MINUTES OF THEMEETING OF THE SUTTERTON PARISH COUNCIL HELD IN THE COMMUNITY CENTRE LOUNGE, SUTTERTON ON WEDNESDAY 7thAPRIL2010.

24/10 Receipt of declarations of interest regarding items on the agenda

25/10 Approval of the minutes of the previous meeting
It was resolved that the notes of the previous meeting held on the3rd March 2010,previously circulated, were approved as the minutes.
26/10 Police Matters
PC Martin Appleby, the new Community Beat Manager attended the meeting introduced himself. He informed members that PCSO Neil Williams will be rejoining the Neighbourhood Policing Team on the 13th April and there is a possibility of another PCSO in the near future, but this is not confirmed yet. PC Appleby informed members that there had only been three crimes reported in the village since the last meeting:
-1 x theft of machinery from a shed – this is undetected
-1 x drive off from the Texaco garage – false plates and so vehicle unable to be identified
-1 x alleged theft and damage to St Mary’s Church – this is undetected
He also warned that thefts of scrap metals/plant/diesel and heating oil are all being reported frequently in the area.
27/10 Viewpoints on questions from members of the public
Cllr Surrage attended the meeting to bring members attention to the junction of A16/Roman Bank. This junction is within the Sutterton Parish but incidents on it have been reported to the Algakirk Parish Council. Cllr Surrage is meeting with highways and Cllr Brookes on Friday and would like to know if a member of the Council could also go to discuss the concerns this junction poses. Cllr Thorpe as the Highways Representative will attend and report back to members at the next meeting.

28/10 Report from the minutes of the previous meeting
-St Marys Drive has yet to be adopted by Lincolnshire County Council and as such Boston Borough Council is unable to place a bin on this road as requested. Another request may be made once the road is adopted.
-Streetlights on posts 363 and 365 on Boston Road reported to Highways. Also reported light 3 on Loves Lane out – ref: 925934.
-Letters were sent to SuttertonPrimary School, Middlecott – Kirton, Thomas Cowley – Donington - re litter in the village. Fourfields will publicise the litter pick and Thomas Cowley have spoken to the pupils in the school. Middlecott have yet to reply.
-The Area Response Team – have been in the village, however were unable to do the work in the week originally allocated to us, but will have completed the works they are able to by end of March – cannot do the over running on Broad Lane nor the kerbs on Pools Drive as they are too much work for this team – but this work will be handed over to Highways who will add to their works lists.
29/10 Correspondence received
1.Email received from member of public – re parking on the pavement outside Monarchs Road estate on Boston Road
Members resolved that the Clerk should write to the Police and ask that they ticket every offending car in the village on one particular day.

2.LincolnshireCounty Council – Re Pedestrian Survey – Station Road, Sutterton
The figures from the survey show that criteria for a pedestrian crossing facility are not met and therefore no refuge or formal crossing will be provided. Members resolved that the Clerk should send a copy of this letter to the Chairman of the Parish Plan Committee as this crossing was part of the Parish Plan. It was also resolved that the Clerk request further information from LCC regarding their findings.

3.St Marys Church, Sutterton Flower Festival
A request to sponsor an arrangement has been received. Cllr Bush proposed that the Council donate £50 towards an arrangement. This was seconded by Cllr Thorpe and agreed by all.

4.Boston Borough Council – Request for additional bins
Post Office Lanewas deemed too narrow to install a litter bin. Also the Borough Council thinks that there is not significant litter or dog fouling problem along this road – however the verge was overgrown.
5.LincolnshireCounty Council – New Funding to improve access to key services in your area.
Grants available to support communities to revitalise what might be the last shop in village or to introduce vital new services. It was resolved that the information be put into the R&A.

6.Community Lincs – Play Area Safety Training
To be held on 9th June. Cllr Bush will attend. Clerk to send off booking form.

7.Community Lincs – Best Kept Villages and Small Towns Competition 2010
It resolved that the competition is entered. Clerk to put into the R&A the points that were raised last year and to inform villagers of competition.

