Summary
- The report shows that, overall, 2008/09 targets are being met for;
- Primary Fires, with a 5% reduction from the same period last year and a significant 33% decrease overall since 2005/06
- Primary Fire Deaths, we have had one primary fire death in the past 6 months which is within the target of 3 for the year
- Deliberate Primary Fires (excluding vehicles), with an 8% reduction from the same period last year
- Secondary Fires, with a 17% decrease from the same period last year and a considerable 42% decrease since 2005/06. It is possible that the reduction in secondary fires is due to a poor summer in the UK, leading to a reduction in field and woodland fires.
- Other points of note;
- Attendance at RTC’s is down by 12% compared with the same period last year.
- The main areas for concern are;
- Deliberate Secondary Fires in Vehicles up by 10% on Q2 2007/08
- Vehicle Fires up by 8% on Q2 2007/08
- Attendance at Malicious False Alarms up by 19% on Q2 2007/08
- The number of smoke alarms activating has fallen by 15% from Q2 2007/08
- Sickness up by 23% overall on Q2 2007/08
Injuries
The number of Primary Fire related injuries has decreased by a significant 48% overall.
Deliberate Fires
There has been a 17% decrease overall in the number of deliberate fires (NI 33 – Number of Arson Incidents) that have taken place in the first half of this financial year compared to the first half of the previous financial year, however, we are still 6% over target for this year overall.
Attendance at RTCs
Our attendance at RTCs (Sierra 01, 02, 03 combined) has decreased by 12% compared to the same period at this time last year.
Special Services
Overall there has been a 9% increase in our attendance at Special Service incidents represented by a total of 107 additional incidents compared to the same period in 2007/08. This is down to three key areas; there has been a 32% increase in effecting entry incidents (45 additional incidents from 2007/08), which is most likely to be as a result of charges been scrapped for effecting entry into domestic premises. False Alarm Good Intent incidents are up 27% (56 additional calls from 2007/08). The significant rise in the number of Assistance to Police incidents is largely due to Inter-Agency Liaison Officers (ILO’s) making better links with Police colleagues, leading to a 124% increase in this incident type, represented by and additional 26 calls from the same period last year.
Sickness
Sickness is up overall* by 23% broken down into a 17% increase in short-term sickness and 43% increase long-term sickness. Sickness has risen across all districts, except Welwyn and Hatfield, who have seen a 4% decrease in the level of sickness.
Short-Term Sickness
Whole-time short-term sickness is up 22% overall with sickness in Watford and Three Rivers increasing by 68%, Dacorum and St Albans increasing by 25% and East Herts & Broxbourne seeing an increase of 12%. Welwyn and Hatfield have seen a decrease of 1% in the level of whole-time short term sickness.
Day Crewing short-term sickness us up by 24% overall, with East Herts and Broxbourne, experiencing a rise of 207%, which is up significantly compared with the same period last year. Day Crewing short-term sickness for Stevenage and North Herts is up slightly on last year with an 18% increase from the same period last year. On a more positive note, Welwyn and Hatfield have seen a decrease of 12% in the level of short-term sickness for Day crewing.
Long-Term Sickness
Whole-time long-term sickness is up by 40% overall, with Dacorum and St Albans experiencing a 380% increase, Stevenage and North Herts have seen a 368% increase and Watford and Three Rivers seeing a 248% increasein the level of whole-time long-term sickness, compared to the same period last year. However, East Herts and Broxbourne have seen a 100% decrease and Welwyn and Hatfield a 48% decreasein the level of whole-time long-term sickness, possibly as a result of people returning to work after a period of long term sickness.

Part 1 - Quarterly Performance Summary
1.1Total Calls
All Operational calls for the 2ndQuarter (April to September)4 year comparison showing a slight increase of 1% in total calls for 2008/09 compared to the same period in 2007/08. However, the trend demonstrates an 11% decline from 2005/06 to 2008/09 overall.
1.2 Primary & Vehicle Fires
Primary and Vehicle Fires cumulative totals for the 2nd Quarter (April to September) including late calls. Primary Fires down by 5% compared to the same period in 2007/08, however, Vehicle Fires have risen by 8% compared to the same period in 2007/2008. The overall trend for primary fires has declined by 33% and vehicle fires have declined by 29% from 2005/06 to 2008/09.
1.3 Secondary Fires
Secondary Fires cumulative totals up to end of 2ndQuarter (April to September, four year comparison). Secondary Fires down by 17% compared to 2007/08. The overall trend demonstrates a 42% reduction from 2005/06 to 2008/09.
