Instructions for Completing the Fulbright Foreign Student Program Application

STEP 1: Requirements for submitting this application

Before you begin this application, contact the Moroccan-American Commission in Rabat or look on the Commission’s website to find the deadlines and requirements for a Fulbright Student Grant for Moroccan students.

STEP 2: Get your user ID and password

Go to: https://apply.embark.com/student/fulbright/international/20/

Your email address will be your user ID.

You need to create an account for this on-line application. You will register a user ID and password that you will use every time you log in. You will receive an email recognizing that you have registered, and that email contains the link – same link as above.

You can log in and out of the application as frequently as you like. While you cannot change your User ID, you can change your password by clicking on “Update My Account” at the top of the homepage of this application.

Once you open up the link, you are directed to a page called, “Preliminary Questions,” where you need to answer four simple questions. Questions 1 and 4 have pulldown menus. Save and continue. You will not need to fill these out again.

You will then be at “Home,” which has a “To Do List” of 7 items.

The first step is “Instructions.”

Rather than use the instructions here, which are written for all countries, please follow these instructions. Disregard their instructions; use ours. These instructions are available at the Commission as a hand-out, on line at the Commission website, and can be sent electronically to you.

Move on to the second item, “Application Form.”

STEP 3: Completing the Application Form

You do not need to complete this application all at once. You can re-enter at anytime and edit your application. But once you submit your application, you can no longer make changes to it.

All forms in this application are to be completed in English. Items must be answered completely.. Here are some helpful tips:

§  The application has a 40-minute time out function.

§  Avoid using all capital letters (majuscules) when answering items, such as your name or address. Use upper and lower case, as in Nouzha Ben Slimane, not NOUZHA BEN SLIMANE.

§  You can copy and paste information into all text boxes.

§  In the text boxes, you must limit your responses to the space provided. Information that exceeds the space provided will not display or print. Edit anything you have typed or copied that exceeds the size of the box. Use “preview” to make sure that all your data shows.

§  You can review each page of the application in PDF by clicking on the Preview button on the lower right-hand corner. Closing the PDF view brings you back into your application.

§  Essays. You will create essays on pages 4 and 5, Questions 27 and 28. We recommend that you limit your essay to 50 lines of text.

You have several ways in which you can create your essays:

o  You can compose your essay on-line. Please note the 40-minute ‘time out’ function. In other words, you will need to either complete your essay in 40 minutes or periodically save your essay. In this case, you will not be able to customize the formatting of your essay. This is the least best way to do it.

o  You can compose your essays in a Word document and then copy and paste then online or upload your word documents directly to Questions 27 and 28 . This option permits special formatting. You cannot edit an uploaded document on-line, but you can delete your upload, make your corrections in your document off-line, and upload again.

o  In any case, your documents become a PDF within the application.

o  Page 4 (Study Objective) and Page 5 (Personal Statement) contain a header that displays on the PDF view. Therefore, you should leave a 4cm margin at the top of your essays to allow space for the header.

You should preview both of your essays to make sure that they look good.

When you preview an essay, you must use the “Back” browser button to return to your essay. Closing out of the HTML preview (clicking the “X” in the upper right-hand corner of your screen) takes you out of the application altogether.

Application Inspector. Since some questions are required, you cannot submit your application until all required items are completed. When you click on the Application Inspector button on the left-hand side of your application it checks for completeness. You will be prompted to enter any missing information on required questions.

Page “Foreign Fulbright Grant Application Cover Sheet” (Grant Cover Sheet)

Name: It is very important that you list your name exactly as it appears or will appear on your passport. Please use upper and lower case when entering your name. If you have a middle name, enter it. If you do not have a middle name, no worries.

Most Recent Position/Status: Examples might be “Third-Year Student” (for a student) or “Human Resource Manager” (if your are in business).

Most Recent Affiliation: For example, if you are a student, University Moulay Ismail, Meknes” or “MarocTelecom” as a company where you as an applicant might be employed.

Question 2: Not applicable unless you have changed your name.

Question 3: Do not complete this question in the shaded area. For Fulbright Program use only.

Question 12—Field of Study: Identify your major field of study (Biology or Computer Science or whatever) and any sub-field or specialization, such as “Molecular Biology” or “Parallel Computing.”

Question 14—Institutions Attended: Please list all universities attended in reverse order -- most recently attended first. List all universities you have attended, even those from which you did not achieve a degree.

Include your baccalaureate high school and its city or town.

Question 21—Current Position or Occupation: use the pull-down menu to find what fits you.

Question 22—Occupational Experience: for those now employed or those who have been employed.

Question 23—Language Skills: Identify all your languages. If you are an Amazigh speaker, don’t forget to pull down “Berber” and do not worry if you only have spoken skills.

Question 24 – Examination Results: Here, you should fill in any of these examinations that you have taken for this application and their results with percentiles. For almost all Moroccan applicants, this is the TOEFL and the GRE, or for business applicants, the TOEFL and the GMAT.

