TITLE 3200 - COOPERATIVE FORESTRY
3223.13b - REAP (ACP) Program Development Representative.
STATE
Montana. The Forest Service representative is the Staff Director in charge of Cooperative Forestry and Fire Management.
Idaho. The designated Forest Service representative is the Forest Supervisor, Boise National Forest, Boise, Idaho 83702, Region 4. Region 1 maintains contact for advisory purposes.
North Dakota. The Forest Supervisor, Custer National Forest, Billings, Montana 59103, is the Forest Service representative.
COUNTY
Forest officers serve as Forest Service representatives on county ACP Development Groups in Region 1. The Forest Service representative, along with the ASCS county committee and the SCS representative, constitute the County ACP Development Group. Forest Supervisors and District Rangers are designated as representatives on these groups. Forest Supervisors are authorized to redelegate their assignment to primary staff personnel.
County Development Groups hold at least one primary meeting to adopt the county AC program for the following year. Usually this meeting is held in the fall or early winter. Sometimes other meetings are held to prepare recommendations to the State Development Group for subsequent programs, and to act on special program problems. County ASC officers are provided the list of Forest Service representatives. It is incumbent upon Forest officers to mantain contact with County ASC offices to obtain full recognition of forestry program potential within the county and to assure notification of meetings.
County ASCS committees ar notified of the official Forest Service representative on the County ACP Development Group. This group generally meets one to three times during the fall and winter. The designated Forest officer is responsible for attending these meetings or having someone attend for him. Forest Service representatives should become acquainted with county ASCS office managers and county committee members. This establishes our interest in the program and assures notification of county ACP Development Group meetings.
Development Group representatives should keep currently informed of ACP principles in the current National ACP Bulletin or State ACP Handbook. Current ACP National Bulletins, State Handbooks, and detail practice statements are available at ASCS offices. Acquaintance with forestry and other conservation needs in the county on farmland is essential in fulfilling the responsibilities as Forest Service representative. The needs of fish and wildlife should be recognized in solving conservation problems (FSM 2615.1). County conservation needs on non-Federal lands can be found in the Conservation Needs Inventory compiled for each county.
In program development the Forest Service, along with the other agencies represented on the ACP Development Group, has responsibility in the overall development of the program. Not all practices are good or applicable to all areas for purposes of helping solve needed soil and water conservation problems. With our knowledge of the broad aspects of consservation, we should help guide program development along lines which will minimize conflict between uses.
Following is a list of officers representing the Forest Service in the various counties. The last column lists the agency and/or position title, and location of the person providing technical forestry assistance in the county.
