1.Introduction

The IEEE Switchgear Committee is one of seventeen technical committees, and 2 coordinating committees, under the Technical Council of the Power Engineering Society. The Switchgear Committee is organized into 8 subcommittees as delineated under clause3.1 and following.

These Operating Procedures outline the orderly transaction of activities of the Switchgear Committee, outside of the scope of standards development, which is defined by the most recent approved IEEE PES Switchgear Committee Policies and Procedures for Standards Development..

2.Purpose of the Organization and Procedures Manual

This organization and procedures manual defines the organization of the Switchgear Committee (the Committee), the scopes of the main committee and its subcommittees, and the duties of the main committee officers, subcommittee chairs and working group chairs. Membership qualifications for the main committee, the subcommittees, and the working groups are stipulated herein. In addition, certain relevant operating procedures are defined herein.

An organization chart of the Committee is included as Annex A to this document. The Committee administrative year shall begin on January 1, the same as the administrative year for the IEEE PES. All appointed officers shall begin their terms on that date and serve for the prescribed term.

This manual conforms to the IEEE/PES Technical Council Organization and Procedures Manual, September 2008.

3.IEEE SwitchgearCommittee Scope

The scope of the Switchgear Committee encompasses the Committee and its Subcommittees' technical responsibilities. Technical Subcommittees, in addition to their technical responsibilities, will have direct responsibility for remaining cognizant of social implications, the environment, esthetics, increased employment, and other matters as related to the practice of electrical engineering.

The scope of the Switchgear Committee is the treatment of all matters in which the dominant factors are the design, construction and operation of devices or assembled gear to establish (make), interrupt, or change connections in any electric circuit under normal or abnormal condition, including treatment of the following:

Automatic reclosers and sectionalizers

Current limiting devices

Fuses and cutouts

Gas-insulated switchgear

Insulation, insulators and hardware for switchgear

Metal-enclosed buses and all buses included in switchgear assemblies

Power circuit breakers

Switches, including pad-mounted switches

Switchgear assemblies

Switchgear devices

Matters relating to switchgear or switchgear devices for applications covered by another technical committee if emphasis is on particular requirements of the application.

Sponsorship and development (either alone or jointly with other technical committees and/or organizations) of standards, recommended practices, guidelines and policies as well as preparation of position papers and/or documents, technical conferences and/or sessions on matters related to the items above.

Liaison and cooperation with other technical committees, societies, groups and associations concerned with various aspects of the items above.

To aid in reducing duplication of effort, the Switchgear Committee, may accept documents prepared by IEC, NEMA, AEIC, ANSI Committees, or other organizations and review those portions of the documents under IEEE Switchgear jurisdiction.

3.1Scope of Subcommittees

3.1.1Administrative Subcommittee (ADSCOM)

Coordination of activities of the Committee and its subcommittees. Development and administration of the policy and general affairs of the Committee. Provides assistance and advice to the chair of the Committee.

3.1.2Education, Recognition, and Publications Subcommittee (ERP)

Responsible for the following:

Promote switchgear education, technical tutorials and presentations. Provide recognition of significant achievements in the switchgear field at the IEEE, PES, and Switchgear Committee levels;

Encourage writing of, coordinate review of, and assist in gaining approval to present and publish, technical papers;

Coordinate with other technical committees, groups, societies, and associations as required;

Develop, maintain, and update the Switchgear Committee Web site.

3.1.3High Voltage Circuit Breaker Subcommittee (HVCB)

Treatment of all matters relating to high voltage power circuit breakers (above 1000 Volts AC and 3200 Volts DC).

3.1.4High Voltage Fuses Subcommittee (HVF)

Treatment of all matters relating to fuses above 1000 Volts AC.

3.1.5High Voltage Switches Subcommittee (HVS)

Treatment of all matters relating to indoor and outdoor switches and interrupters rated above 1000 V ac and 3200 V dc except for the following devices:

Distribution cutouts.

Switches used in metal-enclosed and pad-mounted switchgear.

Separable insulated connectors.

Circuit-breakers, circuit-switchers, sectionalizers and reclosers.

Gas-insulated switchgear.

Capacitor switches.

Switches rated 38 kV ac and below used on distribution systems except air insulated overhead applications.

Fuses equipped with integral switches.

3.1.6Low-Voltage Switchgear Devices Subcommittee (LVSD)

Treatment of all matters relating to low voltage devices (1000 volts ac, 3200 volts dc and below), such as low voltage power circuit breakers, fusible switching devices, and other low voltage power switching devices, except molded case circuit breakers and network protectors, for use in switchgear assemblies or in individual enclosures for separate mounting.

3.1.7Reclosers and Other Distribution Equipment Subcommittee (RODE)

Treatment of all matters relating to distribution switching and overcurrent protective equipment, including reclosers, sectionalizers, fault interrupters, capacitor switches, pad-mounted gear, and submersible gear; except for high voltage fuses and high voltage overhead air switches.

