What: The WACLEA chapter is pleased to host training on A Comprehensive System for Threat Assessment and Management in Institutions of Higher Education presented by Chemeketa Community College and Willamette Valley Adult Threat Advisory Team

This presentation will cover the evolution of threat assessment, various strategies to mitigate targeted violence, the importance of enhancing the culture of collaboration, and the findings from current research. Throughout the presentation, important elements of the Willamette Valley Threat Assessment System will be included as they apply to teams within Institutions of Higher Education (IHE).

Bill Kohlmeyer, Police Lieutenant (Retired)-Director of Public Safety and Threat Assessment Team Co-Chair, Chemeketa Community College

Bill Kohlmeyer, a retired Salem Police lieutenant, has served in almost every area of law enforcement over his 30 year career, including uniform patrol as an officer, corporal, sergeant and lieutenant. He spent 10 years in the detective unit investigating property crimes as well as robbery, homicide and sex crimes. He spent five years on the bomb squad and three years as the motorcycle traffic unit sergeant.Kohlmeyer worked narcotics, commanding the inter-agency narcotics team and supervised the street crimes unit and crime prevention. He was also an original member of the department SWAT team serving a total of 18 years with SWAT as a sniper, entry team member, team leader and overall emergency operations team commander. He served as acting Deputy Police Chief for 14 months and the Public Information Officer for 10 years.Kohlmeyer retired in 2007 and has been the Director of Public Safety at Chemeketa Community College for 7 years. He serves on the Willamette Valley Threat Advisory Team and helped establish and is the co-chair of the Chemeketa Community College Threat Assessment Team.Kohlmeyer recently co-presented at the National 2014 Threat Management Conference (TMC) in Anaheim, CA.

Rebecca Bolante, PhD, CRC- Life and Health Safety Associate Dean, Chemeketa Community College

Rebecca Bolante is the Associate Dean of Life and Health Safety at Chemeketa Community College located in Salem, Oregon. Bolante received her Ph.D. in Counselor Education and Supervision through Oregon State University. She is an active member of both the college's Threat Assessment Team and the Trauma Response Team. Bolante has presented her threat assessment research at a variety of professional conferences such as the Virginia Center for School and Campus Safety, Western Association of Campus Law Enforcement Administrators-FBI Regional Training, National Association of School Professional Administrators Mental Health Conference and the Oregon Association of Higher Education and Disabilities Conference. Bolante has been a member of the Association of Threat Assessment Professionals (ATAP) since 2009 and was also the 2013 recipient of the ATAP’s Chris Hatcher Memorial Scholarship. She was a recent co-presenter in Anaheim, CA at the National 2014 TMC. Bolante has gained insight from her more than 25 years of work in the disability field. She is very passionate about threat assessment as both a practitioner and researcher.

Dave Okada, Lt., Salem Police Department, Salem, Oregon

Lt. Dave Okada, an ATAP member since 2003, is fast becoming an expert in the field of training threat assessment teams. His experience having served twice as past President and once as Sergeant at Arms in the Northwest Chapter of ATAP and his current membership in the Joint FBI Terrorist Task Force and local FBI Terrorism Working Group helps inform his training. He received the 2009 ATAP Presidential Recognition Award at the TMC. He is also serving his second term on the ATAP national board of directors.Lt. Okada is a co-author of Assessing Student Threats. He is known internationally for his work in threat assessment and is currently the chair of a multi-agency Adult Threat Advisory Team. He also sits on the multi-agency Student Threat Assessment Team and coordinates departmental participation and investigations on both teams. Over the years, Lt. Okada has received numerous awards and honors for his work in law enforcement. He is also a graduate of the FBI National Academy, DEA Drug Unit Commander’s Academy, National Center for Missing and Exploited Children Commander’s Academy and the Oregon Executive Development Institute.Lt. Okada has done consulting, training and debriefing at local colleges and universities, helping them structure and support their threat assessment teams. Lt. Okada graduated Cum Laude with a bachelor’s degree in psychology from Willamette University.

Rebecca Hillyer, JD-Director of Legal Resources and Threat Assessment Team Member, Chemeketa Community College

Rebecca Hillyer received her law degree from Willamette University College of Law in 1984. After spending 18 years in private practice as a trial attorney, she came to Chemeketa Community College in her current position as director of Legal Resources in 2002, in which capacity she operates as the college in-house attorney.Additionally, Hillyer chairs the Clery Act Committee which, among other things, reports college crimes to the Department of Education and complies an annual report of college resources for emergency management and safety on all six (6) college locations.To stay connected with students in the classroom setting, Hillyer has taught Business Law as an adjunct instructor at Chemeketa since 1988. She is a founding member of Chemeketa’s Threat Assessment Team and Emergency Response Team. Hillyer co-presented at this year’s National TMC in Anaheim, CA. She is a member of the National Association of College and University Attorneys, Association of Threat Assessment Professionals and serves on the board of the Marion County Bar Association as chair of the educational committee. Hillyer is admitted to practice law in Oregon and Washington State, as well as Federal District Court and The Supreme Court of the United States of America.
