MINUTES OF A REGULAR MEETING

March 23, 2010

The meeting was called to order at 5:30 p.m. by Mayor Vaun D. Ryan.

A roll call was taken which showed council members Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum present. Mayor Ryan stated that the meeting was a regularly called meeting and that notice of the time, place and agenda of the meeting had been provided to the local news media and to each member of the governing body.

Others present included Acting City Manager Justin Johnson, City Recorder Carolyn Wilcken, Jean Liddell, Roger Eschler, Justin Johnson, Andre Salvail, Tessa McClure, Jaden Libberton, Anthony Asay, Justin Asay, Billy Stewart, Gary Stewart, Mr. Tenney, and Mrs. Tenney.

Opening prayer was given by Justin Johnson.

MINUTES

A motion was made by Councilman Robert Yack to approve the minutes of the meeting of March 9, 2010, after revision. Motion was seconded by Councilman Lane Yack. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion was carried unanimously.

OUT-OF-CITY WATER CONNECTION REQUESTS

Tessa McClure came before Council seeking authorization to purchase a one inch out-of-city water connection located at approximately 200 East and 3000 North. Council informed her that the pressure would be lower than normal. After discussion, a motion was made by Councilman Lane Yack to approve this request with their understanding of the pressure concern. Motion seconded by Councilman Guy Coleman. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion carried unanimously.

POW MIA BALLOON LAUNCH AT CEMETERY

Mr. and Mrs. Tenney came before Council seeking support for a ceremony releasing 3,500 balloons to acknowledge soldiers missing in action and prisoners of war. This event will be held on Memorial Day.

CHARITY GOLF TOURNAMENTS - CITY TEAMS

Council discussed how many city teams will be sponsored to play in charity golf tournaments this year. After review and discussion, a motion was made by Councilman David Labrum to approve sponsoring one team per major five charity tournaments except for the CJC Tournament at which

the Police Department can enter two teams. Motion seconded by Councilman Lane Yack. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion carried unanimously.

SURPLUS VEHICLE AUCTION

Mayor Ryan explained that there are vehicles owned by the City that need to be sold at an auction. David Labrum suggested this equipment be put into the Select Equipment auction that is being held in a couple of weeks. Council concurred with this.

CITY MANAGER RESIGNATION

Mayor Ryan explained that Council had received a letter of resignation from City Manager Brad Hancock effective April 30, 2010. Brad has explained that due to his health situation, he feels he needs to resign because he doesn’t know when things will be resolved.

EXECUTIVE SESSION

A motion was made by Councilman Dave Woolstehulme to go into an executive session to discuss property matters and matters of litigation and at the end of the discussion, return back into regular session. Motion seconded by Councilman David Labrum. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion carried unanimously.

PURCHASE ORDERS

A motion was made by Councilman Dave Woolstenhulme to approve the following purchase orders. Motion seconded by Councilman Robert Yack. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion carried unanimously.

COUNCIL REPORTS

Lane Yack reported that Youth City Council had a cleanup day at the Union High parking lot.

Guy Coleman reported that the flowers for the Main Street pots are being planted.

Dave Woolstenhulme stated that the Golf Course is in the process of being prepared for this year. Dave asked that the Skate Park be locked up due to the trash that isn’t being picked up.

Robert Yack reported that a flyer regarding the cleanup will be put in the utility bills along with an ad in the newspaper. Robert stated that the Main Street sidewalks are dirty from the winter.

David Labrum didn’t have anything to report.

SOFT HIRING FREEZE

Councilman Dave Woolstenhulme made a motion to implement a soft hiring freeze for full time employees, excluding the City Manager position. Motion seconded by Councilman Robert Yack.

Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion carried unanimously.

A motion was made by Councilman Guy Coleman to adjourn the meeting. Motion seconded by Councilman Lane Yack. Those voting Aye were Lane Yack, Guy Coleman, Robert Yack, Dave Woolstenhulme, and David Labrum. Motion carried unanimously.
