A regular meeting of the City Council for the City of Canby, Minnesota was held on September 19, 2017 at 7:00 P.M. in the City Council Chambers.

The Pledge of Allegiance was recited.
The meeting was called to order.
The minutes of the September 5th, meeting were reviewed. A motion was made by Feiock to approve the minutes of the September 5th meeting. The motion was seconded by Bies. All voted in favor. None voted against. The motion was carried.
Christopher Ronning recited the peace officer’s oath and was sworn in to the Canby Police Department.
DeSchepper discussed the bid opening for Infrastructure Replacement Phase II and III. The low bidder was Kuechle Underground, Inc. in the amount of $10,254,392.70. It was his recommendation to award the bid to Kuechle Underground, Inc. A motion was made Bies to proceed with all parts contingent on financing. The motion was seconded by Hanson. All voted in favor. None voted against. The motion was carried.
Teresa Schreurs discussed the status of the small cities application. Step 1 went very well with 60 residential interest letters and 7 commercial interest letters received back. She did have a meeting with DEED and it was told to her that at this point DEED is not going to fund Canby. She was not quite sure what the past issues were. Schrupp will call DEED and see what the underlying issues are.
A purchase of a new street sweeper was discussed. The Council wanted to have some answers to some questions on the financing portion. Schrupp will get these answers and bring this back to the next meeting.
The meeting day was discussed. A motion was made by Hanson to switch the Council meetings from the 1st and 3rd Tuesday to the 1st and 3rd Wednesday from October till the end of March. The motion was seconded by Feiock. All voted in favor. None voted against.
The 2018 preliminary budget was discussed. A motion was made by Bies to approve the 2018 preliminary budget. The motion was seconded by Feiock. All voted in favor. None voted against. The motion was carried.
The 2018 preliminary levy was discussed. A motion was made by Hanson to adopt Resolution 2017-0919-01 A Resolution Adopting the 2018 Preliminary Levy. The motion was seconded by Feiock. All voted in favor. None voted against. The motion was carried.

Resolution Adopting the 2018 Preliminary Levy
Be it resolved by the Council of the City of Canby, County of Yellow Medicine, Minnesota that the following sums of money be levied in 2018, upon the taxable property in the City of Canby, for the following purposes:
General Fund $371,384.00
Canby Inn & Suites Abatement $21,990.00
Farmer’s Co-op Abatement $7,350.00
Fire Hall Inter-Fund Loan of 2014 $10,629.00
2010 Infrastructure Bond $137,500.00
2014 Infrastructure Bond $137,500.00
2016 Swimming Pool Bond $45,087.00
Total Tax Levy $731,440.00
Be it further resolved by the Council of the City of Canby that the Truth in Taxation Public Hearing be held on December 6th, 2017 at 7:00 P.M.
The City Administrator is hereby instructed to transmit a copy of this resolution to the auditor of Yellow Medicine County, Minnesota.

Ordinance 331 was reviewed. A motion was made by Bies to introduce Ordinance 331. The motion was seconded by Feiock. All voted in favor. None voted against. The motion was carried.

An Ordinance Amending the Zoning Use District Boundaries of the
Comprehensive Zoning Ordinance 125 of the City of Canby, Minnesota.
The City of Canby does ordain:
That the map entitled “Zoning Use District, City of Canby, Minnesota” which is incorporated by reference, as part of Comprehensive Zoning Ordinance 125, be and hereby is amended so as to reflect a change in Zoning Use District Boundary for the property described as follows:
The Northwesterly Four feet of the Southeasterly Forty-five feet of Lot Seven, Block Fifty-eight EIGHTH Railroad Addition to the City of Canby, Minnesota according to the recorded plat thereof.
From zoning use Commercial B (CB) to Residential B (RB).
Adopted by the City Council of the City of Canby this 4th day of October, 2017.

The Council discussed some other items of concern around the city. These included cats, non-vehicles driving in the middle of the road, and items left on the street.
A motion was made by Bies to adjourn the meeting. The motion was seconded by Paulson. All voted in favor. None voted against. The motion was carried.
