Attached is the 2005 Budget for BVHOA, Inc.
At the request of your Board of Directors, this information/update letter has been sent to all BVHOA, Inc. homeowners.
Board of Directors meetings are held the second Tuesday of the following months, February, April, June, August, October (Annual Meeting), November and December 2005. They are held at 7:00 PM at:

Homeowners’ attendance at Board of Directors meetings is strongly encouraged. Each meeting covers issues that directly affect homeowners and your Board appreciates suggestions and feedback from homeowners.

2004 saw again more improvements for BloomingdaleVillage.
As property values in Florida and HillsboroughCounty have soared, BloomingdaleVillage has also benefited from the increase in property values.
March 2004 -BloomingdaleVillage was again awarded a Mini-Grant from HillsboroughCounty in the amount of $2500.00. The contractor provided by the county was Brandon Irrigation. This project changed the prior irrigation system at the entrance to a Low-Volume Drip Irrigation System. The Rain Bird Control Panel was also replaced for which the association paid $155.00. With the new irrigation system there are three (3) stations; two (2) sprinklers maintain lawn/shrub and the flower beds are maintained independently by the low volume drip system. This allows daily watering of the flowerbed and operation of the sprinklers on the designated watering day which is in accordance with HillsboroughCounty watering restrictions.
April 2004, our subdivision’s entrance lighting was redesigned. The new lighting system now allows the walls as well as the entrance sign to be lighted and are on photo cells. Additionally, GFI outlets with photo cells were installed for Christmas lights. The contractor/cost,S & S Electric Co.- $4,100.46. Prior to the replacement of our lights, they were either on all day or completely out. Since then there has been a decrease in the property TECO bill!
During the hurricane season, our community did weather the storms, but not without some damage. Several trees were down in our common areas and clean-up of the entrance and common areas was necessary. The contractor/cost, Coss Tree Service - $1,125.00.
October 2004 new landscaping was added. The request was for low maintenance and drought tolerant plants which the nursery chose for us. There are well over 190 plants that were planted; we received over $1200.00 worth of additional plants over our original estimate at no additional cost to us. The contractor/cost, Bloomingdale Growers- $1,461.00.
October 2004, documents and records were received from SWFMD (Southwest Florida Water Management District) approving the “Statement of Completion and Request for Transfer to Operation Entity” for BloomingdaleVillage. SWFMD originally received documents for this community February 13, 1997.
A donationof $150.00 for CARE Foundation program was given to Coldwell Banker. Coldwell Banker has allowed BloomingdaleVillage to hold our monthly meetings in their office at no cost over the past year, also providing refreshments. Again they will allow BVHOA, Inc. to hold our 2005 meetings there.
December 2004 – the entrance wall and sidewalk were pressure washed; the contractor/cost, Specialty Pressure Washing Service - $225.00.
The broken lock of the Community Bulletin Board at the pond was replaced, contractor/cost, Corinthians Group - $43.62.
Ten strands of Christmas lights were purchased to add to our existing Christmas decorations at a cost of $16.80. Additional costs were incurred when “Santa Claus” came to visit BloomingdaleVillage. There were refreshments, photos and fun for all. Poinsettias were purchased along with hot chocolate; candy canes and balloons were handed out on Saturday, December 18, 2004 at the pond. The total cost was $163.89.
There was a great turn out!
Each homeowner’s address (excluding Board members) was placed in a fish bowl; Santa pulled eight (8) addresses and the plants were delivered to the following homes after the party.

Thanks to a great number of residents and their families who generously donated their time to help with the decorations at the front entrance, assisted with Santa’s visit and provided a night of Christmas caroling for our residents.

