CountyCllr Bauer reported that road gritting throughout the area had generally been well done but considerable damage to road surfaces required urgent attention from the Potholes Reaction Team. Repair cost so far estimated at some £2m.
Consolidation of 5 Fire Brigades was progressing with a £180m Regional Control Centre being set up at Castle Donnington.
Anglian Water is being heavily criticised for sewage overflow problems in Billinghay.
British Sugar Lorries have been speeding at night through Ruskington. Any similar instances in Scopwick & Kirkby Green locality should be reported to the police and District Councillor.

Investigation is continuing to determine if a site suitable for allotments can be found.
No response has been received concerning control through the Parish of vehicles carrying waste when the approved composting facility at Longwood Quarry is operational. / JK

The member Services Officer at North Kesteven DC has circulated all Parishes reminding Councillors that it is their responsibility to maintain the Register of Interest to avoid breaching Code of Conduct requirements.
Lincolnshire CC has decreed that yellow footpath lights will in future be replaced with white lights when failure occurs.
The North Kesteven Monitoring Report for 2008-9 can be accessed on and searching ‘AMR’. It contains a wealth of information and statistics about the local area.

It was proposed seconded and resolved that the current Clerk, J Kennard, be added to the list of approved signatories for financial transactions normally carried out by cheque. A formal application to the Cooperative Bank to this effect will be submitted.
It was proposed seconded and resolved to amend the Financial Regulations to allow access to the Cooperative Bank Account via Internet Banking. A formal request will be submitted to the Cooperative Bank to provide that facility. Only the Parish Clerk will have on line access to the account. No transaction other than access to the Statements of Account will be allowed without formal approval of two authorised signatories (other than the Clerk) from the Parish Council. / JK

A quotation from the only viable local source was opened at the Meeting. It was proposed, seconded, and resolved that the quotation be accepted and a letter confirming the work to open up the Village Meadow should be sent to the contractor. Work must commence no later than end February.
The Parish Council have investigated what action would be necessary to reduce the height and make safe the black poplar tree overhanging Brookside. Until ownership of the bank on which the tree stands can be ascertained no further action can be taken.
The Playing Field Report dated 17 January 2010 was reviewed:
All equipment is in good order
There is evidence of moped occasionally entering field and riding to junior area.
Bark level is low in toddler area
Debris left during fence repair is now clear. / JK

It was proposed, seconded, and resolved to contribute £440 to the PCC toward the cost of replacing the cemetery boundary fence. / DN

PC Daniels has identified no major issues in the Parish since the last PC Meeting. He is available to attend any Parish Meeting when requested.
Martin Dickie at Police Headquarters in Nettleham has offered to address a Parish Meeting on the subject of Neighbourhood Watch when requested.

The next Parish Council Meeting will be held on Wednesday 31 March 2010.
