Iowa Chapter of APCO 2014 Spring Business Meeting Minutes

The 2014 Spring business meeting was called to order at 12:07 P.M. by President Eric Dau, Clinton County. Lora Phillips, Johnson County made a motion to approve the agenda as posted. Kenny Marlette, Louisa County (Member at-Large) seconded the motion and the agenda was approved without opposition. Next Judy Flores, Blackhawk County made a motion to approve the previous meeting minutes from the 2013 Fall business meeting dated October 30th, 2013. Marsha Southwick, O’Brien County seconded the motion and the previous meeting minutes were also approved without opposition.

The next item on the agenda was the Treasurer’s report. Eric Nevins, Des Moines Police Department and Iowa APCO Treasurer presented the report. For the period of January 1st – December 31st, 2013 the beginning operating fund balance was $32,514.71. There was income totaling $40,479.36, expenses totaling $31,609.48 and a fund transfer of $450. The ending balance was $41,834.59. For the period of January 1st – April 7th, 2014 the beginning operating fund balance was $41,834.59. There was income totaling $3,187.42 and expenses totaling $2,949.77 for an ending balance of $42,072.24. For the period of January 1st – December 31st, 2013 the Perkins Scholarship beginning fund balance was $12,763.91. There was income totaling $75.63, expenses totaling $1,244.00 and a fund transfer of $450. The ending balance was $11,145.54. For the period of January 1st – April 7th, 2014 the beginning balance was $11,145.54. There was income totaling $13.82 and expenses totaling $123.20 for an ending balance of $11,036.16. Lora Phillips, Johnson County makes a motion to approve the Treasurer’s report which is seconded by Kenny Marlette, Louisa County. The Treasurer’s report is approved without opposition.

The Executive Council report was next also to be presented by Eric Nevins, Des Moines Police Department. Nevins advised he had no prepared report but that the meeting this year will be in New Orleans this August. He encouraged members with any concerns to contact him and expressed his appreciation for being able to serve at the National level.

President Eric Dau, Clinton County then asked for the committee reports.

Activities & Memberships – Eric Dau, Clinton County (President) – Not much to report. There are several counties trying to get more involved to keep the organization strong.

Historical – Lindsay Gillip, Louisa County - absent

Training – Kenny Marlette, Louisa County (Member at Large) and Lorrie Lacina, Muscom (Immediate Past President) – Lorrie Lacina was absent. Kenny Marlette reported that they are looking for a speaker for the Fall Conference. If anyone had any ideas he encouraged them to contact him.

Telecommunicator of the Year - Teresa Todd, Washington County– Todd encouraged everyone to come to the banquet that evening. They have 5 nominees for Telecommunicator of the Year and two teams nominated for the Team Telecommunicator award.

Telecommunicator Training Board – Sandy Morris, Des Moines PD – The board hasn’t met. Carole Lund-Smith, ILEA reported that the next 40 hour Telecommunicator In-service is June 30th. There is a Supervisor class scheduled for May 28-30th, and an 8 hour refresher course coming up in Dickinson County.

Iowa E911 Council – Sally Hall, Iowa County E911 – The 911 Council will have a carry-over grant available for $100,000 with no match. They have created an efficiency study committee and also coming up is the NG-911 GIS project with Geo-Comm which will be a phased project. They will have a portal available to upload and download data. Hall also mentioned that the CenturyLink/Intrado relationship is changing. The next meeting is April 30th at 1:30 P.M. in Knoxville.

Legislative – Bob Seivert, Shelby County – Seivert reported no significant legislative issues. They were watching the legislation concerning 911 transcripts but that did not see the light of day.

Corporate Advisory – Stacey Gross, Geo-Comm – The Spring Conference usually brings in 18-20 vendors and this year we have 26. They had to turn 3-4 away. We should be able to get more next year with the new location and more space available.

First Responder Advisory – vacant

Constitution and By-laws – Bob Seivert, Shelby County – Seivert reported that Chris Moore developed a combination Constitution and By-laws document. It was put into a committee that was not active and it is probably derailed for now. As it is it is not going to move forward. If there is an effort to proceed we need to form another committee. Eric Dau added that slow and steady wins the race. He advised he would get a committee together and look at the by-laws.

JoAnne Perkins Scholarship – Rob Koppert, Cass County 911–Koppert reported that they received six applications for the three scholarships. Jena Campbell, Bobbie Wells and Wendi Hess won. Koppert did an email bomb as well as putting it on the IOWA system and still had a poor response. The scholarship was started for Joanne Perkins who was a Mills County Telecommunicator who was killed at a National Conference. The winner receives free registration and a one night’s stay to some fantastic training. Koppert advised he would work on ways to get the word out and increase participation.

Telecommunicator Retirement – Bryant Voss, Westcom – absent

Under new business President Dau reported that Fall Conference would be November 6th at Prairie Meadows. We are out of space at our current location and the vendor space is less than ideal. The room rate will be $55 a night and it should be a positive change. Dau welcomed any feedback.

Before adjourning Tom Lampe, Iowa DPS introduced the new Iowa SWIC Craig Allen. Lampe reported that Jim Bogner has retired. He has stayed on part time as a consultant to assist Allen. Lampe advised they all felt very fortunate to have the support of those in the room. The grants had run out and they had to use state funding. The First Net grant has now kicked in and the SWIC will be a full time position.

Allen advised those in attendance that he has thirty year’s experience in Public Safety and 18 years in Communications. That included volunteer ambulance, fire and dispatch. He had been a Deputy SWIC in Illinois for two years. He asked what the biggest issues facing Iowa where. 1) Funding 2) Poor Coverage – narrow banding 3) Understanding how it works. He also spoke about the five aspects of a system – 1) Coverage 2) Availability 3) Reliability 4) Security and 5) Resiliency. Allen encouraged anyone to give him a call and stated that he has the same number that Jim Bogner had.

Sid Enockson, Pocahontas County (Member at-Large) brought up that he would like to see the old website wiped clean that APCO hire someone to maintain it. Dau agreed saying the pictures were old. Sid Enockson, Kenny Marlette and Brent Vogel, Clinton County volunteered to help with it. No motion was accepted since it was not an agenda item. It would be placed on the Fall agenda as an action item.

Kenny Marlette, Louisa County (Member at-Large) made a motion to adjourn the meeting. Lora Phillips, Johnson County seconded the motion. The meeting was adjourned at 12:31 P.M.
