I. Project Summary
1. Project Information: The People’s Republic of China is applying for a loan to support the China Liaoning Third Medium Cities Infrastructure Project. The proposed project includes six major cities in Liaoning, Anshan, Fushun, Benxi, Yingkou, Liaoyang and Huludao. The total investment is estimated as RMB 2,784 million, of which US $191 million (at the exchange rate of 7.5:1) is proposed to be financed by the World Bank loan. The project components are:

Benxi Steel Central Heating / Benxi Steel (Group) Heating Development Co., Ltd. / i) construction of 41,672 meters of new trunk and part of branch pipelines of slag washing water heating network; ii) expansion of the existing primary booster pump station for heating network supplied by No. 3 power plant and construction of new pump station for return water; iii) construction of new water treatment plant and primary booster pump station for heating system supplied by slag washing water.
Haicheng District Heating / Haicheng City Hengye Heating Ltd. / (i) construction of 3×58MW new hot waterboilers; ii) 26 new substations; iii) construction of 19630m new primary network and rehabilitation of 75250m secondary network.
Benxi Nanfen District Heating / Benxi Steel (Group) Heating Development Co., Ltd. / (i)3×29MW new hot water boilers; (ii) 17,370 m of primary network; (iii) 11 new substations.
Liaoyang Gongchangling District Heating / Liaoyang City Gongchangling District Qinglong Heating Ltd / (i) one 3×58MW new hot water boiler; (ii) construct new and rehabilitate 19substations; (iii) 2 relay pump station; (iv) 37.562km new primary network.
Yangjiazhangzi Mining Area District Heating / Huludao Yangjiazhangzi EDZ Mudu Heating Company Ltd. / i) new construction of one heating plant with the capacity of 3 x 29MW ; ii) 13 new substations; iii) construction of 37.56km trunk pipelines.
Yingkou City District Heating / Yingkou Heating Company / i) contruct 23 new substatins and 60 old substations and one relay pump station; ii) construct 98.2km of new primary network.
Benxi City District Heating Phase II / Benxi Hengze Heating Development Company Ltd / i) construction ofthree heating plants with the capacities of: 2×58MW, 2x29MW and 3x58 MW each; (ii) 45 new substations; and (iii) pipelines of 17.4km.
Yingkou Gas Distribution Expansion and Rehabilitation / Yingkou General Gas Company / (i) new construction of one 50,000m3 of dry storage tank and rehabilitation of the existing one 50,000m3 and one 20,000m3 of storage tanks; (ii) construction of intelligent gas management system; iii) rehabilitate existing network.

3. Procurement Management Manual
To ensure effective implementation of the project, Liaoning PMO prepared a Procurement Management Manual that includes the following contents: procurement organizational structure, responsibilities of all entities involved in project implementation, management and procurement procedures. In the process of procurement, Liaoning PMO is responsible for general coordination and each project implementation unit will participate.
