dloHaiti is a for-profit venture providing safe drinking water to Haitian consumers in underserved areas in Haiti. Potable water in our target markets is mostly provided through a business model where water is purified centrally and delivered by trucks to customers, often with water storage kiosks as an intermediary. This is inefficient, costly, and a poor model for serving peri-urban and rural areas.

dloHaiti seeks to improve this business model in Haiti, lowering costs, improving water quality, and delivering services that increase convenience and access. Initial target markets are under-served communities where customers pay high prices for drinking water due to poor or uneconomical access by water trucks.

Job Responsibilities and Selection Criteria

The Water Quality Manager will be responsible for all technical aspects of water quality and other water-related elements of the project. This is a managerial position; the Water Quality Manager is therefore expected to lead and train staff under his/her supervision. However, because dloHaiti is a start-up company, it is understood that S/He will have to accomplish many of the routine tasks themselves both in the beginning and on an ongoing basis to ensure key deliverables are accomplished.

The Water Quality Manager is expected to proactively assess potential problems, risks, and opportunities related to the goal of ensuring consistent availability of water that meets the organization’s quality, taste and volume requirements. Drawing on this, the Water Quality Manager must be able to both create and execute against a strategy and plan.

The water-related aspects of the project that are under the responsibility of the Water Quality Manager include design and/or redesign installation of water treatment system, the borehole and its pump, the water treatment unit, water storage tanks and containers, gray water evacuation system, black water and toilet, and drainage systems. As the project evolves, the Water Quality Manager may also be expected to review components of the water system and suggest alternative solutions. The Water Manager will be responsible for water quality monitoring, and preservation during water storage and distribution. S/He will ensure that all water production related equipment is maintained properly and present in sufficient quantity. Kiosk staff safety as it pertains to water production activities is also part of the Water Quality Manager’s responsibilities.

Although the specific tasks will be detailed in Standard Operating Procedures (SOPs), the Water Quality Manager will be responsible for ensuring proper audits and change controls are in place related to these SOPs. The Water Quality Manager will also be responsible for creating new SOPs as the business evolves. As a key member of the Management Team, the Water Quality Manager will need to diagnose potential problems early on, preferably before they occur, and maintain an open and transparent communication with dloHaiti’s CEO, to whom (s)he will report.

Specific Tasks

The following tasks detail the responsibilities of dloHaiti’s Water Quality Manager, whether done by him/herself, or by staff under his/her responsibility:

·  Work with the dloHaiti Operations and Technical teams to ensure consistent availability of water that meets the organization’s quality, taste and volume requirements.

·  Manage and develop a budget for consistently providing water that meets dloHaiti’s quality, taste and volume requirements. This budget includes staffing, water treatment equipment, on-site testing equipment and tools, external laboratory testing, and other water quality related programs.

·  Acts as a point of escalation for the dloHaiti technical team on water quality related issues, whether assisting in trouble shooting or proposing new technical solutions.

·  Ensures the appropriate SOPs are in place, monitors their practice, and leads the process of implementing changes to these processes.

·  Ensures appropriate staffing and audits are in place for kiosk deployments and regions.

·  Ensure that the water quality team, including kiosk staff, has access to the necessary material and equipment to fulfill their duties, and that the material is maintained properly. Contribute to the inventory efforts as needed.

·  Ensure that personal protection equipment is available as may be needed for the water production related activities, and that kiosk staff know how to use it.

·  To the extent possible, detect problems early and preferably before they occur, and maintain an open and transparent communication with his/her supervisor, i.e., dloHaiti’s CEO.

Job Requirements

The Water Quality Manager should have the following qualifications and experience:

·  A Master’s degree, or a Bachelor degree with relevant experience, in water treatment related fields. Training and experience in water treatment and distribution, water quality including monitoring, and hygiene is required.

·  Computer skills, including Microsoft Office (Word, Excel, PowerPoint).

·  Proficient in English or French; knowledge of Haitian Creole is preferred.

Terms of the Position

The Water Quality Manager will be based in Port-au-Prince, Haiti, and it is expected that all applicants are willing to live in Haiti for at least one (1) years. Travel to other parts of the country will be required. The normal work week will be 40 hours, Monday through Friday from 8:00 to 17:00 (5 pm) each day, and candidates are expected to be available during that time period.

Evaluations will be conducted after 3 and 6 months of employment to determine whether the candidate is eligible to continue or not. The position may be renewed following the two-year contract.
