Annual Meeting Jan 21-22.
Almost 180 people attended the joint meeting of our Association, the Custom Forage Harvesters and the Wisconsin Forage Council in Appleton. Russ Robaidek was elected to a 2 year term as the NE Regional representative, Donny Mengel was appointed to serve as the Central Regional representative until an active hauler could be found, and Ernie Sundstrum was elected to a 3 year at-large position.

As of this writing, more than 40% of Wisconsin’s commercial manure applicators have joined the association within the first 7 months. Full members are active haulers, Associate members are support industry/farmers/others.

Regulatory Update:
DATCP and DNR Revised Rules
After 3 revisions and five years work, the revised DNR and DATCP rules have been approved by the proper boards and sent to the legislature for an up or down vote (no changes or amendments allowed). The revised rules will affect all cash grain and livestock farmers in Wisconsin. In brief, here’s what you need to know:
Manure spread within 300 feet upslope of a stream or 1000 feet upslope of a lake must be incorporated or injected.
Winter spreading is not prohibited.
No overflowing manure storage structures.
Lawns/turf >3 acres must have and follow a nutrient management plan.
Nutrient Management Plans
All farms located in 303d impaired watersheds, designated Outstanding Resource Waters or Wellhead Protection zones must have a nutrient management plan and soil erosion reduction (conservation plan) in place by January 1, 2005.
All other farms must have both by January 1, 2008.
BUT --
Existing farms can not be forced to have Nutrient Management plans unless the state provides at least 70% cost sharing
Farms that grow by 20% or more, or significantly change crop rotation (i.e. eliminate alfalfa) or new operations are required to implement plans within 12 months of the expansion. This applies even if no cost sharing is available.

Association involved in Road, Weight Limit issues at State Level
At the suggestion of Dept of Ag, Trade and Consumer Protection Secretary Jim Harsdorf, President-Elect Dana Cook has been working closely with the Professional Dairy Producers of Wisconsin (PDPW) to formulate a plan to address road weight limit and ag wage/overtime issues. Survey Enclosed
At the annual meeting, the board requested a survey of the members and non-members to see their interest level in environmental spill insurance and the joint meeting format. The survey and a self-addressed return envelope are enclosed. Since it is critical that we have accurate information, please DO NOT put your name on the survey. Individual results will be kept confidential. Accurate information will also help prove the critical role you play in nutrient management in Wisconsin (our current estimates are that the 80 haulers in the state apply 40% of the 12 Billion gallons of dairy manure produced annually.
We’d like to have as many results as possible by the next board meeting on March 19.
