Expanded FICSA training workshops

General Service salary survey methodology for non-headquarters duty stations

Human Resources issues

FICSA is convening two simultaneous training workshops (in English and French) on General Service salary survey methodology for non-headquarters duty stations from 5 to 8 October 2009, followed by a two-day workshop on human resources issues on 9 and 10 October 2009, also in English and French. Experiences in countries such as Ghana, Thailand and Hungary have shown that the additional two-day session has been highly appreciated by the participants. It is a unique learning and sharing opportunity bringing together staff from many agencies from a variety of duty stations.

The workshops will be held under the kind auspices of the WHO/AFRO Regional Office for the Africa in Brazzaville, Congo, with the assistance of the local Staff Association and conducted by FICSA trainers/resource persons.

Training is open to staff of the UN and its specialized agencies. Participants will be enrolled in the workshop irrespective of their duty station of assignment. However, participation is intended principally for staff serving in Africa. Staff from duty stations earmarked for comprehensive salary surveys in the next few months are highly recommended to attend the workshop on GS salary survey methodology for non-hq duty stations.

Workshop programme

5 to 8 October:

GS non-hq salary survey methodology - The aim of this session is to enhance the knowledge of salary survey techniques to the maximum extent possible by providing participants with a detailed overview of the ICSC methodology in force at field duty stations, covering survey participants roles and responsibilities as well as due proceedings. Basic concepts related to the system of job evaluation and job classification will be dealt with. Within the framework of the methodology, the following phases will be analyzed: preparatory work, data collection, data analysis, construction and approval of the new salary scale. Interim adjustment procedures and special measures (inflation, devaluation and other situations) will be reviewed as well. Participation in this workshop is particularly recommended to members of the Local Salary Survey Committees (LSSC) and staff representatives.

9 and 10 October:

HR issues - This session complements the GS Salary Workshop. Its aim is to present an overview and facilitate discussions on topics such as pensions, entitlements for GS and P staff, staff/management relations, harassment at the workplace, security, contractual arrangements, administration of justice, performance evaluation, classification and basic information on staff rules and regulations and staff rights.

Participation fees

These workshops are offered free-of-charge to staff representatives from FICSA dues-paying members.[1] Other participants, including staff representatives from non-FICSA member organizations, will be charged a fee of $US 500 for the workshop on GS methodology and $US 350 for the workshop on HR issues. Should two or more participants from the same organization AND duty station wish to enroll for one or both of the sessions a reduction of $US 50 will be granted per participant/per session i.e. $US 450 instead of $US 500 and/or $US 300 instead of $US 350.

Accommodation and general information

The Workshop programmes as well as a general information note on hotel accommodation, transportation, visa requirements, etc. will be provided upon confirmation of participation and required clearances.