BloomingdaleVillage has operated within its budget over the past several yearsand is continuing to do so. The association’s operating expense is estimated @ $1,250.00 monthly.
In November 2004, our management company, Kings Realty and Property Management, advised us of an increase in the monthly fee from $341.00 + postage per month to about $400.00 + postage per month beginning in February 2005. Thus far, no other contractor has advised of any increase, although we have allowed for that contingency in our budget.
Your homeowners’ assessment fees are $250.00 annually.
These fees are due semi-annually on March 1 and September 1 of each year in the amount of $125.00 per payment, however, the full amount of $250.00 may be paid on March 1 at homeowners’ discretion. Statements are mailed out prior to the due date. Payments must be made directly to the management company with checks made out to BVHOA, Inc. Payments can be mailed or deposited in the mail slot at the management company; online banking can be set up with your banking institution and they will have to send the check to the management company. Your name and the address of the home must be on the check. Payments received after the 15th day of the month in which they are due, will be assessed a late fee in the amount of $25.00 for which you will be responsible. Not paying your assessments on time also adds additional charges of interest to you and postage which must be paid by the association. The purpose of your homeowners’ assessment is the upkeep of the community. In order to keep our community beautiful, it is each homeowner’s obligation to pay their assessments in a timely manner.
The association, management company and our attorney will pursue all delinquent accounts!
The entrance, pond and fence areas are the community’s common areas and are to be enjoyed by all! Several complaints have been received regarding trash being left at the pond and pets being walked around the pond and common areas. These areas are not intended to be dumpsites. When walking pets in and around these areas, they must be leashed and you must pick up after them. These rules also apply to homeowner’s yards. Those that are not fenced have reported finding litter in their yards. Homeowners must maintain their yards and our assessment dollars are used to maintain the common areas. Pets should not be roaming the community.
LEASHING AND PICKING UP AFTER YOUR PETS IS THE LAW!
The geese and ducks that enjoy the pond are pretty to look at. They can also be dangerous. Remember that they are wild animals and if you feed them and Stop, they become aggressive. Please refrain from feeding any wild animal. Recently, a goose was left in the street badly injured by a vehicle.
Please be aware that the Posted Speed Limit inside BloomingdaleVillage is 25 MPH.Children are out playing, riding bikes skating or just enjoying our weather as are adult residents and guests.
Parents should convey safety rules to children while outside playing..
It’s important that you report speeding, vandalism, burglary or other violations of the law to the Hillsborough County Sheriff’s Dept. @ 813-247-8555 for a non-emergency and 911 for an emergency.
Homeowners can call and report the following problems:
- Street lights out 813-223-0800 You must provide the pole number located on the street light pole.
- Street signs down/missing 813-744-5670 You must provide the street name and/or cross street
Check your Brandon Directory Blue Section for additional services and numbers.
Please communicate with your children the importance of respecting other residents’ property by not trespassing both inside and outside of BloomingdaleVillage.
The driving of ATVs (all terrain vehicles) and/or motorized cycles/scooters is prohibited on public streets. The Hillsborough County Sheriff’s Dept. states that this is a finable offense for both child and/or parents. These vehicles are PROHIBITED on any common areas of BloomingdaleVillage!
Turning into or out of BloomingdaleVillage at Bryan Road is difficult, if not dangerous. Vehicles are required to park at least 25 feet from the STOP sign and all fire hydrants. Parking continues to be a problem in the community. Driving is difficult in certain sections of the community. Imagine if an emergency vehicle needed to access the community.
Residents and their guests should refrain from parking any type of vehicle, boat or trailer on any common area grass. These areas are being maintained and/or have sprinkler heads that can be damaged. This also applies to parking of vehicles on the grass curb near mailboxes. Parking at the pond, in front of water-station, is prohibited; there is a No-Parking sign posted by the county.
Residents and their lawn care services should refrain from from blowing or sweeping grass clippings and trash into the sewer or Lake area. This, along with debris, only empties into the pond by way of the easement/sewer drains. The pond is treated monthly.
HillsboroughCounty lawn watering restrictions of one day per week* are still in effect until May 2005.
Watering is not permitted between the hours of 8:00 AM and 6:00 PM. Check with BOCC or look on your monthly statement for YOUR watering day.
The County conducts drive through inspections to check on watering.
*Check your water bill for water restrictions and changes as they occur.
Trash pick-up days for BloomingdaleVillage are:
MONDAY (plus yard waste)
THURSDAY (plus recycling items to be placed in specific recycling
Containers provided by the County)
Placing or leaving trash out all day along with yard waste or recyclables makes for an unsightly neighborhood. Please wait until the evening before or the morning of trash pick up day to place your trash at the curb. Also, putting trash and recycling containers back to an appropriate place would be appreciated by all.
- During the Florida winters, maintaining one’s property is still important. Won’t you, as homeowners in BloomingdaleVillage, take the time and look around your home to see what can be done?
- Treatment of lawns, landscaping and/or garden areas
- Lawn edging and weeding
- Replacing sod and/or landscaping
- Grass/Weeds growing in between sidewalks, driveways and curbs
- Removing mildew and dirt from homes’ exterior and property
Mailboxes in the community were designed to provide a uniform appearancewhich remains consistent and are an extension of our homes. Along with our homes and property, the mailboxes are required to be maintained. Each mailbox is equipped with two (2) light bulbs making the address numbers visible at night, which is an important feature, especially in an emergency or for pizza deliveries. Check house numbers to be sure none are missing or out of place. Light bulbs for your mailbox may be purchased at home improvement centers for about $4.99 each. Clean the mailbox with a mild household cleaner to remove dirt and mildew and use car polish on the green mailbox to prevent weathering and rusting. Damaged or worn out mailboxes can be replaced with government approved green mailboxes at any home improvement center or discount store. A fresh coat of white paint on the post will add to the beauty of our neighborhood.

The management company may be able to assist homeowners with minor repairs through their maintenance company.
All costs related to any of the above services will be at the homeowner’s expense.

New projects for BloomingdaleVillage can only be achieved when assessments are paid on time decreasing the costs of postage for late notices, certified mail and attorney’s fees.
This year we will focus on adding a fountain to the pond and improving the area around it. By attending the next and future Board meetings your input and, perhaps, cooperation can make a more beautiful pond area a reality!
The Association would like to thank the residents acknowledging the work being done in the community.
Kings Realty and Property Management conducts bi-weekly drive through inspections of individual properties throughout the community, in an effort to inform property owners of any covenant violations. Letters will be sent advising homeowners of violations and allowing a thirty (30) day period in which to make corrections.
Complaints from property owners must be submitted in writing regarding violations. This may be accomplished via the US Postal Service, Fax or Email. The written complaints must contain your name and address, the address of the property in alleged violation and the alleged violation. Your name will NOT be listed on the violation letter issued, however, your written complaint will be kept on file as evidence that a legitimate complaint has been received, should any future litigation appear against the Association and/or Kings Realty and Property Management.
Common areas in the community requiring maintenance will, from time to time, require contractors to access homeowner’s property.
Home improvement projects require a variance (alteration application.) Please review the Declaration of Protective Covenants (page 13, Article VII) and guidelines. Applications may be obtained from the management company and are submitted to the ARC, Board or management company.
We appreciate everyone’s consideration and understanding of the purpose of enforcing Protective Covenants , which were agreed to by all property owners at the time of purchase.
Variance applications, questions and complaints are directed to Kings Realty and Property Management.
The association and duties of the Board are to maintain and enhance the community’s property values.
The purpose and responsibility of the management company is to carry them through.
Maintaining a strong Association and compliance with the covenants helps everyone’s property value remain at the highest level. This can only be achieved with the cooperation of ALL homeowners. Thank you for supporting your Association.
