WILTSHIRE CL agrees that, by September 30th 2011, the following targets will be met and improvements made to the following Strategic and Contractual programmes :

The RA MoU sets down a common purpose for the network of 39 CCBs to lead, inspire and influence the growth, quality and accessibility of the game in their counties. High Performing CCBs :

o  Plan and deliver annual programmes aligned to long term strategic need

o  Ensuring programmes are affordable and sustainable

o  Meet MQS, reflect best practice and deliver quantity and quality outcomes

o  Deliver quality, innovative programmes to customers in partnership

o  Fulfil ECB strategic and contractual commitment through core programmes

This document sets down core areas against which CCBs must set themselves annual quantitative targets and programme delivery improvements based on best practice guidance.

These targets will form part of the CCBIPP process and the performance management framework accounting for 10% of CCB annual funding through Performance Related Fee Payments.

Club Development

Context : Warminster is the only existing club with a women’s section. In 2010-2011 Wiltshire is
Delivering Return to Cricket sessions at Potterne, Biddestone and South Wilts with the aim being to
create women’s sections at those clubs. This will bring the total to 4.
Number of specifically identified Focus Clubs with a Girl’s Section / 8 / 9
Context : Current Focus Clubs with girls sections are Goatacre, Calne, Biddestone, Corsham,
Warminster, Trowbridge, Potterne and South Wilts. These clubs all participated in the Girls
Wiltshire Youth League. Lisa Keightley, Head of Girls Cricket, is also working with Swindon
Cricket Club to introduce them to the League for 2011. This will be the 9th club.
Number of specifically identified Focus Clubs with a Learning Difficulties section / 0 / 1
Context : Head of Disability Cricket will be tasked with implementing learning difficulties competition
to run alongside the ASDA Kwik Cricket festivals from which a team will be formed to play fixtures
against neighbouring counties.

Difficulties within existing and/or new Focus Clubs

Context : Table Cricket to be introduced throughout county with intra county competition established
from which a county side can be produced to play in national competition

This relates to specific coaching and competition programmes for groups of Visually Impaired players within existing and/or new Focus Clubs

Context :
This relates to coaching and competition programmes for Hearing Impaired players to participate
within mainstream teams. These Clubs will be identified as the lead in an area for Hearing Impaired
players and will have taken specific measures to ensure they can be catered for

Context : 22 clubs are currently accredited. Bradford Town to lose accreditation. Malmesbury,
Beanacre and Chalke Valley to achieve during 2011.

Context : Wiltshire has received requests from new affiliate in 2011. The current scheduled database
of clubs for affiliation in 2011 is 93
Specific Operational Improvements : Head of Disability Cricket to introduce competition framework for
Learning disabilities kwik cricket and table cricket.

Expanding adult participation

Context : 3 Womens Return to Cricket projects to be run in 2011 – at Biddestone, Potterne and

Specific Operational Improvements : 3 womens projects to run with a target of 12 women on each
project.

* Note these programmes will be rolled out in accordance with a National Strategy and in targeted geographical areas. This will not cover all CCBs but where it does CCBs will be expected to provide support to establish new and/or expanded programmes

Chance to Shine

Context : In 2010 we had Calne, Potterne, Biddestone, Corsham, Trowbridge, Salisbury District,
Warminster and North East. For 2011 Biddestone has finished and Trowbridge is likely to be removed.
North East project will be expanded into a double size Swindon project
Specific Operational Improvements : Using Swindon C2S project to support establishing a girls
section at Swindon CC whereby club competes in Wiltshire Youth League.

Integrated Workforce Planning and Development

Context : In 2009-2010 20 out of 29 that were registered have successfully completed but more are
scheduled for re-assessment before end of 2010. For 2010, selection process for UKCC2 has been
established meaning that quality of candidates is a lot higher and pass rate should be higher.

Total current ECBCA membership (ECBCA database as at 30th September) / 245 / 290
Context : 70 new coaches aniticipated from the 4 UKCC1s planned. All these candidates will be
required to join ECBCA. A 10% drop off of the current 245 members has also been accounted for
Number of coaches involved in local Sky Sports Reward/Recognition events / 15 / 20
Context : A reward and recognition event was run at Gloucestershire CCC Pro 40 match attended by
15 coaches. We aim to increase this number by 33% for next year.
Total nominations in all categories for national Sky Sports Reward/Recognition event / 3 / 3
Context : Wiltshire Cricket LTD make decision on nominations.
Number of candidates attending officials education courses run to ECB guidelines / 58 / 24
Context : 53 Umpries and 5 scorers attended officials education courses during 2009-2010. For
2010-2011 we aim to have 24 further candidates. The reason for the decrease is that during
2009-2010 there was a requirement on all WEPL and Wiltshire League Divisions 1-2 to put
qualified umpire sthrough training courses. For 2010-2011 Division 3 clubs have to do this but there
will not be the same numbers required compared with the previous year.

Context : This figure is the most recent figure given by ECB and WACO Membership secretary. For
2010-2011 24 candidates are planned to attend courses who will all join ECBACO. We have then
accounted for a 10% natural drop off to reach our target figure of 154.

Context : 1 IOG Part A and Bcourse will be run at Chippenham CC

Context : All clubs that affiliate automatically qualify for Grounds Association membership

Context : For 2010 Wiltshire put through nominations in 4 of the OSCA categories. For 2011 with
a County Volunteer Coordinator will be in place and will ensure nominations are submitted in all
categories.
Specific Operational Improvements : VCricket programme to be launched alongside OSCAs through
new County Volunteer Coordinator.

Competition Programme

Context – For 2010 Wiltshire had 161 boys teams entered ASDA Kwik Cricket. 8 C2S Competitions
x 6 schools. For 2011 we are targeting a 5% increase in ASDA Kwik Cricket which takes us up to
169. C2S is losing the equivalent of one project which takes us down to 42 teams. Therefore, 211
is the target figure

Context : 33 teams entered the ASDA Kwik Cricket Tournament in 2010. For 2011, another festival
Will be run with 6 teams and there will be a 5% increase overall.

Context : A Special School festival was held in Swindon during 2010. For 2011 we will be aiming for
another 2 festivals.

Context : In 2010 we had 9 teams compete in the ECB U15 Cup and 9 in Lord Taverners U14 Cup.
6 teams also participated in Natwest Inter Cricket competitions. For 2011 we will increase by 25%

Context: 10 Girls secondary C2S schools. 16 teams participated in 2010 outdoor Lady Taverners
and 12 teams participated in 2010 indoor Lady Taverners. For 2011 we will increase by 25%

Context: In 2010 68 boys teams competed in the Wiltshire Youth League from under 9 through to
Under 15. 15 teams entered SADICA Indoor Cricket League. Kennet Valley Youth League had 7
teams. 26 teams entered Bath Youth League. 10 additional teams play in Salisbury Youth Leagues

Specific Operational Improvements : Launch of the Wiltshire Boys Academy to replace last year’s
Under 16 and 21 sides. This Academy will link in closely with the Wiltshire Senior Club and will
be a 12 month programme that players between the ages of 16 and 19 sign on to.

Facility development and investment programme

Specific Operational Improvements : Projects planned for 2010-2011 include Croft Leisure Centre
re-development, South Wilts CC Clubhouse project, Wiltshire Indoor Centre (Abbeyfield) + club
projects dependent on ECB funding programmes.
