CASWELL COUNTY BOARD OF EDUCATION MINUTES
May 26, 2014
The Caswell County Board of Education met in regular session on Monday, May 26, 2014, at 6:30 p.m. in the Whitley Administration Building. Members present: Chairman June Dailey, Vice Chairman Gladys Garland, Sylvia Johnson, Mel Battle, David Byrd, Betty Sartin and Ross Gwynn. Others present include Interim Superintendent Dr. Douglas Barker, Dr. Sammy Shields, Kelly Harris, and Evangelina Balmori. Dr. Douglas Barker recorded the minutes.
I. A. CALL TO ORDER
The meeting was called to order and a moment of silence was observed.
I. B. APPROVAL OF MINUTES
Sylvia Johnson moved, seconded by Gladys Garland to approve the minutes of the May 12, 2014 board meeting as presented. The motion carried unanimously.
I. C. APPROVAL OF AGENDA
Gladys Garland moved, seconded by Betty Sartin to approve the agenda as presented. The motion carried unanimously with this addition.

I. E. PUBLIC COMMENTS

Wayne Thomas, 839 Neal Road, Reidsville, NC 27320
Miss Ellis and Mr. Thomas addressed the Board with concerns regarding a rumor of a new exam schedule. Concerns voiced included possible bus problems with students arriving home, time was not long enough to take the exam, students would not be allowed to leave after taking the exam as usual and a petition with one-fourth of the student body signatures was presented. Upon conclusion, the students thanked the Board for listening to their concerns.

Betty Sartin moved, seconded by Gladys Garland to approve the consent agenda. The motion carried unanimously.

2. Resolution – Katie Lee Lipscomb Williams
Chairman Dailey read aloud the resolution for Katie Lee Lipscomb Williams. David Byrd moved, seconded by Sylvia Johnson to approve the resolution. The motion carried unanimously.
Resolution in Memorial and Appreciation
Of the Life of
Katie Lee Lipscomb Williams
WHEREAS, Katie Lee Lipscomb Williams was born on March 9, 1933, and formerly resided at 3949 Slade Road, Blanch, NC, 27212, at the time of her death on May 12, 2014, and
WHEREAS, Katie Williams was a faithful and loving wife and mother and her family’s welfare was her major and constant concern; and
WHEREAS, Katie Williams was a member of Hamer Baptist Church, where she was a deaconess, Sunday school teacher, willing worker club member and a member of the missionary circle; and
WHEREAS, Katie Williams was a graduate of Bennett College in Greensboro with a BA degree and later received her Master’s Degree from Averett University in Danville, VA. She was an employee of Caswell County Schools and served as a teacher at New Dotmond and Murphy Elementary schools before her retirement and will be remembered by her Community and Board of Education for her leadership and her commitment to education; and being known for her benevolence and servant’s heart to children; and
NOW THEREFORE BE IT RESOLVED that the Caswell County Board of Education wishes to honor the memory of Katie Williams and expresses its sympathy to her family by causing a copy of this Resolution to be spread upon the official minutes of the Board of Education and a copy forwarded to the family.

IV. REPORTS
Chairman Dailey and Mel Battle gave an update on their recent trip with Mr. Thomas Thomas from the State Employees Credit Union (SECU) to Ahoskie to view apartments for teacher housing
Sylvia Johnson questioned if the SECU has a survey. The answer was no, Mr. Thomas likes to meet with teachers and answers questions face to face. Questions and discussion took place regarding how to meet with teachers to see if there is any interest. Mr. Byrd questioned how many units were in the apartments that were toured. The answer was 24 units and no less than 16 units. Gladys Garland stated she was in favor of moving forward to see if there is enough interest to pursue this.
A schedule will be worked out for Mr. Thomas and Chairman Dailey and/or Mel Battle to meet at individual schools with teachers who have been with Caswell County five years or less.
V. CLOSED SESSION
David Byrd made a motion to go into closed session at 6:50 p.m. for the purpose of considering a personnel action that involves an officer or employee of this Board (NC General Statute 143-318.11(a)(6); and for the purpose of discussing information that is privileged, confidential or not a public record (NC General Statute 143-318.11(a)(1) and to confer with legal counsel. Gladys Garland seconded the motion. The motion carried unanimously.
VI. OPEN SESSION
David Byrd made a motion to return to open session. Gladys Garland seconded the motion and the motion carried unanimously.
VII. PERSONNEL LISTING
Dr. Douglas Barker recommended approval of the personnel as presented.
David Byrd moved, seconded by Sylvia Johnson to approve the personnel listing. The motion carried unanimously.

IX. BOARD MEMBER OBSERVATIONS
Gladys Garland noted that the resolution read for Katie Williams should have included that she was a teacher at New Dotman School also. This change will be made to the resolution prior to mailing.
X. ADJOURNMENT
Ross Gwynn made a motion to adjourn the meeting at 8:35 p.m., Gladys Garland seconded the motion and it carried unanimously. The next regular meeting of the Board of Education will be held on Monday, June 9, 2014, at 9:00 a.m. in the Whitley Administration Building.