Question 26—Emergency Contact: Don’t forget to add the relationship of the person or persons that you list here to you (father, mother, etc.)

Page 4—Study/Research Objective: Question 27.

The study/research objective description that you provide is an essential part of your application. You should take great care to write a clear and detailed description of the kind of program you want to pursue. Tell us why you want to study in America and what you expect to gain from that experience. Tell us about your field of study in which you want to specialize or concentrate. If there is specific research that you want to accomplish, please describe it. Remember to leave a 4 cm margin at the top of every page to allow room for the header that will appear on the PDF view. Preview your essay to check it before submitting your application.

Page 5—Personal Statement: Question 28. The personal statement is a short essay about yourself. We want to know what kind of person you are: tell us about your family, where you grew up, your neighborhood, how you spend your personal time, what you like to do. You can tell us about your education, practical experience, hobbies, special interests, career plans, and your purpose in applying for study in the U.S.A. Remember to leave a 4 cm margin at the top of every page to allow room for the header that will appear on the PDF view. Preview your essay to check the formatting before submitting your application.

Page 6— Résumé: Question 29. Please upload a professional résumé. If you indicate any of your works that are online (e.g. your books, theses, professional website ...etc), please include the URL links.

While there is no ‘header’ on this page for which you need to leave space, preview your information to check the formatting before submitting your application.

Page 7—University Transcripts & Diplomas: Question 30. You should scan copies of your transcripts and diplomas and upload them into this application. In addition, you need to submit official transcripts, e.g. transcripts that come directly from your institutions, by the deadline. Contact your Ms. Laila Meftah <>, to learn more details.

Page 8—Personal Information:

Information provided on this form is used by the Fulbright administrative agencies for internal purposes only.

Question 31—Current Mailing Address: This is your permanent address; normally your

family’s address.

Question 32—National Identification Number: Numéro de la carte nationale marocaine

Question 35—Physical Impairment: If you are diabetic, please indicate. Please indicate any medications that you must take.

Question 37. References:

There are two ways your recommenders can submit their letters.

(a)  Your recommenders can send their letters directly to Ms. Laila Meftah at the Moroccan American Commission, 7 rue d’Agadir, 10010 Rabat-Hassan. Letters must be original and on stationery (en-tête) whenever possible. Submit 3 recommenders’ details here in Question 37.

(b)  Recommenders can submit their letters directly on line by using the feature, “Recommendations,” button number 5 on the left-hand side of this form. You can submit up to four recommenders in this fashion.

Items 38 & 39 – Moroccan applicants: do not fill this in.

Page 9—University Preference: disregard all of page 9, items 46-48. Do not fill in.

Page 10 – Writing Sample: for doctoral applicants only; however, keep in mind that MACECE is not accepting doctoral candidates for the 2014 competition.

Page 11 – Test Scores: Here you can upload your test score reports (e.g. TOEFL, GRE, GMAT, etc.). Since the page allows the upload of just one document, we advise you to scan all your score reports into one document.

Page 12 – Additional Upload Page: You are allowed to upload any additional useful and relevant document in this page.

STEP 4: Supplemental forms

The following forms can be found by clicking on the Supplemental Forms button (no. 4) on the left-hand side of this application. Please click on each of the following links to access a PDF version of the form and print them out. These forms cannot be submitted online; you should follow the instructions on each form. Once the forms are completed you must mail them to the Fulbright Commission (MACECE) in Rabat at 7, rue d’Agadir, Rabat 10010.

a.  Letter of Reference: You must have three letters of reference (or recommendation) submitted on your behalf. We repeat: choose the people who will write your letters of recommendation carefully – they should know you well enough to give us a good characterization of your academic performance, your personality, and your values. Students will normally ask the professors they know and respect; applicants for an M.B.A. must have one of the three letters of recommendation from an employer. It is preferred that the letters are written in English since the letters of selected candidates will eventually go forward to universities in the United States.

Your recommenders have two ways in which they can submit their letters:

1.  You can print out the Letter of Reference form and forward it to your recommenders, who will then complete the forms and mail to MACECE to the address above, or

2.  Your recommenders can complete the forms online and submit them electronically. If you plan to do so, please click on the "Continue Recommendations" button down on the right.

b.  Report on Proficiency in English: No need to submit this. Do not fill it in.

c.  Transcript Release Form (from U.S. institutions): If you have previously attended an American university or college, you need to have that institution send your transcript to the Commission.

d.  Signature Form: Please complete and sign this form.

STEP 5: Application inspector

Before you can submit your application electronically, your application will be reviewed for completeness. If there is missing data, you will be prompted to correct.

STEP 6: Review and print your application

Review a PDF version of your application and print a copy for your records.

STEP 7: Submit your application

After completing this application and thoroughly reviewing it, you will submit it electronically to the Fulbright Program Office in your country of citizenship.

It is very important that you have answered the following questions correctly:

Question 1--Citizenship: Make sure that you identified the Fulbright Program country to which you are applying.

Question 2--Program: Make sure that you identified Fulbright Foreign Student as the award program to which you are applying.
