Business Meeting minutes

May 22, 2017

Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson

Recorder: Rieva Lester

Commissioner Stampercalled the meeting to order at 10:03 a.m. and determined a quorum. He then proceeded with the flag salute.

PUBLIC COMMENT

Sue Kennedy, a Public Health and Social Services employee, asked that the county meet with the union to discuss concerns.

Russ Walpole, representing the Teamsters, said he asked for weeks to set up a meeting with Teamsters.

Martin Roy, a Public Works employee, asked that the commissioners meet with the Teamsters union.

Abrieana Barlock, a Public Health and Social Services employee, asked that the commissioners meet with the union.

Vickie Metsker, a Public Health and Social Services employee, asked that the commissioners meet with the union.

Brandi Amaroso,a Juvenile Detention employee, asked that the commissioners meet with the union.

Teri Bryant,a Prosecuting Attorney’s office employee, asked that the commissioners meet with the union.

Brittani Bonahoom,aProsecuting Attorney’s office employee, asked that the commissioners meet with the union.

PRESENTATIONS

Commissioner Fund made a motion to approve one (1)Presentation item. Commissioner Jackson seconded.

Proclamation recognizing May 21-27, 2017, as WSU Master Gardener Volunteer Week: Sheila Gray, WSU Extension Director, read the proclamation into the record. She then discussed the three demonstration gardens located in Lewis County and the workshops held there.

Motion passed 3-0.

NOTICE ITEMS

Commissioner Jackson made a motion to approve two(2) Notice items. Commissioner Fund seconded.

Resolution 17-139 – Notice of a public hearing regarding a franchise application submitted by Harmony Park Lot Owners Association for water system facilities in county rights of way. The hearing is scheduled for June 19, 2017, in the Hearing Room: Erik Martin, Director of Public Works, said RCW 36.55 requires that all utility installations in county road rights of way be authorized by a franchise from Lewis County. He said an existing franchise for Harmony Park Lot Owners Association will expire soon. He said a public hearing regarding the franchise request will be held on June 19, 2017. He said the franchise covers three county roads.

Resolution 17-140 – Notice of a public hearing to consider revisions to the Countywide Planning Policies population allocation. The hearing is scheduled for June 12, 2017, in the Hearing Room: Senior Planner Fred Evander, representing Community Development, said the Countywide Planning Policies are reviewed annually. He said the changes this year would concern population allocation and the planning horizon date, which would be changed to 2040.

Motion passed 3-0.

CONSENT ITEMS

Commissioner Fund made a motion to approve two(2) Consent items, including the May 15, 2017, minutes. Commissioner Jackson seconded.

Resolution 17-141 – Approval of warrants / claims against various departments: Chief Accountant Suzette Smith, representing the Auditor’s Office, saidwarrants numbered769656-769808 and 770038-770133 (249 regular warrants) were approved for a total payment against the County in the amount of $421,711.59. She said draw/benefit warrants numbered 769809-770037 (229 warrants) dated May 19, 2017 were approved for a total payment against the county in the amount of $255,997.44. She also noted a skip in sequence for warrants numbered 769537-769655, which were issued on behalf of Special Purpose Districts and approved by their Commissions.

Motion passed 3-0.

DELIBERATION ITEMS

Commissioner Jackson made a motion to approve three(3) Deliberation items. Commissioner Fund seconded.

Resolution 17-142 – Resolution to ratify an executed contract for culvert material purchased for the Pleasant Valley Road project in Mineral: Erik Martin, Director of Public Works, said the resolution involves the purchase of a precast concrete box culvert. He said the Engineer’s Estimate for the purchase was $134,750. He said Columbia Precast Products submitted a successful bid of $135,756.58.

Resolution 17-143 – Resolution to approve a contract for the E911 Call Center roof project: Steve Walton, Director of Central Services, said the project involves the installation of a new roof membrane and tapered insulation. He said one bid was received. He said Scholten Roofing gave a bid of $137,393, and he recommended approval. He said the project is part of a grant program. He said it is a 30-year roof.

Resolution 17-144 – Resolution to appoint Thomas Larson to the Southwest Washington Fair Commission: Steve Walton, Director of Central Services, said Thomas Larson has indicated a willingness to serve on the commission. He said Thomas Larson’s past experiences make him a great fit for the fair board.

Motion passed 3-0.

GOOD OF THE ORDER

Commissioner Fund said agendas can be found online. She also discussed a Borst Avenue open house planned for the Wednesday, May 24, at the Centralia Middle School. Erik Martin, Director of Public Works, said two alternatives for Borst Avenue will be presented during the open house. He also discussed a committee that will meet in the Public Works Conference Room at 10 a.m. Thursday, May 25, regarding the North Lewis County interchange.

PRESS CONFERENCE

Justyna Tomtas, representing the Chronicle, asked about union negotiations.

Daleyn Coleman, Human Resources, said mediators are working on several “what-if” discussions taking place. She said all 13 contracts are open for negotiations.

Former Commissioner Ron Averill of Centraliasaid it would not be normal for commissioners to negotiate directly with the unions. He said the Human Resources department is the county’s representative and other action would complicate the process.

Commissioner Fund said Gov. Inslee signed the public disclosure bills into law last week. She said the laws take effect in July. She discussed two positions created to deal with public disclosure and also said the county is looking at ways to put minutes, etc. online.

10 a.m. Monday, June 5, 2017, in the Commissioners’ Hearing Room (Room 223).
