MINUTES OF KERNOW YOUTH LEAGUE AGM

HELD ON 29-06-2011 AT FALMOUTH TOWN AFC

The AGM was opened by Phil Bunt (Chairman) with a welcome to all attending.

Confirm minutes from the Last AGM 28-06-2010, M Carney proposed them as a true record, D Allison second them, all agreed.

Chairman’s Report

Phil welcomed David Bray the County Youth Officer, and thanked him for attending tonight.

He thanked all the committee for the hard work during the season, clubs, managers and teams for working together again this year in completing their fixtures, with very few having to be awarded or voided. He explained that Craig Turner would be standing down as League Treasurer due to family commitments, Craig was thanked for all the work he had done over the past 12 months.

Thanks to those clubs who had hosted the semi/finals, at Newquay, Hayle, Penryn and Wendron, also extra thanks to Wendron for the use of their board room for all the committee meetings.

Congratulations to Les Shaw and his colleagues who represented the County on tour to Germany again this year, taking 3 teams a total of 68 players, coming runners up, 5th and 9th overall.

Finally a presentation was made to Margaret Symmons from Precious Lives, of £695.00, everyone was delighted once again for their support at the finals days.

LEAGUE SECRETARY REPORT

Very disappointed in the amount of disciplinary issues received this year, far too many, with the County been involved in far too many too.

All details submitted via the club secretaries must me correct as all correspondence is done via the website, with all invoices and fines been sent out that way too, this has made my job much easier and all records are keep of dates and times they are sent out in case of any queries, so if there have been problems then this is down to the wrong details been submitted.

Far too many fines have been sent out this year, over £1,200 has been paid for these, the system is so easy we should not sending out so many, next season we will be adjusting the system so that we can edit the fines before they are sent out, as the system at the moment automatically send them out.

REGISTRATIONS REPORT

This season got off to a better start as everyone readjusted to it, we had 37 clubs registered with 164 teams and over 2250 players registered again this year, with 38 transfers with not so many deregistered.

All players that were registered on the system before can be entered as existing players when reregistering them. New photos will be required again for all players.

FIXTURES REPORT

After a very bad spot of bad weathers, all teams managed to complete their fixtures, congratulations to all those League/Cup/Sporting winners.

Also many thanks to all those clubs who hosted the semis/finals.

Standing down Malcolm Moses, Peter Holgate, also Mark Woolock as he has been elected as the new Chairman for the East Section.

All the above were voted in on block again, all agreed.

New Treasurer Sharon Martin was nominated by K. Knowles and second by L. Shaw, all agreed, she was thanked for agreeing to stand, as she is not involved with any clubs in the league, but a friend of Debbie’s.

Additional Committee members J Lewis was nominated by L. Shaw and second by C. Turner, all agreed. Phil asked if any other clubs had representatives who were willing to come onto the committee to broaden the views, we meet on the first Thursday of each month to discuss league issues, reports and discipline matters.

ELECTION OF NEW CLUBS

AFC St Austell Youth, formally Tregorrick u12, already affiliated, playing at St Austell Ground.

Bodmin Town Youth U14, coming across from East Section wanting to play with different stronger teams.

Liskeard AFC Girls, 3 teams formally Liskeard youth, setting up on their own, but the same staff from last year.

Sticker u18, formally Charlestwon u16 last year, playing at Sticker.

St Teath U18 previously playing in the East.

All the above were proposed and elected.

RATIFICATION OF RULES

A list of rule amendments were attached, which have been approved by the CCFA, each one was discussed, before they were adopted by all present.

The main ones been as follows;

Each league would consist of a maximum of 10 teams, but the committee could extend them to 13 if required, giving us more flexibility.

No teams could enter more than 1 league, ie Kernow or East, Players could only register for 1 team also, no dual registrations at all.

Each club should be looking at becoming Chartered Standard by 2013, as the League would be a designated Chartered Standard League by then too.

FA Respect programme shall be followed by all.

Barriers should be in place at all grounds to prevent any spectator problems.

Non qualified referees details should be at hand and entered onto the system, and all should have a current CRB.

Only postponements will be approved for weather conditions and none will be approved for lack of players. All matters will be discussed by the committee and fixture secretaries to finalise the issues.

Rule Questions

Simon Fisher from Perranwell, again raised the question about kicking the ball out of hands in mini football. It was generally agreed that for the benefit of grassroot football, then this should not be allowed , but as Kevin stated it was not set out in the FA rules.

David Allison from Penzance stated that generally most clubs agree prior to the match as to whether or not they allow it to happen, but Rob Brandreth from Truro stated that some teams would not always agree to this too.

Mark Woolock from Truro stated that we need to replicate adult football and by not allowing kicking out of hands would not do this.

A proposal from S Fisher was put forward that the Goal Keeper could only kick from hand in the U11 age group, to promote better football from every position in the team, A Williams from Helston second. A show of hands from those age groups involved were all in agreement.

It was also agreed that a formal response would be sent out via the email system on the web site in view of the Goal Keepers issues.

Phil Scott from Charlestown queried how the non postponements would work, and if fines would still be generated as they did before. The system will slightly change, with a non fulfilment section added with an area for them to enter the details of why the match has not been played, the fines would still be generated at midnight on Tuesday, but will be sent to the fixture secretaries only for them to decide if they should be sent out.

Andy Williams from Wendron asked if we could avoid either end of half terms and Christmas, it was agreed that all fixtures would be available to view prior to them going live, this would be when clubs/teams should identify any problematic dates and advise us of any alterations prior to the 1st September, but they should also make contact with their opponents first to arrange another date agreeable by themselves and then submit the new dates.

SEASON DATES

It was suggested at the last full meeting, that we should hold 1 league meeting in addition to the AGM, as since using the website system the league meetings have become very poorly attended and not needed. It was agreed that all minutes would be put up on the site for all to view, and that all committee meetings would be open meetings for anyone to attend, and would be set for the first Thursday of each month, venue to be confirmed, and that any disciplinary meetings would ideally be set within 10 days of any issues.

This new system would be set up and hopefully would work well, but it will not please everyone.
