles for publication.

2) Assists in the development and delivery of engineering related technical training courses and seminars to other ministry personnel, other levels of government (federal, provincial and municipal), educational institutions, and agri-business personnel; this may include providing engineering support/assistance for preparing course manuals, information packages, developing and using computer programs.

3) Works with Engineers and Environmental Specialists in Environmental Management Branch to achieve mutual goals.

Knowledge:

Work requires an engineering degree (e.g., agricultural, food, bioresource, water resources, civil, environmental) and holding, or being eligible for, a Provisional Licence from Professional Engineers of Ontario (PEO).

Position requires good knowledge in the application of engineering theories, principles, and practices of engineering, and the ability to provide engineering support for addressing a wide variety of unpredictable and potentially serious problems in the environment. Knowledge of agriculture, economics, biological systems, teaching and extension methods, and technology and information transfer methodology. Knowledge of branch policy, Ministry programs, related legislation, regulations and standards which affect the daily application of the individual’s engineering skills. Knowledge of research methodologies, with ability to analyze and apply research results to practical situations; knowledge of computer methodology for problem solving; initiative, project management and organizational skills, and the ability to maintain good working relationships with colleagues and associates.

A valid Ontario Driver’s License as travel is a requirement of the position.

Judgement:

Reporting to the Manager, work is performed under general supervision and within constraints imposed by legislation, Ministry policies/standards, administrative guidelines and practices of engineering.

Judgement is required when investigating and analyzing problems, recommending new applications, and when applying general engineering concepts. Judgement is necessary to identify problem areas in functional design, technical design, construction recommendations, safety, and environmental areas to determine the needs of the client and in promoting the best solution on its own merits, consulting with the Manager or more senior staff when faced with unusual problems.

Accountability – Programs:

Working under the direction of the Manager, this position is accountable for the technical quality of reports, designs, evaluations, demonstrations, and recommendations, which must be able to withstand both professional engineering and legal scrutiny. Position is accountable for the conduct of engineering studies of limited size and complexity or participation on larger, more complex projects, for accurate data collection and engineering analysis. Position is responsible for the coordination, management, engineering accuracy and soundness of assigned projects. Commitments are made on completion dates for designs, evaluations, recommendations, etc.

Accountability – Impact of Errors:

Poor design and evaluation or recommendations may result in financial and personal losses in the agricultural and food industry as well as embarrassment and loss of credibility to the Ministry.

Contact – Internal:

Regular contact with Ministry regional and head office engineering, technical and managerial staff (e.g., Environmental Management Branch, Agricultural Development Branch, Food Safety and Environmental Policy Branch, Food Inspection Branch) and with staff in other provincial Ministries (e.g., Ministry of the Environment) to carry out engineering duties, programs, discuss related programs, and exchange information on engineering related topics.

Contact – External:

This position requires contact with personnel at the federal and municipal levels to carry out engineering duties, programs, discuss related programs and exchanges information on engineering related topics. The position requires contact with students, staff, and researchers at colleges and universities both inside and outside Ontario and occasionally outside Canada, exchange information in research and engineering areas. The position requires contact with farmers, farm agencies, contractors, consultants, financial lending institutions and other agricultural and food businesses.