8.LincolnshireCounty Council – Emergency road Closure
Emergency Maintenance work on Love Lane – closed for 6 months from 4.03.10 – alternative route – Station Road, Stone Lane and vice versa
9.LincolnshireCounty Council – Temporary Road Closure
Station Road at junction with A16/A17 from 8.04.10 – 12.04.10 – alternative route – Station Road B1397 Spalding Road, A17 and vice versa.
10.Lincolnshire County Council – Dog Fouling Signs
Permission granted by LCC to place adhesive signs on lamp posts regarding dog fouling. Members decided that the stickers were to be put:
- Post Office Lane
- Rainwalls Lane
- One Way Street
- the remaining sticker was to be held back until after the litter pick and then its location decided.

11.Victim Support – asking for donations
Members resolved not to support this this year.
12.LincolnshireCounty Council – Re Mud on the Road
Confirmation from Highways received that instances of mud on the highway which are of concern should be reported to the Police initially with as much information as you can give. (They also included a leaflet which was produced by the County Council with support from the Police).
13.Boston Borough Council – garden Waste Collection Service
– starts Saturday 10th April – number of pick up sites has been reduced this year
30/10 Planning applications:
B/10/0081 – Construction of a single storey rear extension including external chimney stack at Rosecott, Rosegar Avenue, Sutterton
-No objections raised
B/10/0083 – Consultation under Circular 14/90 for the installation of 11k overhead voltage lines and low voltage overhead lines at (No 6 Marsh Road through to Vicarage Farm, Roman Bank) Marsh Road, Sutterton
-No objections raised
B/10/0091 – Construction of a pair of semi-detached houses, formation of 2 no. Road access plus associated boundary treatment and landscaping at Land Off, Love Lane, Sutterton
Members objected to this application on the following points:
-Overdevelopment of the site
-Lack of suitable vehicular access
-Not in keeping with the surrounding properties
-Inappropriate design for area
-Loss of valuable open space in the village.

31/10 Accounts for payment
The accounts payment noted on payment sheet 1/12 April 2010 were submitted for approval and payment. Proposed by Councillor Baker seconded by Councillor Mossmanand agreed by the remainder that the accounts be paid.

Cllr Thorpe reported a lot of litter laying around which she had seen whilst doing her inspections.
- Agenda in the R&A
A request had been received to publish the agenda in the R&A. This was seen to be a good idea with the obvious problem that the agenda would be far from complete. On this basis it was resolved that the Clerk put a notice in the R&A for members of the public to contact the Clerk and be put on an emailing list if they wish for the Agenda to be sent to them on its completion. Cllr Thorpe said that she would enquire in the village shop whether one could be placed there.

- Notice board
The possibility of purchasing a new notice board was discussed. The current site in the Churchyard was deemed not the best place as you need to go into the churchyard to read the notices on the board. Cllr Bush will ask at the Post Office whether they would object to a new notice board being put on the wall of the shop area. Cllr Thorpe will speak to the Church Warden to find out whether the notice board could be placed nearer to the wall/on the wall of the churchyard. Clerk to investigate prices and types of notice boards to purchase.

Unfortunately a reply had not been received from the Parochial Charities as they had not had their meeting.
- Litter Pick day
It was resolved that members of the public/council should meet at the village hall on the 24th April at 10 am and then go down the four main roads and divert from them. The litter collected should be put in the Cemetery in/next to the bin. Clerk to see if she can get dog fouling bags in case villagers felt they wished to pick up faeces found on the pick.

- Most Pleasing Garden Competition
Members resolved to place adverts in the R&A for the next few months to advertise the Best Kept Garden Competition. Clerk to carry on with getting sponsorship for the competition.

33/10 Date & time of the next Parish Council Meeting
The next Parish Council Meeting will be held after the Annual Public Meeting (commencing at 6.30 pm) and the Annual General Meeting on the 5th May 2010. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at8.45 pm.
