5 Value Set Content Specification and Data Requests
Ted Klein submitted content from the V2 table review project which required clarification. The principles established through this process were:
· Code Systems previously considered 'international freely available' and published in HL7 documents. Request to clarify IP requirements. The specific requests were in relation to ISO
o Country Codes - is known to be freely available - this is confirmed on the ISO web site.
o Language specified in ISO/IEC 10646: 2012 (noted that this is a more recent version than the one used in HL7 publications and should be updated - request back to relevant WG for update.
o Currency
Action: Heather to contact ISO secretariat of TC215 to request clarification and HL7 HQ to see if there is an existing agreement. It has been confirmed that these code systems are included in 'for a charge' ISO publications.
· Name Type - it was agreed by the meeting that this code system is poorly structured - covers a range of incomplete semantic spaces. It was recommended that the Working Group responsible consider ISO 22220 and AS 4846 content and data elements.
· Provider Type, Provider Classification, and area of specialization. The current codes are US specific and an international source is being sought.
· Modality - The work group is to be asked to provide contact to DICOM and details of IP requirements. HTA will engage to incorporate these requirements into publications and provide guidance where necessary.
· Vaccines administered - This is not a code system, only a value set as of 2.9; do not create the old codes as an HL7 code system; remove OID in database. Ted will follow up on value set metadata with John Roberts and Rob Savage. Go over with HTA how references to PHINVADS should be in version 2 published materials. HTA see that this is a US specific problem and that the US example reference PHINVADS as required for the US. Every country has it's own specifications for vaccinations. There is no issue unless the code values are published as enumerations which they should not be.
