Ladies and gentlemen,good afternoon.I accept the unfinished resolution from you who participated very actively in the thematic discussions. I understand that the resolution includes policy matters and operational matters. On behalf of the Director General of TESDA,Sec. Augusto Boboy Syjuco, on behalf of the technical team in TESDA, what I can assure you is that this will be acted upon fast. A good number of these recommendations have long been undergoing studies and reviews by TESDA itself and we thank the additional inputs that we have gathered from all the stakeholders.
This is indeed going to be a monumental development that will require
- a new policy framework, perhaps
- a policy redefinition or moderation
- a look at the efficiency and effectiveness of our implementation
I also have been informed that one of the major discussion –is the efficiency in handling and managing what we have been manualized and what we have declared as operational matters. This is going to be our key framework.
Because nowhere in the administration and management of TVET can we find an all even playing field. You and the rest of us who welcome this change can only work to having a level playing field. Whether you are in Tawi-Tawi or in Aparri, what we hold are very close to our principle and integrity, for our system must be implemented fair and square. So with this I can only assure is that we are going to continue the discussion with LOOP, we are going also to continue addressing these recommendations with other results but with the end view not later than January 30, 2009.The first step of action based on recommendation will be acted upon. Some of course, some valid issues and discussions will have to be addressed and studied very well for a longer period. Hope our partners will understand the policy implication of any national policy and that will have to be content with the competing values addressed by different agencies of the government. We have to build consensus not only internal to our sector but among others who support the sector.
At this juncture, ladies and gentlemen, I think on behalf of TESDA we can only congratulate all of us. It took a very short period of time to organize the TVET Forum and I would like to honor and acknowledge the hard work that has been done, first by LOOP, through its President Enrique Pingol, please come on stage,and other members of your team, and on the side of TESDA, I would like acknowledge the work that have been done by our senior executives headed by no other than Executive Director Clifford A. Paragua.May I invite all those members of the team to come on stage, Mandy, Edwin, Benny Rola, Gabby, Marissa, Elmer and to all of us who have only the best of the intention to provide for a quality TVET in the country.
We have to hold dear the welfare and the influence of constituents we serve. It is only through this delivery, quality delivery that we who are in TESDA can make a difference of this country.
So ladies and gentlemen, Merry Christmas and a Happy New Year po sa ating lahat and may I wish all of you a safe journey back to your family and enjoy the rest of the season. Magandang Hapon sa inyong lahat and Congratulations!
DDG Milagros Dawa-Hernandez,in behalf of Secretary Augusto Boboy Syjuco accepted the unfinished resolution that includes policy and operational matters. She thanks the participants for the additional inputs generated during the Forum and informed that some of the recommendations have long been studied and reviews by TESDA. She stressed that this will indeed be a monumental development that will require new policy framework, policy redefinition or moderation and will serve as basis in determining the efficiency and effective of our implementation. She likewise assured everyone that TESDA will continue to discuss with LOOP and continue addressing the recommendationsas well as building consensus not only on the internal sector but among others who support the sector.
DDG Hernandez then congratulated everyone for the success of the Forum despite the very short period of time to organize. She honored and acknowledged the contributions of the LOOP team as well as the TESDA team.
