  • Bill Fraser (Chair of CC) welcomed everyone and called the meeting to order at 7.05pm.

Minutes of last meeting and matters arising

  • Chair was delighted by the Public Meeting attendance last month. Wrote to Cleansing thanking the representatives for coming along and discussing matters in an open and productive way.
  • It was clear from the event that litter issues were close to residents’ hearts, and importantly, these matters would be tackled with local-led community empowerment working alongside Cleansing.
  • Ameen suggested that all minutes and agendas be posted directly to Community Council blog. This will improve traffic to site, allow for greater transparency and reach.
  • Councillor MacLeod suggested a gentle reminder to those accustomed to receiving email updates of agendas and minutes.
  • Given the small attendance and apologies today it was decided that many of the agenda points will be discussed in greater detail at the next meeting when representatives would be present.

  • Presentation on GoWell.
  • GoWell is a research initiative designed to investigate the impact of investment in housing, regeneration and neighbourhood renewal, and measures the effects on health of individuals
  • Set up by the Glasgow Centre of Population Health it is a 10-year programme surveying people in communitiesexamining a wide range of areas (housing, neighbourhood, health, money matters) during periods of housing change.
  • Purpose is to take the learning from surveys and apply at community group level and for the government to use at astrategic level.
  • Catherine hopes the community council can act as a vessel for interpreting information on the study areas, particularly the housing on St Andrews Drive.
  • She will liaise with Bill Fraser and Ameen Mohammed to develop further.
  • The Tramway will be hosting the Turner Prizegiving 2015 in December, beating other notable venues. The Community Council has taken issue with the visual appearance of the Tramway and two years back Bill Fraser developed a draft proposal to improve the state of the building and have a community led mural or artistic feature. Since then he has been working with the Area Partnership and Democratic Services to leverage this event and make it into a diary event for Pollokshields.
  • Ria Din is happy to coordinate artistic expression from Community perspective. Bill Fraser will discuss budgetary implications via Democratic Services
  • Positive responses for mural(urban painting) on side wall of Tramway overlooking Gurdwara. Vision for something long lasting and memorable.
  • Lorna McRobert will be leading for the CC to coordinate various parties.
  • Councillor Macleod described Pollokshields East train station’spoor overall state (despite a recent coat of fresh paint), poor signage. Also reference old timber merchant building directly opposite the Tramway as factors for the community council and the council to work together

Clean-up update

  • Response from community has been great. People are keen to attend monthly clean-up sessions.
  • Getting much better co-operation from Cleansing
  • Flytipping is off the scale!! It can only be tackled by a concerted effort by residents meeting on a regular basis and helping the council tackle these issues.
  • Nigel Kerr (Group Manager) was unable to make it today to give council perspective on cleansing, however,will be here at next month’s meeting. Please have necessary questions prepared for Nigel.
  • Chair encouraged everyone to register withNeighbourhood Improvement & Enforcement Service (NIES) and become an active volunteer. This would mean for each large block of housing there would be a point of contact for any form of cleansing issues. This is already active in certain parts of Pollokshields though a wider call must be made to encourage residents to come forward, participate, and work with Council services to tackle cleansing problems

Revised Proposal for Local Consultation

  • Last December CC members Bill Fraser and Niall Murphy met with MSP Nicola Sturgeon and local Councillors discussing draft LDP (City Plan 3) exclusion of Pollokshields from having a local development framework.
  • The idea of a local development plan for Pollokshields is supported by all political parties as well as the CC and heritage organisations. Objective is to include Pollokshields into a wider economic plan for the Southside. Interestingly, there are plans for all adjacent areas except for Pollokshields.
  • DRS have now recognised the need to establish Pollokshields as a key area of economic development and strategic importance. The Chair has proposed that a local consultation be carried out identifying, firstly a collection of relevant statistics relating to the neighbourhood. And secondly, a set of focus groups gauging the views (perceptions, health & wellbeing) of residents on their neighbourhood. This consultation will help launch a more detailed and rigorous Charrette process enabling us to gauge the economic benefit of Pollokshields and its inclusion in a wider local plan.
  • Niall Murphy (CC) who was unable to attend has been closely involved with the Charrette proposal and will give a summary as part of next month’s review of minutes.

Improving PCC’s web and social media presence

  • This was an agenda point from several meeting ago. There is a need for the community council to have a web presence that is up-to-date and robust in IT infrastructureif it is to improve its reach and engagement with residents.
  • To this end we have begun the initial pre-application process for gaining funding, namely a selection of quotes and a designated CC member overseeing the project. To be updated at next meeting.

Annual Admin Allowance Update

  • Angus will continue pressing on this matter for greater allowances being given to Community Council if they are really seen to be representing their areas in the presiding economic circumstances - the annual allowance has remained the same for last few decades.
