MINUTES OF THE SPECIAL PLANNING MEETING HELD

ON WEDNESDAY 6th JULY 2016 IN

  1. DECLARATION OF MEMBER’S INTERESTS/DISPENSATION APPLICATIONS

None, the Chairman welcomed Bronwen Freak as a new parish councillor

3. PRE-APPLICATION FOR A SMALL HOUSING SCHEME ON THE EASTERN SECTION OF THE

FIELDS AT LOWER TREWEDNA FARM

The area in question lies immediately opposite the dwellings at Trewedna Lane and adjacent to the

cross roads. At this stage it is envisaged that a scheme of approximately 20 houses would be deemed

appropriate, including affording housing. The Chairman then introduced Mr John Salmon.

Mr Salmon, for the applicant, gave details of the proposed development, although this was still to be

finalised. They were looking at 20 dwellings which had to be affordable led. The housing need was

established as 32, so they were comfortable there was scope to go forward. As the land was

Grade 2 agricultural land, building would not normally be permitted, but nearly all the parish was of

a similar designation and this was an exception site. So far they had engaged with a Highways

consultant, there were concerns re the pedestrian access but this would be looked into. Access to the

site would be via Trewedna Lane. 10 of the dwellings would be affordable

Mr Salmon then took questions from the public.

Among the concerns raised were as follows

 Ownership of the land - Morris Farms

 Developer - not known at present

 This proposal was outside the village envelope - that does not carry much weight now with the

need by Cornwall Council to provide a significant number of new homes

 What was the definition of need - the parish need as per Homechoice register which showed 32

people waiting for housing - doubt expressed as to the accuracy of the register

 Sewerage issues - the system was already overloaded. SWW do not have the money to do the

 necessary work. An issue to be looked at

 A strain would be put on the village school, in addition there was no dentist or doctor in the parish

 The possibility of 20 houses becoming a lot more - Cornwall Council are very keen to keep any

development in line with the village. Plot sizes would be similar to those properties already there.

 Would there be street lights - light pollution - no decision yet made

 Doubts whether the wages paid in Cornwall would be adequate for anyone trying to buy one of

these houses. Some were social rent/part rent, part buy or wholly affordable buying

 The junction had previously been flooded, more housing in the area would exacerbate this.

 A dislike of the idea of creeping out into the countryside

 Need to not be seen as being uncaring. People who want to live in the village currently are

unable to because of the high house prices.

 Potential issues for future discussions - the lack of public transport, sustainability, flood risk.

 Many elderly people living in bungalows with large gardens. Cannot find smaller places in the

village, but do not want to move. There was a need for suitable properties for older people

wishing to down size

 What was affordable? A different definition in Cornwall than other parts of the country

The Chairman said that when any formal application was submitted to Cornwall Council, another public

meeting would be held to discuss the full details. The Parish Council could not support or object until

such time. The majority of the members of the public then left the meeting

Outline application with some matters reserved. Construction of a replacement dwelling, to

replace existing static caravan benefiting from a lawful residential use - request that any

dwelling should be single storey and in proportion to the caravan

Single storey kitchen extension

PA16/05486 3 MELLINGEY COTTAGES, STATION ROAD, PERRANWELL STATION

Proposed single storey extension with pitch roof and roof lights to rear

PA16/05352 PARK VIEW, TARRANDEAN LANE, PERRANWELL STATION

Amendment to PA16/02418 (Garage) to change main garage door from E to S elevation

(original garage was south) and to change side garage door from S to E elevation.

  1. ANY OTHER PLANNING BUSINESS

Concern had been expressed regarding PA16/00914 Conversion of redundant agricultural

Building to file storage unit and alterations to building(retrospective) and formation of new access

Track and associated works. However on checking the application and the subsequent lifting of

Condition 3, it seemed that planning permission had not been exceeded.

  1. NEIGHBOURHOOD DEVELOPMENT PLAN

Mr Moir gave details of the presentations he had given to various groups with a lot more

still to be done. He needed assistance with envelope filling, Councillors Freake and Hewitt plus the

Clerk said they could help with this. The questionnaires should be ready to go out shortly.

There was a public meeting on July 13th where the Clerk would give a short presentation on

the Neighbourhood Development Plan and Mr Moir could supply the technical details.

This would also be an opportunity to gauge opinion on area designation.
