Trauma Informed Services Discussion
Fred Strieder, University of Maryland School of Social Work and Elizabeth Thompson, Assistant Vice-President, Director of the Family Center at Kennedy Krieger Institute gave a presentation on Child and Family Trauma. The presentation reviewed:

Impact of Trauma on Child and Family
National Child Traumatic Stress Network
Trauma Informed Organizational Practice
Trauma Interventions
Secondary Traumatic Stress and the Workforce

Nicole Palmore from the Institute for Innovation and Implementation presented “The Development of Trauma Informed Systems of Care in Child Welfare, ‘Seeing through a Trauma Lens’, A National Glance”. The findings reviewed:
· What it means to be a “trauma – informed state”
· The impact on policy, procedures and outcomes
· other states pioneering work with trauma-informed systems of care
The paper is also attached as part of the minutes.
As the group digests and reviews the information, the Providers Advisory Council trauma informed workgroup is review the services available in Maryland, what is happening around trauma informed services in Maryland? What are local departments of social services doing? DHR will review the policy. Workgroup to synthesize information, determine if all organizations have similar instrument to measure trauma, how would that change awareness and consciousness?
Office Licensing and Monitoring
Budgets
Letters were distributed to providers that budgets are due to OLM January 15, 2013. If there is a change in staffing, submit the changes.
Doc Vault Electronic Documents
MARFY is proposing legislation to allow private sector to develop an “electronic vault” for the storing of electronic documents. DHR will review proposed legislation (COMAR is silent on this issue). Private sector would not be required to use a specific vendor. Demonstrations are available for the Doc Vault vendor, contact Shelley Tinney.
New Business
Alternative Response, Community Forum for the Western Region is January 17th. A Community Forum will be held in each of the 5 regions. Each Jurisdiction is to review resources available for Alternative Response and work collaboratively with the community. The next Community Forum for Central MD will be scheduled sometime in April.
Legislation – 2 bills sponsored by DHR
1. Voluntary Placement – to make into law the current policy that a foster child may return to foster care (in the aftercare program) until age 21 years.
2. Substance Exposed Newborn – Standardize the practice of reporting substance exposed newborns so that DHR may provide care.
