Irondequoit Little League Player Draft Process
The draft is moderated and presided over by the Player Agent (or a Board officer in their place, as directed by the President).
DRAFT ATTENDANCE - Each Manager may invite their coaches to assist them with the draft. Player Agent, Commissioner, VP and other necessary board members may attend the draft. Players/Parents/Guardians may not attend the draft process at any time.
PLAYER NOTIFICATION - When the draft is complete, trading period begins and extends for approximately 1 week or sooner. After that time the Player Agent, VP, and League Commissioners will finalize the rosters, and all managers will be notified that they may contact the players on their respective rosters.
CONFIDENTIALITY - The Draft is kept completely confidential, including Skills Evaluation results, player draft order and trades. Each individual attending the draft is responsible for maintaining confidentiality of the draft and draft materials. All draft materials must be returned to the Player Agent or League Official at the conclusion of the draft.
DRAFT ORDER - The Draft Order will proceed in numeric order beginning with 1 and continue until all Team rosters are complete.
DRAFT POOL - The Draft Pools are established by the Board of Directors
DRAFT POOL CANDIDATES - A list containing all candidates for the Division draft, name, Little League age, skills evaluation scores, pitching rank and composite score, sorted into descending order by composite score, will be provided to all Managers prior to the commencement of the Draft.
MANAGERS - In accordance with Little League rules, there is no pre-selection or assignment of players, however, each Manager will be given the authority to designate players as “protected”. “Protected” status gives a Manager first right of refusal on a player.
PLAYER OPTIONS - Little League rules allow for Player Option arrangements to be made with the Player Agent. The options for the 2016 season are as follows:
“Protected Status”: protected status means a Manager is given exclusive rights to draft that player designated as such to their team and no other Manager may select that player unless the protected status is waived by that Manager.
The following players may be given “protected status”:
1) Children/Siblings of a Manager/Coach
2) Players that played on the Team of a second consecutive year Manager/Coach in the immediate previous year. If a Manager opts to exercise “protected status” they must initially select ALL players from their previous year but then will have the right to waive the right on certain players.
DRAFT LIMITATIONS - The Player Agent, VP and Commissioners can limit or restrict the number of “protected status” players at any time. This is to ensure a level of equity of team strength based on player evaluations. No Team may be given an unfair advantage: equity will be ensured by totaling the evaluation scores of each player on each team.
DRAFT PROCESS
1. The Player Agent will call the Draft to order.
2. If the draft order has not been determined, a drawing will determine the order.
3. In each successive round the selection order flips from first to last following by last to first.
4. All available candidates will be made available for viewing, either on paper or projected on a screen, or both. This includes “protected status” players.
5. For the first round teams will either accept our bypass the players they have marked as “protected”. Those accepted player will then be assigned to that team’s roster.
6. The next round selections will begin with the team with the least amount of players after the first round. If more than one team share the lowest total the order will default to the next team according to the pre-draft drawing.
7. The teams will have a limited time to make that selection. The period to make the selection will start when the Player Agent states, "(team name), may now select."
8. Teams make their selections by announcing the name of the player. After a selection has been made, the Player Agent will repeat back the name to ensure accuracy.
9. Each following selection will have the same approximate amount of time.
10. After 8 rounds are complete, the ranking of each team as determined by the cumulative score of the selected players, will be tracked. Team may be required to select players above or below a certain ranking in order to maintain the balance of each roster.
11. The ongoing draft selections and remaining available players will be available for all Managers to view.
TRADES
Trades are allowable in the period immediately following the draft for approximately one week. To complete a trade, an e-mail from one manager to the Player Agent and cc'ing the other involved manager(s). All teams in the trade must have a full complement of players (11+ for American and 12+ for International) on their respective rosters. No trade is final until the Player Agent approves the trade. Trades must be like for like skill levels, along with an explanation of reasons for the trade.
PLAYER MOVES
At any time during the season the Player Agent may determine that a player move is necessary for the benefit of the player. In such case the Player Agent will have a discussion with Managers and Parents in order to limit the overall impact of the player and teams.
PLAYER RATING
The player ranking is a three digit code that represents a player skill level as compared to other players of the same age/level. The skill rating is comprised of a players throwing, hitting, fielding and pitching skill level. The first digit is the throwing/pitching rating, the second digit is the hitting rating and the third digit is the fielding rating. The pitching portion is determine by the following. If a player averaged 2.3-3.3 on his/her pitching evaluation 3pts are added to throwing score, below 2.0 then 0pts are added, above 3.3 then 4pts are added.
