PROPOSED MANSFIELD DISTRICT COUNCIL
CIVIL ENFORCEMENT OFF-STREET PARKING PLACES (Amendment No 1) ORDER 2017

Mansfield District Council (“the Council”) intends to make the above Order (“the Proposed Order”) under powers contained in the Road Traffic Regulation Act 1984 as amended and the Traffic Management Act 2004 as amended and all other enabling powers.

The Proposed Order relates to existing off-street parking places provided by the Council at the locations listed in theSchedulehereto and is intended to come into operation on 17 May 2017(or as soon as possible thereafter)

The effect of the Proposed Order will be to allow for a 30 minute short stay period at the Mansfield Railway Station and to remove the exemption for Disabled Person’s Badge holders in Clumber Street car park.

The current parking charges are set out in the Schedule hereto. The Council does not intend increasing the parking charges under the current proposals. The penalty charges payable for parking contraventionsin accordance with the Civil Enforcement of Parking Contraventions (England) General Regulations 2007 (“the 2007 Regulations”) will remain as existing, as set out below.

Proposed Penalty Charges (as existing)
£70 (£35 where paid within 14 days; £105 if paid after service of charge certificate) / For contraventions relating to parking in loading areas, designated disabled person’s bay, a restricted area, a permit bay or a bay not designated for that class of vehicle; and for using a vehicle in connection with the sale of goods or services, or causing an obstruction.
£50 (£25 where paid within 14 days; £75 if paid after service of charge certificate) / For parking without paying the parking charge, for longer than the maximum period allowed, after the expiry of the paid for time, without displaying a valid pay and display ticket or parking clock, parking beyond the bay markings, return within 2 hours, parking when parking place is closed, parking for a purpose other than that permitted, parking with engine running where prohibited.

The Proposed Order will not revoke the Mansfield DistrictCouncil (Civil Enforcement Off-Street Parking Places) Order 2015.

Documents giving more detailed particulars of the proposed Order are available for inspection at Civic Centre, Chesterfield Road South, Mansfield, Notts, NG19 7BHand Clumber House, 7 Clumber Street, Mansfield, Notts, NG18 1NU, between the hours of 10am and 4pm Monday to Friday. Any person may object or make representations relating to the making of the proposed Order by 3 May 2017. Objections and representations must be made in writing, stating the grounds on which they are made and must be sent to the Director of Economic Growth, Mansfield District Council, Civic Centre, Chesterfield Road South, Mansfield, Nottingham, NG19 7BH.
