The Hart County Board of Commissioners met October 13, 2015 at 5:30 p.m. at the Hart County Administrative & Emergency Services Center.

Chairman Jimmy Carey presided with Commissioners R C Oglesby, Frankie Teasley and Ricky Carter in attendance. Commissioner Joey Dorsey was out of town on a business trip.

Prayer was offered by Tom Hardigree.

Everyone stood in observance of the Pledge of Allegiance.

Chairman Carey called the meeting to order.

Chairman Carey welcomed those in attendance.

  1. Approve Agenda

Commissioner Oglesby moved to approve the meeting agenda. Commissioner Teasley provided a second to the motion. The motion carried 4-0.

  1. Approve Minutes of Previous Meeting(s)

Commissioner Oglesby moved to approve the minutes of the September 22 and September 29, 2015 meetings. Chairman Carey provided a second to the motion. The motion carried 4-0.

  1. Reports By Constitutional Officers & Department Heads

·  Superior Court Temp Help Request

Judge Hodges explained that the secretary is out on medical leave and he is in need of hiring someone on a temporary basis for approximately ninety days. He requested funding a temporary secretarial position @ $10.25 per hour, four days per week for ninety days.

Commissioner Oglesby moved to fund the temporary position @$10.25 per hour and invoice the other counties in the circuit for their portion. Commissioner Teasley provided a second to the motion. The motion carried 4-0.

  1. County Administrator’s Report

County Administrator Jon Caime is out of town for personal issues.

  1. Chairman’s Report

Chairman Carey commented on parking issues around the square during court.

  1. Commissioners’ Reports

Commissioner Oglesby reported that he recently attended the ACCG conference in Jekyll Island; prayers for Administrator Caime’ s family; and an accident occurred at the stop at Liberty Hill/Liberty Hill Church Roads.

Commissioner Oglesby moved to install rumble strips immediately at the intersection of Liberty Hill/Liberty Hill Church Roads. Commissioner Carter provided a second to the motion.

Carolyn Mullenix and Alton Craft spoke on behalf of a need for safety measures at the intersection.

Commissioner Carter reported vegetation is been cleared near the intersection.

Chairman Carey called for the vote. The motion carried 4-0.

Commissioner Teasley commended public works employees for their efforts during the cleanup from storm damage. He reported that Commissioner Carter and he attended a presentation in regards to Avian flu.

Commissioner Carter stated the Department of Agriculture hosted the Avian flu presentation and will be coming to Hart County to make a presentation.

Commissioner Dorsey was out of town on a business trip.

  1. Old Business

a) Recreation Basketball Uniforms Bid Opening

Commissioner Oglesby moved to defer the bids to County Administrator Caime and Recreation Director Owens for review and recommendation. Commissioner Carter provided a second to the motion. The motion carried 4-0.

b) DDA Request for Christmas Tree Lighting Event Funding

No action was taken.

c) Acceptance of HWTF Grant

Commissioner Oglesby moved to adopt the resolution and authorize County Administrator Caime to execute the $18,500 grant. Chairman Carey provided a second to the motion. The motion carried 4-0.

d) Transit Coordinator Job Description Approval

Commissioner Oglesby moved to adopt the job description with amendments (assists with administrative services, performs regular or daily safety checks on the transit vehicles, position reports to the Senior Center Director, scope and effect should mirror the job summary and major duties). Commissioner Teasley provided a second to the motion. The motion carried 4-0.

e) GDOT 2016- Contract 5311 program

Commissioner Oglesby moved to adopt the 2016 GDOT 5311 contract. Commissioner Carter provided a second to the motion. The motion carried 4-0.

f) Courthouse Grounds and Facilities

Commissioner Carter moved to allow the City of Hartwell Public Works Department to relocate four shrubs near the kiosks and pour concrete surrounding the kiosks. Commission Teasley provided a second to the motion. The motion carried 4-0.

Commissioner Carter inquired about the lawn care equipment to be used at the courthouse. Associate County Clerk Betty Floyd reported the equipment has been purchased, Whitworth Parolee Center will be providing labor and it is recommended to remove three trees on the courthouse grounds.

Chairman Carey thanked Mrs. Floyd for overseeing the equipment purchase and working with Whitworth officials to provide the services.

g) 2015 Tax Millage Redo

Chief Appraiser Wayne Patrick explained that the inflationary figure presented by the BOA for the determination of 2015 tax millage was incorrect. The correct figure has been given to the BOC and BOEd. This error will affect the true rollback rate so the millage rollback rate that was finalized for tax year 2015 is incorrect.

a) Beer and Wine License Violations

Commissioner Oglesby moved to suspend the license for the Royal Foods Store @ 5338 Lavonia Highway for sixty days; Royal Foods @ 8742 Royston Hwy.; Max Saver @ 17 Liberty Hill Church Road and Royal Foods @ 3689 Royston Hwy. for thirty days effective November 1, 2015. Commissioner Carter provided a second to the motion. The motion carried 4-0.

b) RLF Resolution Revision

Commissioner Oglesby moved to adopt the resolution. Commissioner Teasley provided a second to the motion. The motion carried 4-0.

County Attorney Walter Gordon announced that Quality Industries LLC EIP payment obligation is paid in full.

c) Generators at Fire Stations

No action was taken.

  1. Executive Session – Personnel

Commissioner Oglesby moved to exit into Executive Session to discuss personnel matters. Commissioner Teasley provided a second to the motion. The motion carried 4-0.

With no further action taken during Executive Session, Commissioner Oglesby moved to exit. Commissioner Teasley provided a second to the motion. The motion carried 4-0.
