2018REPORT OF THE ESTATES & RECREATION COMMITTEE MEETING HELD ON 8TH APRIL 2015

Proposed by Cllr C Radford & seconded by Cllr J Lennie.

RESOLVED to add Cllr C Popley’s name to apologies for absence for the above meeting.

1981, 1977a) Nature Reserve It was reported that CCTV cameras will be installed at the Nature Reserve on Friday 1st May 2015.

1982b) Deborah Cornes – Swimming Pool Refurbishment RESOLVED to make a contribution of £20412 (out of S106 monies) to the refurbishment project of the Swimming Pool.

1982f) Little Haw Lane Playing Fields The Clerk reported that she was waiting for a reply from Ingles FC as to their future use of Little Haw Lane

1982c) Request for play equipment Conway Drive/Sandringham Rise The Clerk advised the meeting that there is a balance of £50377.22 in the play equipment and repairs budget for 2015/16.

RESOLVED that the Clerk obtains quotations for additional play equipment for younger children. Due to the close proximity to residential properties and the location of the water main, restrictions would apply to the type of equipment that would be permitted.

1982g) Luke Dixon – Parkour A site meeting with Luke Dixon had been held at Oakley Road to establish suitable location to site Parkour. In the meantime, Luke Dixon is having meetings with the schools with a view to establishing a Parkour Club to enable them to obtain grants.

2019REPORT OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING HELD ON 15TH APRIL 2015

2031, 2019 Oxley CP School – Dog Fouling, response from CBC RESOLVED to table for information the reply from CBC advising that it is a criminal offence to not clean up after your dog. There are some changes to the Dog Control Order, they will be called Public Spaces Protection Orders but they are the same principal as the existing dog control orders.

The articles in the Press recently have been around educating people to carry bags so they do not commit the offence of not clearing up after their dog but there is no change to the legislation to make it an offence to not carry a bag.

The Clerk reported that replacement signs have been erected around the playing fields at Little Haw Lane.

2035 2014/1440/02/UU/EMP Biffa Waste Services It was reported that this does not have any additional implications for Shepshed.

2035 Core Strategy Action Group The Chairman reported that a meeting with Hathern Parish Council, CERDA, Shepshed Town Council & GPCPG has been arranged for Thursday 30th April to discuss the amendments to the Core Strategy.

Cllr C Popley & J Tassell were thanked for their attendance as Town Council representatives.

The report was confirmed and adopted.

2020PLANNING APPLICATIONS RECEIVED

RESOLVED to forward comment to CBC’s Planning Department as detailed below:-

P/15/0627/2 Construction of two storey extension and associated work AT 54 Countrymans Way – No comment

P/15/0670/2 Site for the erection of up to 33 dwellings following demolition of 62 Iveshead Road (revised scheme P/14/0777/2 refers) AT Land to r/o 62 Iveshead Road –The proposed location of the SUDS is of concern as this is not at the lowest point of the site. This development would not be sustainable due to the distance from local amenities.

The drains will not cope with run-off water, as there is already a problem with the drains not being substantial enough, therefore, any additional runoff water will only exacerbate the existing problem.

There is only one access into the site, therefore, a request is made for an alternative emergency services access (in additional to the existing access).

Any affordable housing needs to be of a decent standard to accommodate families, definitely no flats.

Shepshed Direction of Growth has been deleted from the Core Strategy as the Inspector ruled that Shepshed already has adequate housing for the next 5 years, therefore, this development should be refused.

STC believe this to be good quality agricultural land.

The planning application for 103 houses has already been refused on the grounds of it being unsustainable, therefore, this should apply to this application

Iveshead is a SSSI site and, therefore, this development would have a negative impact on the landscape, character and visual amenity. Morley Quarry is classed as an area of natural beauty.

A representative from Shepshed Town Council wishes to speak at the Planning Committee when this application is discussed.

Shepshed Town Council wishes to be consulted on any S106 contributions which may be forthcoming, should this development be given approval.

P/15/0815/2 Erection of a single storey extension to side of dwelling AT 23 Balmoral Avenue – No comment

P/15/0859/2 Works to veteran Oak tree (Tree Preservation Order) AT Tickow Lane site Anson Road – Request that this tree be closely monitored as it has a TPO applied to it.

P/15/0840/2 Replacement of 6 windows AT 34 Church Street – Request that any replacement windows should be in keeping with the existing design as this is a Grade II Listed Building in a Conservation area.

P/15/0828/2 Installation of 2 internally illuminated fascia signs AT Kenway House Brook Street – No comment

P/15/0551/2 Installation of roller shutter to front of building AT Unit 30 Gelders Hall Road – No comment

P/15/0678/2 Conversion of first floor living accommodation above shop to create three residential units AT 42 Brook Street – Express concern at the minimum floor space which appears to be allocated to each of these units.

2021CHAIRMAN’S REPORT

a) Charnwood Road Post Office RESOLVED to wholeheartedly support the proposed move to new premises and branch modernisation to Shepshed General Store at 52 – 54 Charnwood Road

b) War Memorial – Additional Names It was RESOLVED to accept the quotation of £90.41 to purchase a plaque for the War Memorial to include two additional names W Davies & GA Thurman.

c) Letter from Mrs Lynda Needham (Chairman of GPCPG) The Clerk read out the above letter which stated “The Garendon Park & Countryside Protection Group (GPCPG) appreciate all the support that Shepshed Town Council has given over many years and especially more recently”.

This letter of support and appreciation was welcomed by those present.

Cllr C Radford read out a statement to a recent article in the Echo in order to clarify the article from her point of view:-

Cllr Radford indicated that she was not happy about the amount of housing which had already been granted planning permission, but was happy that the Inspector said no more, enough was enough. Garendon, part of which is within the Parish of Shepshed, is a totally different planning area and Cllr Radford was taking it further regarding the Inspectors comments regarding altering the boundaries.

As far as the infrastructure around Shepshed is concerned,Councillors are continually asking for this to be taken into account as well as looking at another Primary School.

Shepshed Town Councillors have had meetings with developers, in order to ascertain what was being proposed and also to advise what we as a Council would like under S106 if the application was approved. STC have always made it clear to the developers that we would oppose any development anywhere in Shepshed.

Cllr Radford and the other Borough Councillors have spoken at the Plans Committees and Appeals and the Chairman, on behalf of the Town Council, has spoken at every Appeal and at the Core Strategy.

Cllr Radford reiterated that she had never received a payment from any developer to approve a planning application and she did not believe that any other Councillor, from any other party had. In fact, the Council have spoken against a development that had been submitted by a fellow Conservative Councillor.

Several Members spoke in support of Cllr Radford’s statement as they expressed their disquiet and concern at being accused, through social media, of receiving under handed payment from developers.

It was made clear at the meeting that Shepshed Town Councillors are all voluntary and do not receive any payment, not even for attendance at meetings.