3.1.8Switchgear Assemblies Subcommittee (SA)

Treatment of all matters relating to Switchgear Assemblies.

3.2Changes in Scope of the SwitchgearCommittee

The scope isreviewed annually and any proposed changes are submitted to the Administrative Subcommittee. Changes approved by the Administrative Subcommittee are then submitted to the Committee for approval. Finally, the changes are submitted to the Power & Energy Society (PES) Organization and Procedures Committee for review and to the Technical Council (TC) for final approval.

4.Organization

The Switchgear Committee is composed of the officers (see Clause 6), subcommittee and working group chairs, liaison representatives, honorary members, and the general (voting) members, for which eligibility, qualifications, and duties are described. Robert’s Rules of Order will be used for all meeting procedures unless otherwise stated herein.

5.Responsibilities of the Switchgear Committee

The Switchgear Committee shall be responsible for at least the following:

  1. Developing IEEE standards, using the IEEE/PES Switchgear Committee Policies and Procedures for Standards Development.
  2. Acting on other matters requiring Committee effort, as provided in these procedures.
  3. Cooperating with other appropriate standards development and technical organizations.
  4. Protecting against actions taken in the name of the Committee without proper authorization.
  5. Limiting distribution of the membership roster to appropriate parties.
  6. Promoting and coordinating activities in its scope of interest.
  7. Reviewing and grading technical papers.
  8. Sponsoring technical sessions, alone, jointly with other committees of PES or jointly with other technical organizations.
  9. Selecting session chairs and assuming responsibility for presentation of papers at meetings designated by PES.
  10. Initiating, proposing, and/or processing awards for committee, subcommittee, and working group members.
  11. Promotingcandidates for Senior Memberships and IEEE Fellow, and evaluating proposed Fellow candidates from other committees.
  12. Encouraging cooperation with local sections/chapters of the IEEE PES.
  13. Promotingpower engineering education through use of tutorial sessions, publications, and other suitable programs.
  14. Informing the general membership of the PES about the activities of the Committee by submitting news items to the Power & Energy Society Newsletter or to the Power & EnergyReview, as appropriate.
  15. Encouraging all who are qualified to seek membership in the Power Energy Society and the Switchgear Committee.

6.Officers

There shall be a Chair, a Vice Chair, a Secretary, a Vice Chair – Standards, and a Treasurer. A person may simultaneously hold the positions of Treasurer and another office. Officers shall be members of any grade (except students) of the IEEE, members of the Power & Energy Society and members ofIEEE-SA. The officers shall organize the SwitchgearCommittee and oversee its compliance with the IEEE/PES Technical Council Organization and Procedures Manual.

6.1Responsibilities of Officers

The officers of the Switchgear Committee shall manage the day-to-day work of the Switchgear Committee. The officers are responsible for implementing the decisions of the Switchgear Committee and managing the activities that result from those decisions. The responsibilities of the Officers are defined in the IEEE/PES Technical Council Organization and Procedures Manual, the following is in addition:

6.1.1Chair

Have final responsibility in all matters considered by the Switchgear Committee and its Subcommittees and Working Groups.

6.1.2Vice Chair

The responsibilities of the Vice Chair shall include:

Serve as Chairman of the Administrative Subcommittee, announce its meeting date and time, and prepare and distribute an agenda for the Administrative Subcommittee meeting.

Serve as Technical Committee Program Coordinator (TCPC) for the IEEE Power Engineering Society General Meetings, and for The Biannual T&D Conference. He is responsible for approving all aspects of the Switchgear Committee programs at those meetings. This includes "Conference Paper" sessions, pannel sessions, Tutorials, special technical sessions, etc. See TC O&P Manual Cluases 8.1.2, 8.1.3, 8.2 for TCPC Duties. (The question as to availability of technical papers should also be brought up as an Agenda item at each Administrative Subcommittee meeting.)

Forecast Transactions papers and technical programs to be undertaken by the Switchgear Committee.

6.1.3Secretary

The responsibilities of the Secretary shall include:

The responsibilities of the Secretary include keeping Committee Records (minutes) for a period of two years. The formal record is kept on the Switchgear committee website archives.

Maintain the financial status of the Committee with a monthly statement submitted to the officers of the Committee.

Receive and deposit all financial remittances to the Committee.

Prepare agendas and minutes for both the Committee meeting and the Administrative Subcommittee.

Serve as a member of the Administrative Subcommittee, Administrative Subcommittee’s Meetings Planning Working Group, and Education, Recognition, and Publication Subcommittee.

Planning and preparation of Committee meetings is delegated to the Administrative Subcommittee’s Meetings Planning Working Group.

Prepare and print meeting schedule and booklet for each Committee meeting.

