Surety Day 2015 – Speaker Bios

Harry J. Wolf, Liberty Mutual Surety

Harry is a senior underwriting consultant in Syracuse, NY for Liberty Mutual Surety with 40 years of experience in the contract bond business. Starting in the home office of Seaboard Surety in 1975, he has spent his career working in New York City, Columbus, Ohio, Syracuse and Rochester, New York. Currently with Liberty Mutual surety for 10 years, in the past, Harry was the manager for Harleysville Surety from 2000-2005 and the manager for Reliance Surety from 1985 to 2000. He has worked in upstate New York since 1981. He is a NY certified Continuing Education instructor. Harry has an MBA from Capitol University in Columbus, Ohio and a BA from Manhattan College in the Bronx, NY.

Al Reeve, Reeve Brown Law

Mr. C. Allan Reeve has been in the field of construction and surety law for more than 38 years, representing contractors, subcontractors, suppliers, bonding companies, architects, engineers, and public and private owners. Mr. Reeve has extensive experience in drafting construction, construction management, architect and owners’ representative contracts; resolving construction, surety, lien law, trust fund, prevailing wage disputes; and all forms of dispute resolution, including mediation, arbitration and litigation, and is currently the Chair of the Construction and Surety Law Division of the New York State Bar Association. Mr. Reeve was previously the Chair of the Construction & Surety Practice Area in the NY statewide firm of Hiscock & Barclay. Prior to entering private practice, Mr. Reeve was in-house claims counsel for several surety companies, including Hartford, CIGNA, and Chubb where he was Assistant Vice President and National Manager of Surety Claims. He also served as surety and fidelity counsel for the American Insurance Association, a lobbying organization for the largest stock insurance companies in the US.

Thomas M. Eckert, P.E., Bonadio Construction Consultants

Prior to joining BCC, Tom was the President and CEO of MLB Construction Services, one of the top construction firms in Upstate New York. He is a Registered Professional Civil Engineer in the State of New York and held Licenses as a General Building Contractor in the States of Virginia and North Carolina.

In addition to leading MLB for over 30 years, Tom is an arbitrator for Large Complex Cases for the American Arbitration Association, the author of many articles in construction-related publications, and a much-sought-after speaker at industry conferences. Tom’s services include succession and strategic planning, grooming and training future leaders, claim preparation assistance, damage assessment, control work for surety companies and providing expert testimony for construction claims. He also provides coaching to construction company CEOs.
