Shared Governance Referendum Resolution
Whereas: There has been much controversy among some students over the structure of student shared governance at UWSP in the last couple years and most of this controversy has centered on power, influence and money,
Whereas: The document that delineates the current student shared governance structure is entitled, “STUDENT INVOLVEMENT IN ALLOCABLE AND NON-ALLOCABLE DECISION MAKING AT UW-STEVENS POINT, ”and was originally drafted in October 1989 and resubmitted to UW-System in April 2007 and then in October 2009 when the Dining Advisory Board was added to campus.
Whereas: There is a difference between allocable and non allocable segregated fees on the UWSP campus and the current student shared governance structure allows students on separate shared governance groups to have either direct oversight of allocable segregated fees (Allocable fees are handled through the Student Government Association (SGA) Finance Committee), or have an advisory role in policies and non allocable segregated fees (University Centers Advisory and Policy Board (UCAPB), Dining Advisory Board (DAB), and Student Health Advisory Council (SHAC), or have oversight for the auxiliary user fees, services and policies (Residence Hall Association (RHA)).
Whereas: This topic is very complex and needs a major educational push by all the student shared governance groups in order for the average, not heavily involved, UWSP students to become informed about all the issues surrounding the student shared governance structure at UWSP.
Therefore be it resolved: The UWSP campus will have a spring referendum to decide if the current student shared governance structure is still wanted by the student body or if a change to the structure is desired.
Therefore be it resolved: The spring referendum will be held in conjunction with the SGA Presidential elections and the referendum question needs to be vetted through all student shared governance groups and approved by all of them by Friday, February 18, 2011 for it to be added to the ballot.
Be it finally resolved: Once this referendum is completed, we affirm that the only way the student shared governance structure at UWSP will be changed in the future is through a piece of legislation being vetted and passed by all the student shared governance bodies on campus at that time.