Submit committee’s directory to the Secretary of the Technical Council by October 15th of each year

6.1.4Special Vice Chair – Standards Coordinator

The responsibilities of the Vice Chair – Standards include serving as a member of the Technical Council Standards Coordinating Committee, and also overseeingall of the standards-related activities of the Committee.

6.1.5Technical Committee Program Chair (TCPC)

The responsibilities of the Technical Committee Program Chairshall include:

Develop and coordinate technical programs for the Committee for Power and Energy Society meetings, conferences, and joint meetings, including paper, poster and panel sessions and tutorials as appropriate.

Administer the review of Proceedings Papers for Power Engineering Society meetings, conferences, and joint meetings.

Representing the Committee on the Technical Council Technical Sessions Committee

Attending all Administrative Subcommittee meetings and presenting a TCPC report

6.1.6Registrar

The responsibilities of the Registrar are as follows:

Serving as a member of the Administrative Subcommittee and Administrative Subcommittee’s Meetings Planning Working Group.

Organizing membership attendance at Committee Meetings, including:

Software maintenance for meeting attendance registration and support registration,

Printing meeting badges.

Issuing notices of Committee meetings to all Committee members.

Keep the Technical Committee, Subcommittee, and Working Group rosters up to date and distribute them to all Technical Committee members annually.

Keep records of attendance at all Technical Committee meetings.

Process all accounts receivable for the Committee and report such activities as required. This includes but is not limited to:

  • Collecting Registration Fees
  • Collecting Sponsor Donations
  • Depositing all funds collected

6.2Liaison Representatives

The Committee will, at various times, wish to establish a close affiliation with other select bodies. On such occasion the Chair, with the concurrence of the Administrative Subcommittee, will designate one or more members as official liaison from the Switchgear Committee. The person selected will have demonstrated an ability and willingness to serve in this capacity.

The member selected will normally serve for the term of the liaison requirement.

The member will submit a written report to the Chair and Secretary of activity resulting from the liaison assignment.

7.Membership

7.1Switchgear Committee Members

The membership of the Switchgear Committee consists of Committee Officers, Past-Chairs of the Committee, Subcommittee Chairs, Vice Chairs, and Secretaries, and Working Group Chairs, Vice Chairs, and Secretaries. Additional members as appointed by the Chair of the Committee. Membership will be in accordance with the IEEE/PES Technical Council Organization and Procedures Manual unless otherwise stated herein.

7.2Corresponding Membership

The Switchgear Committee may, at their option, offer Corresponding Membership to utilize the expertise of those who are not normally able to attend the Committee meetings. The qualifications and eligibility for membership, and continued membership, are the same as for regular SwitchgearCommittee members, with the exception of the requirement of regular attendance at meetings. Corresponding Members may participate in all Switchgear Committee activities, including the development and review of standards documents. In addition, Corresponding Members may participate in the review of technical papers sponsored by the Switchgear Committee.

Corresponding members to a Subcommittee, Working Group, or Task Force may be appointed by the Chair of the Subcommittee, Working Group, or Task Force, with notification given to the Chair of the Administrative Subcommittee. Such a corresponding member is not eligible for Corresponding Membership in the Switchgear Committee, unless the individual applies and is accepted for Corresponding Membership in the Committee.

7.3Honorary Membership

The Chair, with the concurrence of the Education, Recognition, and Publication Subcommittee, may designate members as Honorary Members.

The Honorary Member classification is intended to apply to individuals who have made longstanding and notable contributions to the Committee, but because of a change of personal situations are unable to participate as Voting Members.

8.Subcommittees

The Committee’s Administrative Subcommittee shall review the scope, duties, and membership of all subcommittees annually. The duties of the officers of the Subcommittee are the same in context as that for the Committee officers. Subcommittee Officer and membership will be in accordance with the IEEE/PES Technical Council Organization and Procedures Manual unless otherwise stated herein.

8.1Appointment of Subcommittee Chair

The incoming Chair of a subcommittee is selected by the outgoing Chair of the subcommittee with appointment by the Committee Chair.

8.2Duties of the Subcommittee Chair

The duties of the officers of the Subcommittee are the same, in context, as that for the Committee officers with the addition of any delegated tasks from the Committee.

8.3Administrative Subcommittee Membership

The membership of the Administrative Subcommittee consists of the Committee officers, chairs of the respective subcommittees, and the immediate Past Chair of the Committee.

The Vice Chair of the Committee serves as the Chair of the Administrative Subcommittee.

The officers may invite others to attend Administrative Subcommittee meetings, i.e., IEEE representatives, meeting hosts, etc., as the need occurs.

9.Working Groups

Working Group Officer and membership will be in accordance with the IEEE/PES Technical Council Organization and Procedures Manual unless otherwise stated herein.

9.1Liaison Representatives

The Committee will, at various times, wish to establish a close affiliation with other select bodies. On such occasion the Chair, with the concurrence of the Administrative Subcommittee, will designate one or more members as official liaison from the Switchgear Committee.
